Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.ย 
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.ย 
Specifically, FAO Country Offices:ย 
(i) ย  ย advocate, inform and support policies and investments in the areas of FAOโ€™s mandate;
(ii) ย  ย provide technical assistance and deliver core services;ย 
(iii) ย  ย  assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;ย 
(iv) ย  ย position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; andย 
(v) ย  ย ensure risk-smart and accountable operations and management. ย 


Reporting Lines

The Project Coordinator will work under direct supervision of FAOR and in consultation with FAO National Programme and Partnership Development Consultant, as well as technical guidance by the Lead Technical Officer (LTO) in FAO Regional Office for Asia and the Pacific (FAO RAP) and the FAO GCF Unit in the Office of Biodiversity and Climate Change (OCB) in HQ.


Technical Focus

Support the technical coordination and implementation of climate change and climate finance initiatives, with emphasis on institutional capacity building, stakeholder engagement, and compliance with FAO and GCF standards.


Tasks and responsibilities

Technical coordination

โ€ข ย  ย Contribute to the overall project technical coordination including developing workplans, coordinating its implementation and Monitoring, Evaluation, Accountability and supporting Learning (MEAL), ensuring that the standard FAO and GCF requirements are fulfilled to the highest quality.
โ€ข ย  ย In cooperation with Technical specialists, develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
โ€ข ย  ย Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent and oversee the procurement processes to mobilize inputs for project activity implementation.
โ€ข ย  ย Develop and ensure the implementation of the MEAL project plan.
โ€ข ย  ย Organize regular Project Management Unit (PMU), Project Steering Committee (PSC) and other project meetings. Facilitate the preparation of progress and other reports, in line with FAO and GCF requirements.ย 

Institution and capacity buildingย 

โ€ข ย  ย Assist the NDA in developing TOR, workplan and supports operations of the National Climate Change Working Group (NCCWG), the National Climate Finance Committee (NCFC), the National Climate Change Polity Advisory Group (NCCPAG), the Direct Access Entity (DAE) Sub-committee, the Technical Need Assessment/Technology Action Plan (TNA/TAP) Committee and other institutional mechanisms.
โ€ข ย  ย Support relevant analysis of the legal, policy and institutional frameworks on climate change for the project.
โ€ข ย  ย Contribute to the NDA/DOEโ€™s activities on strengthening of climate change planning, governance, and institutional coordination ย 
โ€ข ย  ย Ensure fluid communication between all stakeholders of the project, including with the NDA, the Project Steering Committee (PSC), the Project Management Unit (PMU), and the FAO Project Task Force (PTF).
โ€ข ย  ย Assist in organizing the national project inception workshop in collaboration with FAO country office team and government stakeholders.
โ€ข ย  ย Facilitate networking with international and national centers of expertise on climate change, climate finance, private sector engagement relevant for the NDA and the project.
โ€ข ย  ย Facilitate engagement of strategic private and public sectors stakeholders in the project and GCF processes in general including advocating for the project at strategic private sector events at national level (fairs, fora, roundtables, conferences or panels on relevant themes of the project, such as green finance).ย 
โ€ข ย  ย Support the NDA in facilitating public-private collaboration, including identifying capacity building needs and develop training plans, lead workshops, and capacity building activities.ย

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements ย  ย 

โ€ข ย  ย Advanced university degree in Environment, Business, Management, MBA, DBA, or a related field
โ€ข ย  ย Minimum 7 yearsโ€™ experience in programme/project management, preferably in the areas of climate change
and NRM
โ€ข ย  ย Working knowledge of English and Persian
โ€ข ย  ย National of the Islamic Republic of Iranย
