Position Overviewย ย
The Pan American Development Foundation (PADF) is recruiting a Programs and MEL Coordinator for its Curaรงao and Aruba office to support the implementation of a U.S. State Department/PRM-funded program that provides life-saving assistance and long-term integration support to migrants in Aruba and Curaรงao, encouraging their permanence on the islands.ย ย
Reporting to the Project Director, the Programs and MEL Coordinator will support the day-to-day implementation of project activities through programmatic, operational, and monitoring and evaluation functions. The incumbent will play a key role in ensuring effective coordination, accurate documentation, and timely reporting of activities and results in line with project objectives and donor requirements.
The Programs and MEL Coordinator will work closely with the social worker and two registration assistants in Curaรงao to facilitate smooth coordination of activities related to the registration process. Additionally, the coordinator will contribute to program implementation and MEL efforts, by collecting data, monitoring progress, and supporting the achievement of project milestones.
This is a fixed-term position, based in Willemstad, Curaรงao, with travel to Aruba as required.
Essential Duties and Responsibilitiesย ย
Key responsibilities include:
Program Support:
Support programmatic and field activities to ensure the effective implementation and coordination of tasks. Coordinate and assist with monitoring, evaluation, and learning (MEL) activities to track progress, capture lessons learned, and measure outcomes. Support data collection, analysis, and preparation of reports to assess project performance and impact. Assist in ensuring accountability mechanisms are applied in line with donor and organizational standards. Prepare regular reports and documentation to summarize program progress, results, and outreach. Provide support in general program management tasks, including technical reporting, budget tracking, drafting contracts and agreements, and preparing payments related to program activities and deliverables. Review and analyze documentation and information received from partners and field teams to ensure consistency and quality. Monitor sub-partnersโ deliverables and provide timely feedback and guidance, under the supervision of the Project Director, to ensure compliance and successful implementation. Collaborate with Washington, D.C.โbased staff to monitor and evaluate key project data and indicators. Support compliance processes to ensure that all project grants and sub-partners follow PADF and donor regulations. Conduct research, analysis, and field monitoring activities to inform program strategy and reporting. Work closely with other programmatic staff to plan, implement, and monitor activities. Work directly with sub-awardees and field-based staff to ensure accurate collection, verification, and maintenance of project indicators. Review project data to validate both the quantity and quality of reported results. Assist with data management processes, including cleaning, standardization, analysis, and visualization. Contribute to data-driven decision-making by providing accurate information for learning products and success stories.Competenciesย ย

ย Required Qualificationsย ย
Bachelor's degree in international studies, international development, gender, humanitarian assistance, law, public policy or administration, business administration, economics, statistics, sociology, or related field. Minimum three (3) years of work experience in international development, non-profit or social enterprise, economic development, corporate social responsibility, and/or education. Demonstrated experience using advanced Excel. Experience with surveys and/or utilizing various data collection methods. Proven experience and skills in developing monitoring and evaluation tools. Fluency in English and at least an intermediate level of Spanish. Ability to travel as necessary, within the U.S., Latin America, and the Caribbean.ยPreferred Qualificationsย ย ย
Experience within and/or knowledge of the Latin America and Caribbean region and some understanding of regional dynamics. Experience working with migration issues / organizations and donors. Exposure to / experience in program management and proposal development. Fluency in Papiamentu. Experience in the use of statistical computing software such as R, Tableau, PowerBI, or similar is a plus.ย
