Result of ServiceFor this role the consultant is expected to carry out the following activities: โ€ข Oversee the day-to-day management of project activities, ensuring adherence to timelines and budget constraints; โ€ข Develop work plans, in close collaboration with UNEP, FAO, government counterparts and other project partners, for the implementation of the project and coordinate the execution of activities and budgets accordingly; โ€ข Provide technical expertise for the execution of the work plans, in close coordination with UNEP, government counterparts and other key project partners; โ€ข Assess the original logical framework of the project and its related baselines; โ€ข Appraise the relevance and scope of each of the proposed outcomes (outcomes) considering the progress made in the sector to date; โ€ข Facilitate effective institutional communication and collaboration between UNEP LACO, FAO, government counterparts, and stakeholders involved in the project; โ€ข Monitor progress against project objectives, prepare progress reports as required, and communicate effectively with UNEP LACO and project stakeholders; โ€ข Identify and address potential risks and challenges, developing strategies for risk mitigation and problem resolution; โ€ข Ensure alignment across different work packages and activities, fostering integrated project implementation; โ€ข Provide technical and lead inputs to the development of outcome 2.4: creation of toolkits, guidelines, and training materials for SMEs, incubators, and investors, incorporating a needs assessment, collaborating with experts, and implementing a multi-modal delivery strategy with on-the-ground application and targeted technical assistance; โ€ข Provide technical and lead inputs to the development of outcome 2.7 mobilization of national and international funding for restoration actions by mapping funding sources, engaging stakeholders, developing compelling proposals, managing the application process, and establishing monitoring and reporting mechanisms; โ€ข Provide technical inputs in the development of terms of reference for hiring the required personnel to undertake the different activities considered in the work packages. Work LocationSan Salvador, El Salvador Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP is the institution responsible for implementing Outputs 2.4 and 2.7 of the Flagship Project under Outcome 2 [Increased capacity and capability in private, public sector, and civil society for policy reform, to catalyze investments and to access resources are resulting in restoration actions on the ground and implementation within Flagship Initiatives] in articulation with their cooperation and in-country implementing partners. The workstream implemented by UNEP is focused on collating, adapting, and developing financial incentives, instruments, and mechanisms to support the implementation of restoration actions and sustainable productive activities in three of the Central America Dry Corridor (CADC) countries, namely El Salvador, Honduras, and Guatemala. The Central American Dry Corridor was one of the Flagship Initiatives selected to contribute to the implementation of the UN Decade for Ecosystem Restoration per both regional and national commitments. Aiming to scale up restoration at the landscape level by improving the design and dissemination of restoration models to accelerate implementation and by building the needed legal frameworks and financial incentives, this initiative will also generate evidence of the restoration benefits by contributing to the quality of life of rural families and regional efforts for a green recovery. The project will be led by the Food and Agriculture Organization of the UN (FAO), the delivery of the different outcomes will involve not only FAO, but also the UN Environment Programme (UNEP), the Central American Integration System (SICA), the International Union for Conservation of Nature (IUCN), as well as other relevant partners (e.g. Center for International Forestry Research โ€“ CIFOR). UNEP's Latin America and the Caribbean office requires additional capacity, in the form of a consultant, to act as a liaison with project government counterparts, for the overall management and coordination of the project, ensuring alignment across the different work packages and activities of the project, and the effective delivery of project outcomes. The consultant will work from the offices of the Ministry of Environment and Natural Resources in San Salvador, El Salvador, 40 hours per week, from Monday to Friday full-time and will be supervised by the UNEP Programme Management Officer UN-REDD for Latin America and Caribbean Office. Qualifications/special skillsโ€ข Bachelor's degree in environmental management, economics, administration, social sciences, architecture, landscaping, or related fields is required. โ€ข Masterโ€™s degree in environmental management, economics, administration, social sciences, architecture, landscaping, or related fields is required. A minimum of 5 years of experience in project and programme management in environment, natural resources, climate change or development topics is required. Experience managing projects related to ecosystem restoration in Central America will be considered an asset. Languagesโ€ข Fluency in Spanish and confident in English are required.
