Background

While graduation from Least Developed Country (LDC) status is a testament to Bangladeshโ€™s developmental progress, it will bring various challenges, requiring adroit policy responses to manage the transition and prepare, especially for the loss of LDC-specific trade preferences. If Bangladesh can successfully navigate and mitigate any adverse implications for its export trade following its graduation from the LDC status, the transition should not precipitate major economic consequences but will rather represent a natural progression in economic development. However, to navigate the transition effectively, Bangladesh must adopt a dual approach: securing extended LDC-type trade preferences as a transitional buffer and bolstering export competitiveness.

The Ministry of Commerce (MoC) will play a crucial role in the post-LDC scenario, despite facing limited resourcesโ€”encompassing human, financial, and technical capacitiesโ€”and programmatic support. The IP Transformative Economic Policy Programme (TEPP) โ€“ II project, funded by the UK government, aims to bridge these gaps, aligning closely with national priorities for a smooth LDC graduation, particularly on Bangladeshโ€™s trade policy and trade negotiation skills, inter-ministerial coordination on compliance issues, private sectorโ€™s competitiveness, and evidence-based policy initiatives.

Foreign Direct Investment (FDI) will also play a crucial role in supporting ongoing growth and economic development and reaping potential benefits from the LDC graduation. In an evolving context, Bangladesh will need to improve investment facilitation, retention, and aftercare services to attract more FDI. This project, through the Research and Analytics Unit (RAU), anchored in the Bangladesh Investment Development Authority (BIDA) of the Prime Ministerโ€™s Office will also support evidence-based policy reforms for improved investment climate in Bangladesh. ย 

Duties and Responsibilities

Under the supervision of the Project Manager, the incumbent will perform the above-mentioned activities, and the Project Manager will be responsible for the service evaluation of the Project Analyst- Admin &Finance. The Project Analyst (Admin and Finance) will supervise Project Admin and Driver.

The Project Analyst- Admin & Finance will work under the supervision of the Project Manager. S/he will perform the below duties:

Ensure Financial Management

Maintain accurate financial records, including budgeting, expenditure tracking, and cash flow management. Monitor the project's financial performance, identify variances, and ensure alignment with approved budgets. Support the preparation of annual and quarterly financial reports, ensuring all required documentation and evidence are available for auditing purposes. Ensure that all financial transactions are properly recorded and comply with UNDP and Government of Bangladesh (GoB) financial regulations and procedures. Ensure timely and accurate processing of all financial transactions, including requisitions, purchase orders, and payment requests. Prepare financial statements and reports for management and donor review, ensuring full compliance with UNDP guidelines and donor-specific requirements. Conduct financial analysis and provide actionable recommendations to enhance resource utilization and ensure the cost-effectiveness of project activities. Assist in the preparation and coordination of internal and external audits related to financial management. Implement and maintain effective internal control systems to mitigate risks of fraud, waste, and mismanagement. Ensure that all financial records and supporting documents are properly organized, securely stored, and readily accessible for audit and review purposes.

Provide Administration and Procurement services

Assist in maintaining accurate asset records, conduct regular physical verification and reconciliation of assets. Ensure proper asset disposal in compliance with UNDP and GoB guidelines. ย Assist in the development of procurement plans aligned with project requirements and in compliance with UNDP procurement policies and procedures. Prepare and process procurement documentation, including electronic requisitions (e-requisitions) for contracts related to goods and services. Ensure timely payments in accordance with contract terms. Maintain accurate and accessible procurement records for audits and reviews.ย  Assist in preparing procurement reports for project management and donor requirements.

Facilitate Capacity Building

Conduct capacity building activities on financial and administrative management for project staff, implementing partners to ensure proper use of project resources Actively contribute to the strengthening of financial management systems and processes for improved project implementation

Ensure facilitation of knowledge building and knowledge sharing and provide guidance to all stakeholders on financial matters.

Provide guidance on routine implementation of projects and tracking use of financial resources.ย  Organize and conduct training for the Project Staff on financial management and RBM.ย  Assist in providing regular training and technical guidance/advice on audit and compliance matters, including implementation of Internal Control Framework (ICF).ย  ย Synthesize lessons learned and best practices in project finance. \\ Provide sound contributions to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Masterยดs) University Degree in Finance and/or Accounting is required. ย Or a first-level university degree (bachelorโ€™s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย  Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.ย  Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.ย  ย Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).ย  Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in finance and procurement management services.ย  Professional experience in managing project budgets, tracking expenditure and financial reporting through analyzing financial data (including pivot tables, formulas, and data analysis tools) and operational efficiency. Experience with procurement processes, tendering, and contract management in development projects. Experience working in the International Development Organizations, International NGOs in Finance and Procurement.ย  Experience with accounting software and experience in handling web-based management systems and knowledge of Enterprise Resource Planning (ERP) systems.\\ ย Experience on financial analysis and provide actionable recommendations to ensure the cost-effectiveness of project activities. Experience working in Finance, Admin and Procurement area. Experience on process procurement documentation, including electronic requisitions (e-requisitions) for contracts related to goods and services.
