Background

UNDPโ€™s Strategic Plan lays out a bold ambition to ensure that low-carbon, affordable and reliable energy is available to an additional 500 million people by the year 2025, especially for those hardest to reach and in crisis contexts. Energy-Signature Solution 5 - Energy: Cleaner, affordable, renewable energy for everyone. Energy is a priority in UNDPโ€™s current strategic plan as sustainable energy is vital to poverty eradication, social progress, gender equality, low-carbon and climate-resilient development. In alignment with Uzbekistan's declaration of 2025 as the \"Year of Environmental Protection and Green Economy\", UNDP's forthcoming Country Programme Document (2026-2030) places energy at the forefront of its strategic initiatives.

This will be achieved in line with the signature solution global priorities aimed at supporting the countriesโ€™ transitions to sustainable energy systems by working to de-risk the investment environment and to attract and leverage private and public-sector resources with a particular focus on transitioning to renewable energy generation, affordable heating supplyย and energy efficiency measures and policies and strengthening risk-informed zero-carbon development.ย  ย UNDP will support to the specific targets of Uzbekistanโ€™s Strategy on Transition to Green Economy by 2030- reducing emissions by increasing energy efficiency and enhancing use of renewable energy through blended financing opportunities with the IFIs and enhancing access to clean and affordable energy.

In this context UNDP is implementing the project โ€œPromoting innovative decarbonization solutions through support the implementation of the Joint Crediting Mechanism and demonstration of decarbonization potential of public buildings and public transport in Uzbekistanโ€ funded Japan Supplementary Budget.

The overall project objective is to support the country in strengthening its climate mitigation efforts as per UNFCCC COP 28 and COP29 outcomes on just transition away from fossil fuels to reach net zero carbon development by reforming fossil fuel subsidies and using carbon trade mechanisms. The cooperative approach and market-based mechanisms set by Article 6 of Paris Agreement will be promoted as policy options for achieving the mitigation target set in the Uzbekistanโ€™s NDC2 and more ambitious target in future NDC3.0. This will ensure sustainable access to energy for local residents of Uzbekistan by utilizing climate/ozone-friendly (energy-efficient) heating and cooling solutions in public buildings and public transport to mitigate impact of energy crises induced by climate change (heat and cold waves) occurred in Uzbekistan.ย 

The project is expected to produce the following main outputs:

Strategic climate action policy of transition to decarbonized development path formulated with considerations of just transition principles, reforming fossil fuel subsidy in favour of renewable energy and energy efficiency, operationalization of MRV system, benefits from distributed electricity generation using energy-efficient solutions workable at the local level Distributed electricity generation using greater energy efficiency solutions demonstrated at the demand side in buildings (public and residential) and public transport sector Capacity building for a just and inclusive transition to a decarbonized economy with a focus on beneficiaries in buildings (public and residential) and the public transport sector implemented

The proposed project action will be implemented in strong partnership with the responsible government ministries/agencies: energy, economy and finance, environmental protection and climate change, public and pre-school education, health, transport and NGOs. The project will actively involve citizens, civil society, women, youth and marginalized groups in planning, decision-making, and implementation to ensure their voices are heard and valued.ย 

Duties and Responsibilities

Under direct supervision of the UNDP Cluster Leader on Environment and Climate Actions and guidance of the Programme Analyst on Climate Change, the Project Analyst will be responsible for the operational management and implementation of the project according to the project document (concept note of the engagement facility), UNDP corporate rules and procedures, donor requirements, and will perform the following tasks and responsibilities:

Coordinate effective project planning and implementation:

Lead the project team, includingย national and/or international staff, and short-term consultants, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards; Undertake day-to-day management of the project, includingย effective project implementation and document progress towards the achievement of project outputs; Manage the project budget and facilitate budget approvals and revisions as per UNDP policies and procedures; Ensure appropriate recording and accounting documentation as required by UNDP and prepare required financial reports; Facilitate transparent financial managementย of the project to comply with regular audits and evaluations; Ensure that the Project produces the results specified in the project document to the required standard of quality and within the specified constraints of time and cost, review and appraise detailed work plans, including the Quantum reports covering activity definition;ย  Ensure that the projectโ€™s targets and results are entered and updated in results management systems including Quantum project management module, and relevant documents are uploaded to transparency dashboards; Follow up on purchase orders and payment requests in UNDP Quantum and other relevant systems, and ensure monthly delivery of the projectโ€™s programmatic outputs; Prepare annual work plans, produce timely reports โ€“ financial and programmatic progress reports โ€“ as required by UNDP and donor reporting systems.

Monitor and report on progress in implementing project activities and achieving the targets set:

Review the results framework and update the indicators, baselines, and targets of the assigned portfolio; ย Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting; Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards;ย  Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks;ย  Conduct field visits to project location sites; Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations; Prepare corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.

Establish partnerships and open channels of communication:

Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio; Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement;ย  Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives;ย  Make recommendations to the management team on activities with potential for scale-up, replicability and synergies; Provide technical support to the implementing partners and act as a liaison between UNDP and the partners; ย Support resource mobilization efforts and project development.

Closure of the Project:

Ensuring proper operational, financial and programmatic closure of the project; Organization of transfer of project assets to the project beneficiaries, project documentation and files; Preparing final project thematic and financial reports for subsequent submission to the Project Board, donor (Japan Government) and UNDP approvals.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst will work under direct supervision of theย UNDP Cluster Leader on Environment and Climate Actionsย and in close collaboration with the Programme Analyst on Climate Change will provide project management and relevant operational services ensuring high quality, accuracy and consistency of work.ย 

The Project Analyst will provide operational and thematic services ensuring high quality, accuracy and consistency of work. Project Analyst works in close collaboration with the Government counterparts, other relevant projects, operations, and Programmeโ€™s staff in the UNDP CO to exchange information and ensure consistent service delivery and undertake day-to- day responsibility for operational and thematic support services for the satisfactory achievement of the project component outputs.

Required Skills and Experience

Education:

Mastersโ€™ degree in Energy, Climate Change, Green Economy, Environmental Policy or Science and International Development on Environment or other related fields is required, or;ย  Bachelorยดs degree in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Masterโ€™s degree.

Experience:

Minimum 2 years (with Masterโ€™s degree) or 4 years (with Bachelorโ€™s degree) of relevant experience in energy efficiency and/or renewable energy related policy, natural resource management, political economy, project management, financial management, and public and business administration.

Desired Skills:

At least 2 years of demonstrable project/programme management experience;ย  Work experience in any development organizations; Ability to use information and communication technology as a tool and resource; Ability to effectively manage technical and administrative teams, work with a wide range of stakeholders (government agencies, civil society associations and communities) to develop durable partnerships.

Required Languages:

Fluency in English and in Uzbek is required.ย  Good command of Russian is desirable.
