The Position:

UNFPA supports Sexual and Reproductive Health and Rights (SRHR) initiatives through DGNM, DGHS & DGFP and other implementing partners, focusing on enhancing the availability and accessibility of comprehensive sexual and reproductive health services, including family planning, maternal health, and HIV care. These services are designed to be gender-responsive, meet human rights standards for quality, and ensure equitable access. To address ongoing needs, UNFPA strengthens national policies and healthcare sector capacity to provide midwife-led care, emergency obstetric and newborn care, and builds institutional capacity to deliver integrated SRH services in diverse contexts.
To facilitate the effective execution of these programs, under the overall guidance of the UNFPA Operations Manager, Chief of Health and direct supervision of the Finance Analyst, the Project Finance and Admin Officer ensures the effective functioning of financial operations and systems in support of the programme and office management at the project level. The Project Finance and Admin Officer will support both finance and administrative functions including bookkeeping, payments, procurement processing, asset management, HR documentation for personnel under IP/NEX contract for UNFPA Project, and logistical arrangements. The role is key to ensuring compliance with internal policies, donor requirements, and statutory regulations. This position will also be responsible for project expenditure analysis and advises on expenditure trends and implementation rates in coordination with the Programme Associate - SRH.

You would be responsible for:
Advisory support to different project personnel
Advise and support project personnel on different projects under SRHR and country office on programme budget reallocations and chart of accounts, coding, accounting, policy interpretation, application of financial regulations and rules and other financial matters.ย Assist programme in preparation of the Workplan and Budget.ย Develop an expert understanding of UNFPA regulations, rules, policies and procedures to be able to provide integral monitoring, advice and support to projects.ยFinancial management and monitoring of accounts
Analyze and monitor OFA balance and expenditure (Certificates of Expenditure (COE)/ eFACE information) regularly for reasonableness. Contact projects to rectify errors where observed with a view to ensuring regulations, rules, policies and procedures are adhered to. Monitor expenditure levels at regular intervals at the respective project (s). Support bank reconciliations and maintain bank and cash transaction records. Prepare monthly cash and bank reconciliation statements. Maintain all vouchers and financial documentation are properly filed and archived. Support internal and external audit processes by providing required documentation during the audit fieldwork as well as in the implementation of the audit recommendations phase. Ensure accuracy, coding and prompt settlement by projects in quarterly advances.ย Review accounting transactions to ensure compliance with policies and procedures. Assistance with monthly, quarterly, year-end closure process and prepare financial analysis, schedules and statements as requested including other statutory reports and prepare financial analysis as requested.Administrative support
Adapts processes and procedures, anticipates and manages operational requirements of programme/project inputs under national execution in terms of personnel, sub-contracts, equipment and other programme and project related events to facilitate programme/project delivery.ย Provide administrative and logistical support to the finance team as needed. Assists concerned programme staff/personnel in responding to audit issues.ย Maintain office inventory, supplies, and equipment, support procurement and delivery follow-up. Assist in organizing meetings, workshops, and training sessions, including venue, refreshments, and participant communication. Ensure filing and record-keeping of administrative documents in both hard and soft copy.Others
Promote continuous improvement and harmonization of business processes.ย Complete mandatory courses at UNFPA (e.g. Ethics etc.) and courses having a direct impact on day-to-day work (e.g. IPSAS). Encourage taking other courses for continuing professional development. Perform activities that may be assigned from time to time to ensure the success of the working team.ย Any other activities as assigned by UNFPA Country office management.Institutional Arrangement
The Project Finance and Admin Officer facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPAโs mandate. The Project Finance and Admin Officer is a substantive contributor to the programme team in the Project Office as well as Country Office.
Qualifications and Experience:ย
Education:ย
Secondary education and 06 years of relevant experience in administration, finance or office management is mandatory ORBachelorโs degree in Business Administration, Management, Social Science or related field with 05 years of relevant experience in administration, finance or office management is preferable.ย
Experience with the UN is an asset. Additional knowledge/diploma in Financial Management will be added value. Experience in government and development programme related projects is mandatory. Working knowledge on SRHR issues in Bangladesh is preferable. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.Knowledge and Experience:ย
