Background
Bosnia and Herzegovina is known to its rich biological diversity, endemic species and habitats as well as a series of relict ecosystems; species diversity has the highest level of endemism in Europe.ย Still, in spite of the countryโs rich biodiversity, international obligations, and growing man-induced pressures, nature conservation efforts remain insufficient. Socioeconomic challenges, such as unemployment and poverty, have resulted in government communities focusing on immediate economic priorities rather than environmental issues, including biodiversity. Thus, biodiversity conservation is not seen as a national priority.ย
The objective of the โSustainability of protected areasโ (SPA) project is to achieve practical improvement in management of protected area estate of BiH, providing for better biodiversity status through strengthened resilience of key biodiversity values to climate change impact and increased revenues to protected areas from sustainable recreation. The project is called to reduce the gap between the current capacities of protected areas (PAs) with their increasing vulnerability to emerging threats, on the one hand, and the growing needs to preserve and sustainably maintain the biological and ecosystem diversity, on the other. The project aims to reduce newly emerging threats to the key biodiversity values and provide for sustainable management options and increased funding for PAs. The project makes an incremental effort in assisting the protected area management with tools and instruments aimed at diversifying and improving the sustainable, nature-based tourism offering in targeted PAs and neighbouring communities, thus providing for sustainable incremental income and a development option that valorise the unique nature values without further threatening them. The project also links the PAs to the funding opportunities provided by the governmental grant programmes for tourism development.ย
The Project has been financed by the Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.
Duties and Responsibilities
Under the direct supervision of the Project Manager, the Project Analyst will be responsible for the following functions:ย
Contribute to the coordination of project activities
Promote overall integration of the project into the country's activities, policies, and plans; Prepare annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans; Provide guidance and reviews of technical specifications of project outputs and activities; Supervise personnel and subcontractors engaged in delivering aspects of the project's work plans; Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support; Encourage shared learning with national partners; Provide secretariat service to the Project Board (PB), ensuring that all PB representatives receive relevant information ahead of meetings; taking notes during as well as circulating notes after the PB meetings; Ensure close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations; Facilitate coordination and other support from consultants engaged for the Project, and for any relevant missions directly related to the Project; Ensure that the SPA project produces the outcomes at the required standards and within the specified cost and time limits.Provide technical advice and support to the implementation of the Project activities
In consultation with the partners prepare terms of references (TORs) for consultants and provide inputs on the quality of their reports; Review technical reports under Components 1 and 2, substantively contribute to development of technical knowledge products and other deliverables obtained from consultants and contractors, ensure technical assessment and control of quality; Co-develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications.Monitoring, evaluation and reporting of the overall Project deliverables
Carry out regular follow-up and monitoring of implementation activities; Carry out regular monitoring and reporting on risk and mitigation measures; Ensure timely preparation and submission of required reports, including technical and financial reports to relevant parties as well as bi-annual progress and expenditure reports, as per the requirements of the donors; Provide regular updates on the Projectโs progress to key stakeholders according to the communication plan.Knowledge management and gender equality
Coordinate wide dissemination and visibility of project achievements; Coordinate dissemination of information and knowledge management within the team for effective project implementation; Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries; Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail; Ensure knowledge on gender equality is incorporated in Project knowledge management activities and products.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The incumbent will work under direct supervision of the Project Manager and in close cooperation with other Project Analysts within the Project.

Required Skills and Experience
Education:
Masterโs degree in Biotechnical Sciences, Economics, International Relations related studies or other related disciplines is required OR; Bachelorโs degree in the areas mentioned above in combination with additional two years of experience will be given due consideration in lieu of advanced university degree.Experience:
Applicants with a Masterโs degree ย in a relevant field of study are not required to have professional work experience.ย Applicants with a Bachelorโs degree are required to have a minimum of two (2) years of relevant professional experience in project implementation at the national or international level.Required Skills:
Knowledge of political and socio-economic context related to the national protected area system, biodiversity conservation, climate change and law enforcement at national and subnational levels; Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, advance knowledge of automated procurement systems, experience in handling of web-based management systems.Desired Skills:
Demonstrated experience in support to managing complex projects or in managing projects component; Experience in cooperating with local stakeholders including government officials, health care institutions, NGOs, and private sector; Good understanding of/experience in post-war and post-socialist transition context, poverty, and local development support strategies; Knowledge of BiH regulations and requirements on procurement, tendering and contracting;ย Experience in and excellent understanding of financial mechanisms/ investment frameworks in BiH; Experience in financial distribution of funds and ensuring alignment with budgetary constraints and project objectives Experience in providing technical advice and support in the process of introducing new tools and solutions in nature protection and management of natural resourcesย Experience in preparing donor reports, including technical and financial reports, in line with funding requirements.
