A. Introduction of the Project:

The International Labour Organization (ILO) is devoted to promoting social justice and internationally recognized human rights, including labour rights. Its tripartite structure provides a unique platform for promoting decent work for all women and men. It aims to promote rights at work, encourage decent employment opportunities, enhance social protection, and strengthen dialogue on work-related issues.

Recognizing that violence and harassment is incompatible with decent work, the ILO Convention on Violence and Harassment, No. 190 (2019) and the Recommendation on Violence and Harassment, 2019 (No. 206) were adopted at the International Labour Conference in 2019. The tripartite constituents from India voted in favour of the adoption of C190 and R206.

The importance of realizing the world of work free from violence and harassment is recognized as essential for achieving equal opportunities and respecting peopleโ€™s dignity in the India Decent Work Country Programme 2023-2027, which is a framework document developed by the ILO Delhi Office in close consultation with the ILO tripartite constituents. Specifically, the work to address violence and harassment is situated in the DWCP 2023-2027 as follows:

Strategic Priority 1: Promote the international labour standards and fundamental principles and rights at work, strengthen social dialogue and support constituents for effective policy responses.

Outcome 1.3: By 2027, the institutional capacity of constituents is strengthened to advance gender equality and promote the fundamental principles and rights at work, including occupational safety and health, and workplaces free from violence and harassment and discrimination.

In order to contribute to the achievement of the Outcome 1.3 under Strategic Priority 1, the ILO Delhi Office will support the implementation of interventions that have been identified as priority based on the consultations with the ILO constituents.

In this context, the ILO Delhi Office is looking for a qualified candidate to manage the implementation of the priority interventions as the National Project Coordinator (NPC).

Reporting lines
The National Project Coordinator (NPC) will work under the overall guidance and supervision of the Deputy Director of the ILO Country Office for India, and will work closely with the Country Office Programme Officer and relevant Technical Specialists in the sub-region.

B. Duties and responsibilities:

The National Project Coordinator will be responsible for the day-to-day implementation and ensuring the delivery of agreed outputs through quality assurance, including the following areas:

1. Review the proposed interventions and prepare a workplan to complete activities.
2. Manage the implementation of activities according to the agreed workplan.
3. Plan, organize and conduct seminars, workshops, training and meetings.
4. Review legal and policy framework of India and draft a report with focus on domestic workers.
5. Regularly monitor the implementation and assess progress.
6. Seek opportunities to build and enhance partnerships with a range of stakeholders to promote ratification and application of C190.
7. In close cooperation with technical specialists, draft technical materials including training materials.
8. Work closely with the Officeโ€™s communication officer to develop a communication strategy for implementation.
9. Prepare technical reports including progress and final reports.
10. Perform other relevant duties as required.

C. Required Qualifications and Competencies

Education
First level university degree in social science, laws, economics, or related field. Focus on development issues particularly on gender and labour issues is an advantage.

Experience โ€“
โ€ข Minimum of 3 years of professional work experience in managing gender-focused projects/programmes.
โ€ข Solid understanding of issues affecting womenโ€™s work and strategies to address them to advance gender equality and decent work in India.
โ€ข Solid experience in preparing for and implementing technical sessions/training on gender issues, particularly on violence and harassment including gender-based violence and harassment in the world of work.

Languages

Excellent command of English and at least another language spoken in India in both oral and written.

Description of Duties

Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.

Contribute proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of ILO programmes, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.

Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.

Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.

Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.

Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.

Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.

Required qualifications

Education: University degree in economics, public policies, development studies or a relevant field. An
advanced degree on studies of labour economics would be advantage.
Experience: At least three years of professional experience at the national level in the area of project
management, implementation, monitoring and evaluation. Proven experience in working effectively with
government bodies in charge of policy making and with development partners would be an asset.
Prior professional experience in ILO, particularly on at least one FPRW, professional experience within the
UN system or familiarity with the ILO programmes concerning fundamental principles and rights at work in
global supply chain would be an asset
Technical requirements: Demonstrated professional experience in project management, on issues such
as supply chains, corporate social responsibilities or decent work in agriculture will be an advantage.
Experience on public private partnerships, labour rights promotion in India and having experience in
coordination of programme work with government entities, employers' organizations, workers' organizations
and labour rights advocates are critical assets.

Education

First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly in (specific countries)

Experience

At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

Competencies

Good knowledge about social, economic development, including labor and employment, trends in the country Ability to maintain good working relationships with all project stakeholders. Ability to establish and maintain systems within project operations. Demonstrated ability to manage technical co-operation projects of international organizations. Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies. Ability to conduct action oriented research and write analytical technical report in English. Ability to conduct policy discussion and high-level political processes. Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles. Clear commitment to mainstream gender into project activities. Ability to lead and work in a team and good interpersonal relations. Ability to train and guide personnel. Ability to work under time pressure and meet deadlines. Ability to work in diversified environments. Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office Ability to work independently with a minimum of supervision.
