Background
The United Nations Development Programme (UNDP) is the UNโs global development network, working in more than 170 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic, and social reforms and promote development. In the programmatic period 2021-2025, UNDP BiH supports the following programme priorities: (a) access to justice and increased human security; (b) reduction of regional, economic, and social disparities; (c) sustainable management of environmental and energy resources, and green jobs creation; and (d) access to services and employment opportunities for the most vulnerable. In all areas, there will be an emphasis on conflict-sensitive, integrated, and innovative programme design complementing country priorities and tailored to the post-floods recovery needs.ย ย
The Energy and Environment Sector (EE) of the UNDP in Bosnia and Herzegovina implements projects in the field of Climate Change Mitigation, Climate Change Adaptation, Disaster Risk Reduction and Environmental Development geared towards decreasing economic, social and territorial disparities and sustainable management of environmental and energy resources, and green jobs creation through coordinated approach by national and subnational actors. All interventions are realised in close collaboration with relevant government stakeholders, other UN agencies, multi-lateral and bi-lateral donors, private sector and civil society. ย
Bosnia and Herzegovina stands at a critical juncture, facing environmental challenges that demand a comprehensive and transformative approach. To address these challenges and pave the way for a sustainable future, UNDP Bosnia and Herzegovina, together with its institutional and UN partners, has launched the Catalyzing the Green Transition Portfolio in Bosnia and Herzegovina. The Portfolio logic seeks to offer a plausible pathway for a green and just transition in Bosnia and Herzegovina, at scale and at pace.ย ย ย
The Portfolio aims to contribute to a just green transition in Bosnia and Herzegovina by empowering policymakers, businesses, communities, entrepreneurs, and scientists to devise and implement policies and solutions driving significant decarbonization and CO2 reduction. Key focus areas include transitioning from fossil fuels to clean energy (aiming for the most vulnerable to escape energy poverty), eliminating waste and pollution, combating environmental harms, introducing circular and climate-neutral business models, and protecting natural resources. The portfolio supports effective, fair, and sustainable development through policy dialogue, regulatory improvements, capacity building, and incentives in energy sustainability, waste management, sustainable business models, green chemistry, and environmental protection, driving system-level changes for Bosnia and Herzegovinaโs green transition. Portfolio is organized in four distinct Pillars: Decarbonization, Depollution, Biodiversity and Circular Economy. ย
Under the Depollution Pillar, the Green Transition Portfolio contribution consists of implementing interconnected interventions focused on the following distinct intervention areas:ย ย
a) enhancing legal frameworks and building capacities to improve the management of hazardous waste and chemicals, especially Persistent Organic Pollutants (POPs),ย
b) supporting remediation of contaminated industrial sites and building for effective environmental management,ย
c) promoting green chemistry in key industries through stakeholder engagement, environmental audits, and financial support mechanisms, andย
d) strengthening environmental rule of law in Bosnia and Herzegovina.ย
The Project Analyst will be responsible for providing technical support to the Depollution Project Manager in order to ensure smooth implementation of the Project. These tasks refer both to the provision of support relevant for operational management of the Project as well as assuring the high-quality outputs of activities implemented within the Project.ย ย
The Project Analyst will be expected to closely coordinate his/her activities with the EE Sector Leader, EE Sector Programme Associate and POPs Project Manager.ย
The incumbent will be based in UNDP BiH office in Sarajevo.ย

Duties and Responsibilities
Under the direct supervision of the Project Manager, the Project Analyst will be responsible for the following functions:ย ย
Provide inputs to implementation of Projectโs activities:ย
In consultation with Project Manager, drafts a detailed project workplan, supervises and ensures the timely implementation of the relevant project activities within the area of responsibility;ย ย In consultation with Project Manager, develops the terms of references and other procurement documentation required to identify and facilitate engagement of experts and consultants;ย In consultation with the Project Manager and the Project Board drafts terms of reference for the subcontracts;ย In consultation with Project Manager and the Project Board identifies and engage/subcontract the local experts and institutions;ย In cooperation with Project Manager, supervise local consultants who are engaged to provide technical assistance;ย Oversees implementation of structural and non-structural interventions;ย Oversees implementation of Social and Environmental Screening Procedure (SESP) and Environment and Social Management Plan (ESMP);ย Identifies training needs, organizes and oversees trainings;ย In cooperation with Project Manager, facilitates the workshops and trainings needed during the Project;ย Liaises with the relevant ministries, local and international research institutes, NGOs, and other relevant institutions in order to involve their staff in project activities, and to gather and disseminate information relevant to the Project;ย Identifies the follow up activities and mobilizes other resources at the extent possible;ย Identifies and ensures synergy with other relevant ongoing / new projects;ย Collaborates with all relevant stakeholders and the Project Board and other partners to ensure their involvement in the projectโs activities.ยProvide inputs to the Project Manager on project activities related to the safeguarding, quality control, from formulation to implementation:ย
Takes part in development of technical and non-technical guidance documents for all studies and assessment undertaken as part of the project;ย ย Undertakes activities to improve hydrometric monitoring network;ย Coordinates activities on flood risk management (flood hazard/risk maps, flood forecasting early warning system);ย Assists in defining safeguarding measures, ensuring compliance with environmental and social standards;ย Identifies potential operational, financial, and environmental risks and recommend mitigation strategies;ย Ensures compliance with quality control standards, national regulations, and donor guidelines;ย Conduct regular risk analysis to anticipate and address project implementation challenges.ย ยMonitoring, evaluation and reporting of the overall Project deliverables:ย
In consultation with the Project Manager, prepares periodic progress reports, ensuring close tracking of project indicators and timely submission of technical and financial reports to relevant stakeholders and donors;ย Summarizes and synthesizes project results, providing regular updates to key stakeholders in line with the communication plan;ย Conducts financial and substantive monitoring of project activities, identifying operational and financial risks and developing mitigation solutions;ย Monitors project implementation, ensuring risk assessment and timely adjustments as needed;ย Supports the organization and implementation of external evaluations and contributes to the assessment of the project's impact;ย Ensures regular follow-up and monitoring of project activities, including reporting on risks and mitigation measures.ยKnowledge management and gender equality:ย
Coordinate wide dissemination and visibility of project achievements;ย Coordinate dissemination of information and knowledge management within the team for effective project implementation;ย Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries;ย Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail;ย Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.ยThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย

Required Skills and Experience
Education:
Masterโs degree in Environmental, Technical, Science, Development, Management, Economic, International Relations related studies or other related disciplines is required OR;ย Bachelorโs degree in the areas mentioned above in combination with additional two years of experience will be given due consideration in lieu of advanced university degree.ยExperience:
