Indonesia is determined to become a high-income economy by 2045, eradicate extreme poverty, and meet the Sustainable Development Goals (SDGs) by 2030. In line with the Global Accelerator Roadmap, the joint programme/JP focuses on accelerating two key transformations: social and economic. For social transformation, JP aims to strengthen social protection systems by enhancing interoperability, revising policies with stakeholders, and building institutional capacity. It seeks to expand coverage to vulnerable groups, improve financial efficiency, and maximize social returns on investment. Achieving these goals will require policy changes and collaboration with employers, workers, and other stakeholders to ensure broader participation and commitment. On the economic side, the JP will improve educational responsiveness to the private sectorโs needs through sector-specific skills councils and the enhancement of apprenticeship programs. It will review and refine vocational training financing, leveraging innovative models such as skills development funds. The programme will also assess the skills needs in climate-affected areas and create targeted programs for vulnerable populations.
Additionally, the JP will focus on building capacity for just transitions by empowering policymakers and micro, small, and medium enterprises (MSMEs), and piloting innovative financing schemes like social impact investments. This initiative is designed to directly contribute to the achievement of SDGs 1 (No Poverty), 4 (Quality Education), and 8 (Decent Work and Economic Growth). It is expected to benefit 1,400 people directly and impact 58 million Indonesians indirectly, including those currently enrolled in programs like PKH (Family Hope) and Sembako (Food Voucher). The JP will also harness $5 billion in government funding to implement the Global Accelerator Roadmap on social protection and jobs, ensuring a comprehensive and coordinated approach to poverty alleviation and sustainable economic growth.
The Global Accelerator on Jobs and Social Protection for Just Transitions was launched on 28 September 2021 by the UN Secretary-General and promotes a job-rich recovery from the COVID- 19 pandemic, as well as just ecological, technological, and societal transitions to more sustainable and inclusive economies and societies (United Nations 2021). On 7 June 2023, the Government of Indonesia expressed an interest in Joining the Global Accelerator initiative in the letter of the Minister of National Development Planning to the United Nations Resident Coordinator in Indonesia (B-450 /D.4/HM.06.01/06/2023). The Government of Indonesia and the United Nations through its Participating United Nations Organization (ILO, UNDP, and UNICEF) agreed on further collaboration through the initiative to develop and implement inclusive employment and social protection policies and programmes that would contribute to achieving Indonesia's mid- and long-term development goals.
In implementing the above commitment, UNDP has developed a series of project interventions in the areas of economic empowerment and social protection focusing on key workstreams such interoperability, just transition and innovative financing. For this purpose, UNDP will recruit a Project Analyst for Risk and Resilience Cluster who will be responsible to coordinate the implementation of various projects under the portfolio in line with UNDP rules and regulations.
Furthermore, this project functions within the governance framework of Presidential Decree No. 1 of 2026, directly supporting the Ministry of National Development Planning (Bappenas) in its mandate as the Coordinator for the Post-Disaster Rehabilitation and Reconstruction Master Plan (Rencana Induk). A critical objective of this initiative is to operationalize Social Economic Empowerment by transitioning vulnerable populations from emergency relief to sustainable livelihoods. This involves the strategic integration of Adaptive Social Protection (ASP) mechanisms and Graduation Strategies (Strategi Graduasi) into national planning, leveraging the Socio-Economic Registry (Regsosek) to ensure that the targeted $5 billion in government recovery funding effectively eradicates extreme poverty and prevents future regression.
The Project Analyst will be responsible for day-to-day management on project implementation in coordination with the Responsible Party(ies) and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost.
The Project Analyst will work under the overall guidance of the Risk and Resilience Programme Cluster Lead and Team Leader of RRG Unit. The incumbent will also engage with relevant UNDP CO programme units with a view to ensure high quality project development and the effective implementation.ย

Scope of Work
The Project Analyst shall serve as the primary operational liaison for the Joint Programme, responsible for translating the relevant social and economic empowerment policy vision of Bappenas and the Global Accelerator into actionable recovery frameworks. Under the strategic guidance of the Cluster Lead, the incumbent will provide technical assistance to the Government of Indonesia's Task Force on Rehabilitation and Reconstruction, ensuring that UNDP interventions - specifically those regarding economic empowerment and social protection - are harmonized with the National Recovery Master Plan (Rencana Induk). The Coordinator is expected to bridge the gap between technical project implementation and high-level policy advocacy, facilitating the adoption of 'Build Back Better' principles within Bappenas and line ministries.

Duties and Responsibilities
The Project Analyst will undertake the following duties and responsibilities, in collaboration and under the guidance of Risk and Resilience Programme Cluster Lead:ย
1.ย ย ย ย Manage and supervise the project team to ensure effective implementation and achievement of results:ย
Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan; Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members; Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops; Timely preparation of the work plan for all project activities. The content of project activities will include but are not limited to the following: problem analysis; assessment of vulnerabilities, capabilities, and available resources; preparation of project intervention; supporting project in monitoring and evaluation activities implementing; Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets; Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management; Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation; Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools;2.ย ย ย ย Building partnerships with Project stakeholders and partners, focusing on the following results:
Serve as the strategic liaison officer with key stakeholders ย of the Joint Programme to ensure programme related activities are implemented in coherent and coordinated manner;ย Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project; Ensure expanding partnerships and cooperation between key stakeholders ย for the implementation of projects and to ensure local needs, priorities and initiatives are integrated into the planning of the authorities; Builds project reputation for quality design, reliable delivery as well as integrity and accountability; ย Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; In coordination with UNDPโs Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.
