Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Background

The Division of Mitigation and Adaptation (DMA) provides technical expertise across all eight mitigation and adaptation results areas for both public and private sector CNs and funding proposals. The Division also leads the preparation and review of public sector Concept Notes and Funding Proposals. It assists Nationally Designated Authorities (NDAs) and Accredited Entities (AEs) in the origination, development and structuring of projects and plays a critical role in finalizing the Funded Activity Agreements (FAAs) following project approval to enable projects to start implementation. In addition, DMA is responsible for managing the GCF REDD-plus results-based payments pilot programme and the Enhancing Direct Access (EDA) Pilot Programme. DMA provides the interdivisional management of the Simplified Approval Process (SAP) and the Project Preparation Facility (PPF), including the administration of their roster of international firms. Finally, it carries out technical reviews of draft country and entity work programmes.

Position Objective
The Programming Officer supports DMA with a range of programming-related operational and analytical tasks necessary for the ongoing operationalization of the Fund. The Programming Officer supports organizational matters such as Board publication of funding proposals and act as the focal person for the public sector Board related matters including document preparation for publication and disclosure, coordination with the Office of Governance Affairs (OGA) in coordination with DMAโ€™s pipeline management specialist. The Programming Officer supports analytical work, carrying out quantitative and qualitative analyses of the public sector funding proposal review process and Board publication. The Programming Officer leads the efficient operationalization of the division, managing the roster of DMA consultants, while supporting the design and implementation of the institutional annual workplans.

Duties and Responsibilities

Purpose

  • Conduct research, data collection and analysis, draft written reports.
  • Analyze Board publication and disclosure process for the Division and propose strategies and actions to improve efficiency with a problem-solving approach.
  • Analyze Divisional operational processes and propose strategies and actions to improve efficiency and effectiveness.
  • Support in developing a strategy in improving transparency and accessibility of public sector documents, including on in relation to funding proposal document disclosures and provide critical input in operationalizing this strategy;
  • Provide operational support in developing public-oriented policies, pipelines, reviewing investment proposal drafts, and monitoring portfolio;
  • Supports improvement as well as integration of business tools related to pipeline and portfolio management.

    Engagement

    • Engage with the Fund's staff, accredited entities and other stakeholders through e-mail, phone calls and onsite or face to face meetings;
    • Contributes to development of efficient process/procedures and dissemination towards internal/external stakeholders.
    • Liaise with domain-level specialists within GCF to obtain their specific inputs on operational matters for the Division;
    • Manage the roster of DMA consultants and provide support to Sector Specialists in the review process of funding proposals in the use of these consultants;
    • Perform due diligence on assigned tasks in key areas in DMA: supporting the operationalization of RfPs under DMA responsibility such as the REDD+ RBP, the EDA RfP; relevant support to write shop organization for programmes supporting the programming under the GCFs next replenishment cycle
    • Liaise with domain-level specialists within GCF to obtain their specific inputs on public sector funding proposals documentation for Board consultation, and eventual Board publication;
    • Provide organizational support in Board meetings and other meetings and events.
    • Builds and capitalizes on lessons learned and good practices to optimize the operational efficiency of Division processes.

      Deliver

      • Support the engagement across the project cycle;
      • Lead the operational and Board facing documentation work of the Division;
      • Maintaining relationships with Inter-Divisional staff, partners, peers and other stakeholders and managing third-party project advisors and consultants; and
      • Support corporate, divisional and team initiatives and activities, as assigned.

        Requirements (Education, experience, technical competencies required of the job)

        • Masterโ€™s degree in business, economics, finance, sustainable development, project management or related fields; or a Bachelorโ€™s degree and 2 additional years of professional experience.
        • At least four (4) years of relevant work experience;
        • Experience in operational and or project management including but not limited to design, implementation, monitoring and evaluation;
        • Experience in analytics, document processing, and disclosures, including on the use of various technologies for these purpose;
        • Experience in a relevant sector and/or experience in climate finance in international / developing countries settings is highly desirable;
        • Relevant experience in international setting;
        • Unquestionable integrity and adherence to the highest ethical standards.
        • Excellent business writing and presentation skills; and
        • Fluency in English is essential; knowledge of another United Nations language is an advantage.
