The Food and Agriculture Organization (FAO) is a specialized agency of the United Nation that leads international efforts to defeat hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives.
The FAO Representation in Madagascar, has been established since 1981 and now covers the FAO offices of Comoros, Mauritius and Seychelles. Led by a representative based in Madagascar office, the focus is to support governments in these countries to develop policies through programmes and projects based on more efficient, inclusive, resilient and sustainable agri-food systems for better production, better nutrition, better environment and a better life.
The FAO Representation in Madagascar, Comoros, Mauritius and Seychelles is expected to start the implementation of the project funded by the Government of Japan aiming to strength the management of abandoned, lost or otherwise discarded fishing gear (ALDFG) for cleaner oceans in the West Indian Ocean. Therefore, the organization is seeking for a coordinator of the project based in Seychelles with missions to Madagascar, Comoros and Mauritius.ย

The incumbent will be working under the overall supervision of FAO Representative in Madagascar, Comoros, Mauritius and Seychelles, and direct supervision of the Deputy FAO Representative in collaboration with the International Team Leader / Senior Technical Advisor. His/her duty station will be posted in the Seychelles.
Technical Focus
Project management, fisheries waste management, prevention and reduction of plastic pollution, plastic waste management.
The incumbent will be responsible for the direct implementation of the project in Madagascar, Comoros, Mauritius and Seychelles.ย
Tasks and Responsibilitiesย
โข ย ย Ensure overall coordination, planning, resource allocation, implementation, monitoring and reporting of the technical, operational and financial execution of the project.
โข ย ย Support real-time monitoring of the project's progress and alert the budget holder and the office for potential problems that could lead to delays in implementation
โข ย ย Ensure regular communication and coordination with institutions, beneficiary stakeholders, private sector and appropriate national and local project partners to ensure effective technical implementation of activities according to the project's annual work plans.ย
โข ย ย Ensure the development and monitoring of the project's monitoring-evaluation matrix and plan and oversee its implementation in coordination and collaboration with the monitoring-evaluation unit.ย
โข ย ย Coordinate data collection, collation and management of project-related fisheries and waste management data, including information on external aid to the sector in the four countries as outlined in the Project Document.
โข ย ย Coordinate national technical teams, ensuring and promoting a programmatic approach to achieve the expected project results.
โข ย ย Liaise with other projects, programmes and organizations in the region and beneficiary countries for a proper work planning of the project.ย
โข ย ย Contribute to the drafting of terms of reference for the selection of the institutional, technical and operational partners and private service providers required for the success of the project, in collaboration with the specialized division at FAO sub-regional and regional officers and at HQ.ย
โข ย ย Produce timely narrative progress reports on project activities, including performance analyses, constraints encountered, and mitigation measures taken, in accordance with the funding agreement concluded with the donor.ย
โข ย ย Review and approve the technical reports of international and national affiliate workforce and service providers recruited under the project.ย
โข ย ย Participate in the identification and preparation of program and project proposals to continue supporting efforts done by the project beyond the time-life of the project.
โข ย ย Collaborate with the communications team to contribute to the implementation of the communications and visibility plan by providing the technical elements to promote project activities, results and impacts (data, field information, testimonials, photos, etc.). This information will be used by the communication team to design and disseminate communication materials through the appropriate channels. The Coordinator guarantees the availability, accuracy and consistency of the technical content to be used.
โข ย ย Perform other related tasks as requested by the FAOR and/or his Deputy, taking into account the competencies within the framework of program management of FAO affiliate workforce.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
โข ย ย University degree in marine ecosystem management, (plastic/solid) waste management or in a field relevant to fisheries development
โข ย ย At least 5 years of professional experience in project management, fisheries development and/or fishing waste management
โข ย ย Working knowledge of English and French
