    Organizational Setting and Reporting Relationship

    The position of Programs Officer is assigned to the PRC Resident Mission (PRCM) within the East Asia Department (EARD). You will be based at our Resident Mission Office in Beijing, People's Republic of China.

    You will report to the Country Operations Head (COH).

    Your Role

    As a Programs Officer, you will provide technical and operational support in programming work at the PRCM. You will contribute to the formulation, implementation, and monitoring of the Country Partnership Strategy (CPS), the annual lending pipeline, and technical assistance (TA) portfolio. You will also support dialogue with government agencies and partners and coordinate with sector and thematic teams at ADB headquarters.

    You will:

    Country Programming & Strategy Coordination

  • Support delivery of the CPS, annual work plans, and lending and TA programs.
Coordinate programming inputs with sector divisions and resident/HQ teams. Monitor CPS results framework; identify new issues and recommend corrective actions. Contribute to country team discussions to shape strategic direction and operational priorities.

Stakeholder Engagement & Relationship Management

Maintain close coordination with the Ministry of Finance, NDRC, and other central and local government entities. Facilitate dialogue between ADB headquarters and government stakeholders to resolve programming and implementation issues. Represent ADB in meetings with executing agencies, development partners, and civil society.

Mission Support & Operational Leadership

Lead programming and review missions with government counterparts. Support preparation and delivery of high-quality briefing materials for Management and Board visits. Engage with relevant ministries at central and subnational levels to ensure understanding and responsiveness.

Sector Work & Policy Analysis

Research sector trends, institutional frameworks, and policy developments. Contribute to sector and thematic work to inform programming discussions and project pipelines. Help prepare reports, presentations, and knowledge products.

Assistance (TA) Delivery & Portfolio Monitoring

Draft and process TA concept and approval documents. Oversee TA implementation: recruit and manage consultants, monitor outputs, and ensure quality delivery. Prepare TA completion reports and monitor portfolio performance through regular update.

Qualifications

You will need:

Bachelor's degree in economics or related field, preferably with advanced training. At least 8 years of work experience in related fields. Ability to liaise and work with government officials within their own work location. Sound knowledge of government project approval procedures and the administrative, political, development issues specific to the host country. Ability to identify issues and address them at the field office level. Ability to handle multiple tasks under given timelines. Experience communicating complex technical concepts to a variety of audiences. Proficiency in spreadsheets (can perform complex functions), presentations, and basic IT systems. Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of People's Republic of China.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
