Background

UNDP Georgia, together with the Office of the High Commissioner for Human Rights (OHCHR), is implementing a 40-month project, โ€œHuman Rights for Allโ€ (HR4All) โ€“ Phase 3, a joint initiative of the European Union (EU) and the United Nations (UN). Its overall objective is to strengthen the protection of human rights for everyone in Georgia, including people in vulnerable situations, in line with Georgiaโ€™s international commitments under UN human rights treaties, the EU-Georgia Association Agreement, the Sustainable Development Goals (SDGs), the United Nations Sustainable Development Cooperation Framework (UNSDCF), and national priorities.

In parallel, UNDP, OHCHR, and the United Nations Population Fund (UNFPA) are implementing โ€œ4th Funding Round of UNPRPD โ€“ Leave No One Behind: From Policy and Principles to Practice in Disability-Inclusive Development in Georgiaโ€ โ€“ Phase 2. This initiative aims to advance the rights of persons with disabilities (PwDs) in accordance with the Convention on the Rights of Persons with Disabilities and Georgiaโ€™s national priorities.

Duties and Responsibilities

Under direct supervision of the Project Manager, the Analyst will carry out the following duties and responsibilities:

Ensure effective project planning and implementation and provision of technical support on Human Rights:ย 

Contribute to planning and effective implementation of theย programmeย activities, monitor their quality and impact, provide regular updates to the Project Manager, draft narrative reports, and ensure the maintenance of all related documentation (reports, correspondence, etc.); Provide technical expertise in the development of programme documents and activities on human rights, with a particular focus on the economic and social rights of minorities and vulnerable groups, including persons with disabilities (PwDs);ย  Prepare expert analyses of draft laws, existing legislation and policy documents, highlighting implications for vulnerable and marginalised groups.

Establish partnerships and open channels of communication:

Liaise and collaborate with civil society organisations and other stakeholders working on human rights issues, including those focused on the rights of PwDs; Analyse recommendations issued to Georgia by UN human rights treaty bodies relevant to project outputs and propose measures for their effective implementation;ย  Contribute to raising public awareness of human rights and disability issues in Georgia and support the preparation of relevant awareness-raising materials; Participate in roundtable discussions and other meetings with government agencies,ย civil society organizations, mass media and otherย national and international stakeholders to foster dialogue and cooperation.

Provision of technical support as a disability focal point:ย 

Serve as a disability focal point and subject-matter expert on human rights and disability issues, providing guidance to government counterparts and UNDP management as needed, as well as act as a trainer if/when required;ย  Oversee and monitor grants related to human rights and disability initiatives by tracking implementation progress and assessing performance against agreed indicators;ย  Provide timely analysis of granteesโ€™ narrative and financial reports, ensure compliance with programme objectives and donor requirements, and recommend actions to address any gaps or risks identified.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s):ย 

Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia; Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.ย 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย

The incumbent's direct supervisor is the Project Manager of \"Human Rights for All โ€“ Phase 3\".

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) inย Law, Publicย International Law, International Human Rights Law, social studies or relevant field is required, or; A first-level university degree (bachelorโ€™s degree) in the areas stated above, in combination with additional 2 years of qualifying experience will be given due consideration in lieu of masterโ€™s degree.

Experience:

Applicants with Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in on human rights issues, including on the rights of minorities and vulnerable groups.ย 

Desired Skills:

Proven track record of strong knowledge of international human rights standards, including UN human rights instruments.ย  Proven track record of knowledge of current situation and development trends in the field of human rights, including the rights of minorities and vulnerable groups, with a particular focus on the rights of PwDs. Proven track record of excellent analytical and drafting skills.ย  Demonstrated experience in building strong relationships with stakeholders, focuses on impact and result and responds positively to feedback. Experience of working with international organisation. Experience in working on human rights at an international organisation. Experience in working in the project funded by the international organization or in NGO/CSO.ย  Experience in writing the reports on the rights of minorities and vulnerable groups, with a particular focus on the rights of PwDs.ย  Experience in writing the reports on the rights of minorities and vulnerable groups. Experience in organizing workshops, seminars and conferences.ย 

Required Languages:

Fluency in Georgian and English languages is required.
