Org. Setting and ReportingThis position is located in the Medical Support Section (MSS), Sourcing Support Service (SSS), Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS), at United Nations Headquarters (UNHQ). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, the Global Service Centre, the Aviation Safety Section, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Project โ€œOptimize and Standardize the Chain of Survival Lifesaving Medical Modules Composition, Deployed in Support of United Nations (UN) Field Operations to Enhance UN Peacekeeping Supply Chain Operations System Wideโ€ is developed under the UN Peace and Security Sub-Fund of the United Nations Peace and Development Trust Fund (UNPDF). The project aims to optimize and standardize the medical capabilities deployed in UN field operations to enhance the quality of medical support delivered during emergencies. More specifically, the project aims to establish a unified understanding of the requirements for deploying lifesaving medical capabilities across UN operations via standardizing the composition of the lifesaving medical modules, to enhance interoperability among humanitarian stakeholders and systems while simultaneously building capacity through targeted training, to ensure consistent high quality medical care in the field, promote interagency collaboration and operational coherence, and ultimately improve peacekeeper survival rates and resource utilization. The incumbent will report to the Chief of the Medical Support Section. ResponsibilitiesWithin limits of delegated authority, the Programme/Project Officer will be responsible for the following duties: โ€ข Takes the lead in the implementation and evaluation of assigned programmes/projects for the Medical Support Section, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โ€ข Researches, analyzes and presents information for use in consulting assignments, collaborates with technical experts and UN field missions, by planning and facilitating workshops and other interactive activities to eventually recommend a detailed composition for the lifesaving medical modules, including technical specifications for medical equipment if/as required, and develop relevant online training. โ€ข Researches, analyzes and presents information to propose the inclusion of the lifesaving medical modules under the specific composition to the UN Strategic Deployment Stock (SDS). โ€ข Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues, develops and recommends mitigating measures and prepares conclusions. โ€ข Develops a communication strategy and publicizes the recommended lists of items as UN best practices in consultation with appropriate technical experts and relevant UNHQ departments. โ€ข Coordinates and supervises the work to develop comprehensive training to be made available to the broader UN system, Member States and interested stakeholders. โ€ข Undertakes outreach activities; conducts training workshops, seminars, etc. if/as needed; prepares presentations on related topics/activities. โ€ข Ensures donor visibility throughout all project activities. โ€ข Prepares bi-annual, annual and/or other ad-hoc progress reports/updates to the Peace and Security Management Team for monitoring purposes as stipulated in the agreement document. Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Prepares the final report detailing outputs, achievements and constraints with regards to the utilization of the UNPDF contribution as well as an end-of-cycle evaluation report. โ€ข Outsources a project evaluation service as required by the project. โ€ข Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme budget, etc.). โ€ข Performs other duties as required to efficiently deliver the project defined outputs. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable. Work Experienceโ€ข A minimum of five years of progressively responsible experience in project or programme management in health care, health supply chain, health administration or related area is required. โ€ข A minimum of two years of experience in the management of health/medical projects or related area is required. โ€ข Experience in developing health training materials is desirable. โ€ข Experience in the utilization and/or development and management of systems relevant to emergency medical response is desirable. โ€ข Experience working and coordinating with diverse stakeholders, member states, staff, and other client groups is desirable. โ€ข Experience in data analytics and statistics in health services and/or supply chain operations is desirable. โ€ข Experience working in or in support of a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organization is desirable.
