Background/Project Description The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements mandated by the United Nations General Assembly to promote socially and environmentally sustainable cities, with the aim of providing adequate housing for all. It is the lead agency within the United Nations for the implementation of the New Urban Agenda. UN-Habitat supports Member States and development partners to transform cities into safer, more resilient and healthier places with better opportunities working towards achieving inclusive, safe, resilient, and sustainable cities and communities, with a focus on addressing urban challenges and improving the quality of life for all people. UN-Habitat advocates for policies and practices that promote sustainable urbanization, including the integration of social, economic, and environmental dimensions. It also helps build the capacity of governments, local authorities, and communities to plan, manage, and govern urban areas effectively, including promoting participatory approaches and inclusive decision-making processes. For the advertised post, the incumbent is expected to be part of a team of professionals for a multi-agency joint project to pursue a nexus-based multi-dimensional and integrated approach to enable internally displaced communities in Somali and Oromia regions of Ethiopia to move towards recovery and resilience by employing durable solutions actions that enhance communitiesโ coping mechanisms against future shocks to anthropogenic disasters and natural hazards by rolling out a multi-pillar intervention that aims to take into consideration the diverse aspects of solutions-based programming among UN Habitat, FAO and IOM. The general objective of the project is to employ durable solutions that enhance IDPsโ and host communitiesโ capacities to move towards recovery and resilience with a particular focus on the Fafan, Siti and Shebelle zones of the Somali Region, and the East and West Hararghe zones of the Oromia Region. The project implementation woredas include Babile, Chinaksen and Meiso woredas in Oromia region and Awbare, Kebribeyah, Erer and Gode woredas in Somali region. 2. Responsibilities The IC will work under the direct supervision of the projectโs lead and the UN-Habitat Ethiopia Programme Manager, and he/she will be responsible for the following duties: a) Desk work: Understand the project; project areas and targeted communities; identification and collection of relevant data from secondary source. b) Field work and engagement โข Data Collection & Reporting: Lead the collection, analysis, and interpretation of hydrological data, maintaining site inspection records and preparing reports for project sites in Oromia and Somali regions. โข Stakeholder Engagement: Map and engage with stakeholders involved in water and WASH activities. โข Community Collaboration: Work with local communities and water management committees to improve water utilization and adopt storage schemes. โข Water Resource Assessments: Conduct assessments on water resources, study water cycles, analyze groundwater and surface water, and produce evidence-based reports. โข Hydrological Studies: Conduct studies to assess water availability, seasonal variations, and demand projections specific to project sites. โข Sustainable Water Solutions: Propose sustainable water options considering economic efficiency, social equity, and environmental sustainability. โข Water Storage Practices: Identify and promote the adoption of best water storage schemes and practices by local communities. โข Climate Change Research: Research the impact of climate change on water resources and integrate climate-resilient strategies into water infrastructure. โข Flood & Drought Risk Assessment: Assess flood vulnerability and develop response plans for flood and drought mitigation, using nature-based solutions where possible. โข Coordination: Coordinate with implementing agencies and government authorities on project activities. โข Other Tasks: Perform any additional tasks as assigned by the project lead or manager. c) Propose and design appropriate cost-effective intervention measures outlining in detail the type of intervention, proposed location, reason for recommendation, cost breakdown for the protection of risks and conservation of water sources within the micro catchment of the water source based on the study findings and assessment for each water supply schemes and for each project location. Prepare detailed technical reports, including hydrological analysis, flood assessments, and infrastructure evaluations. d) Prepare an overall comprehensive best water resource conservation and storage schemes for each project sites. Provide inputs for annual progress reports, work plans, and other documents. e) Workshops & Capacity Building: Organize at least 2 workshops or training sessions for local stakeholders and affected communities on water storage, WASH practices, and flood management, share the findings, document program highlights, good practices, lessons learned, and feedback from stakeholders. 3. Reporting Relationship โข The incumbent will report directly to the Project Lead who is under the Programme Management Officer and the Country Programme Manager. โข The incumbent is expected to provide weekly update reports and monthly narrative reports in format shared by the project manager. The reports must be shared with the programme support staff as necessary. โข The incumbent will be part of a team of experts working on the project. He/she is expected to work individually and, in a group, collaboratively with different government officers, representatives of local administration, local academic institutions, civil society, representatives of host and displacement affected communities. โข The incumbent is expected to travel to project sites as needed. Qualifications/special skillsโข Advanced university degree (Master's Degree or equivalent) in water resources engineering, Environmental Engineering, Civil Engineering, or other relevant disciplines. โข Excellent communication and interpersonal skills โข Excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for preparation of quality reports as well as media stories. โข Ability to work independently or with minimal supervision with a high degree of responsibility, in a flexible manner and often under pressure. โข Capacity to coordinate and organize a team and to support project implementation. โข Ability to conduct interviews, surveys, and other data collection techniques. โข Substantial knowledge in water resource assessment, water supply feasibility studies, water storage schemes, mapping of flood and drought occurrences, response plan preparation, nature-based is an asset. โข Experience of developing and implementing water conservation/storage plans/activities at least in three project sites, including consideration of climate change, flood and draught risks. โข Prior experience with the UN or other international organizations on a project of similar nature is an asset, โข Ability to communicate technical knowledge to non-expert audience is desired. โข At least five (5) years of relevant work experience in hydrogeological field, water resource assessment, water supply feasibility studies, designing water storage schemes, response plan preparation is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Ethiopian working language and the language of working regions (i.e., Somali and Oromifa) is an advantage. Ability to communicate technical knowledge to non-expert audience is desired.
