Background

UNDP Bangladeshโ€™s Democratic Governance programming aims to accelerate effective governance so that all citizens can openly and peacefully contribute to Bangladeshโ€™s development story. It focuses on making the country inclusive, capable, rule-based accountable, and transparent by 1) strengthening effective and accountable governance that responds to the need of people in addressing equitable and improved access to justice and rule of law, 2) strengthening civil society and promoting participatory governance to ensure that the voice of all citizens are heard, and 3) enhancing civic, political and economic empowerment of women and youth.
The Government of Bangladesh, through its 8th Five Year Plan (2021โ€“2025), prioritizes enhancing access to justice under Key Area 2a: Justice and the Rule of Law. The Plan commits to strengthening NLASOโ€™s capacity to reach poor and marginalized groups, fostering partnerships with NGOs and CSOs for broader legal aid coverage, and conducting diagnostic assessments to inform innovative, needs-based legal aid delivery. These efforts aim to reduce case backlogs and ensure inclusive, equitable justice.
UNDP Bangladesh will be implementing Digital Legal Aid in Bangladesh project in partnership with Ministry of Law to promote rule of law and human rights in Bangladesh. The project has two specific objectives:

Improve efficiency of gender sensitive legal aid services for the most marginalised and disadvantaged communities in the eight target districts.ย  Increase access to gender-sensitive legal aid, mediation, and justice services, including online dispute resolution (ODR) for prospective litigants and legal aid seekers, especially women, minorities, and disadvantaged people with a positive impact on advancing gender equality.ย 

Digital Legal Aid in Bangladesh project is looking to recruit a Project Analyst (Monitoring and Evaluation) who will oversee planning, monitoring, evaluation, and reporting for the Digital Legal Aid project in line with UNDPโ€™s Results-Based Management principles. The role includes supporting the M&E framework, ensuring timely data collection and analysis, and contributing to evidence-based decision-making, knowledge management, and donor reporting.ย

Duties and Responsibilities

Under the direct supervision of the Project Manager, the incumbent will perform above-mentioned activities, and the Project Manager will be resposnsible for the service evaluation of the Project Analyst (Monitoring and Evaluation).ย 

The Project Analyst (Monitoring and Evaluation) will be responsible for ensuring effective planning, monitoring, evaluation, and reporting of the Digital Legal Aid in Bangladesh project in alignment with UNDPโ€™s Results-Based Management (RBM) principles. The Analyst will support the design and implementation of the projectโ€™s M&E framework, ensure timely and accurate data collection and analysis, and contribute to evidence-based decision-making and adaptive programming. The position will also contribute to knowledge management, donor reporting, and coordination of M&E-related inputs from implementing partners and stakeholders.
Under the direct supervision of the Project Manager, the Project Analyst (Monitoring and Evaluation) will carry out the following key responsibilities:

Implementation of M&E Frameworkย 

Lead the implementation of an M&E framework for the Digital Legal Aid project, including methodologies, tools, and indicators; Develop a detailed M&E plan outlining data collection, analysis, and reporting processes; Establish and maintain a data collection system to track project activities and progress; Collect and compile data from various sources, ensuring accuracy and reliability; Maintain a comprehensive and organized database of project-related information.

Monitoring and Evaluation Systemย 

Conduct regular field visits to monitor project implementation and verify data; Track project activities against the work plan and identify any deviations or delays; Ensure that project activities are implemented in accordance with the project plan and objectives; Design and conduct evaluations to assess the outcomes and impact of the project; Analyze data to measure the effectiveness and efficiency of project interventions; Assist in the design, implementation, and analysis of evaluations, including baseline, mid-term, and end-line evaluations.

Reporting, Documentation and Capacity Buildingย 

Prepare and submit regular M&E reports to project management and stakeholders; Document best practices, lessons learned, and success stories from the project; Ensure that all reports and documentation are of high quality and meet UNDP standards; Provide training and support to project staff and partners on M&E methodologies and tools.

Knowledge Management and Other Tasks ย 

Support the project manager in identifying and synthesizing good practices and lessons learned in the field of M&E, Digital Legal Aid, etc., and share with colleagues; Document and disseminate best practices in M&E, lessons learned, and case studies related to project implementation to inform future Digital Legal Aid initiatives; Maintain a repository of project knowledge and resources accessible to staff and partners; Contribute to knowledge networks and communities of practice by identifying best practices and lessons learned; Foster a culture of continuous learning and improvement within the project team; Strengthen the capacities of colleagues through peer learning upon request; Participate in ad hoc working groups on cross-cutting themes and contribute to various meetings and missions related to UNDP objectives.

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; Or A first-level university degree (bachelorโ€™s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders.

Required skills:

Demonstrated experience in designing M&E frameworks, data collection tools, and managing reporting processes.

Desired skills:ย 

Minimum 4 years of progressively responsible experience in monitoring and evaluation of development projects, preferably in governance, access to justice, or digital transformation sectors. Experience with RBM, logical frameworks, and INGO reporting standards is an advantage. Prior experience in conducting evaluations or assessments with participatory methodologies is desirable. Familiarity with national justice institutions, government partners, and data systems in Bangladesh is an asset.

Fluency in written and spoken English and Bangla is required
