ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDOโ€™s mandate is fully recognized in SDG-9, which calls to โ€œBuild resilient infrastructure, promote inclusive and sustainable industrialization and foster innovationโ€. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizationโ€™s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOโ€™s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in the Climate and Technology Partnerships Division (IET/CTP) in the Directorate on SDG Innovation and Economic Transformation (IET). IET is responsible for developing, based on existing and to-be-developed capacities and service modules, innovative services aimed at strengthening the existing technical cooperation portfolio to meet the current global challenges and attract more funding and new donors, as well as engaging in more and new partnerships with Member States, development partners and the private sector.

CTP promotes and paves the road for the engagement with Member States, the private and finance sector, research, experts and innovation platforms, IGOs and other relevant entities and stakeholders, in the development of strategic partnerships on climate and technology. Through collaboration with a wide range of external partners and organizational entities within UNIDO, the Division supports Member States in their pathway to net zero and accelerate economic transformation. The focus of the Division is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO's Global Partnership for Hydrogen in Industry and its related green hydrogen programme, representing UNIDO in relevant high-level policy discussions and fora.

PROJECT CONTEXT

The Global Partnership for Hydrogen was established by UNIDO serving as a platform to convene a multitude of stakeholders with the aim to exchange knowledge and experience as well as technical capacities. The stakeholders include the UNIDO Member States, industries, private sector, investors, research and academic institutions. Within the partnership, less advanced economies could significantly benefit from the transfer of knowledge, technology, experiences, and best practice.

The โ€œGlobal Partnership for Hydrogen in Industry โ€“ Phase IIโ€ will address the needs identified in Phase I and operationalise partnership activities to accelerate the uptake of green hydrogen for industrial application in developing countries. The project in this proposal aims to serve as a global platform for awareness-raising of stakeholders participating in the green hydrogen ecosystem, exchange of experiences, capacity building, development of knowledge materials (e.g., training materials, international standards and technical guidelines), policy dialogue and joint development of country specific projects on green hydrogen in industry.

As part of the Technical cooperation pillar, UNIDO provides targeted technical assistance to countries to overcome the barriers for the hydrogen uptake. The UK funded project โ€œNet zero global pipeline development for investment-ready proposalsโ€ aims to deliver support at the company level and aims to develop an initial list of feasible industry decarbonization technology solutions for chemicals, steel, cement and concrete industries, and initiatives on hydrogen to develop bankable proposals for financing. As part of the project, a global pipeline of low-carbon hydrogen projects will be developed. The project will target developing countries and transition economies, particularly Brazil through the Hydrogen Hub. The project will increase awareness at global level on the potential role of low-carbon hydrogen in reducing carbon emissions to combat climate change and positioning hydrogen as a key component of sustainable energy transition.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the Project Manager and in close cooperation the consultant team from the CTP Division in UNIDO HQs, assist in appraising, adjusting and presenting project proposals, and monitoring programme execution, identifying problems and utilizing information as an input to corrective actions to promote effective project management.
