The IOM Country Office for Austria works on a number of different topics such as research and migration law; labour mobility & social Inclusion; migrant protection, including of trafficked persons and migrant children, family reunification, assisted voluntary return and reintegration, visa support and refugee resettlement. The Programme and Policy Support Unit (PPSU) provides crosscutting support for project development, monitoring and evaluation (M&E), reporting, data analysis, knowledge management, external communications, and donor relations at IOM Austria.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of PPSU, and in close collaboration with the relevant units as well as regional thematic specialists, the Programme Support Associate will support the Country Office (CO) with programme development and implementation, M&E, reporting and donor liaison.
- Retrieve, compile, analyse, and present information on migration trends and upcoming issues of relevance, donor priorities and funding opportunities.
- Support drafting of project proposals and concept notes in coordination with the relevant units, resource management staff, in line with IOM policies, standards and other internal procedures, including Project Information and Management Application (PRIMA), and assist the CO in resource mobilization efforts.
- Support project development of thematic units by checking whether proposals comply with IOM and donor requirements for M&E including assisting in establishing the project/programme logic and adequately planning and budgeting for monitoring activities, results, financials, and risks and for evaluation.
- In close collaboration with Project Managers, the Resource Management Unit (RMU), operational teams and implementing partners, facilitate compliance with IOM monitoring requirements, including M&E plans and tools, and use of PRIMA, for gathering and utilizing quality data in reporting on performance and results of programme/projects, in line with IOM and donor reporting requirements.
- Support the timely and accurate preparation and submission of project reports in line with IOMโs and donorโs requirements; Review draft periodic and activity-specific reports as required.
- Draft notes, briefs, factsheets, and other information and visibility products and resource mobilization tools; research, draft and review other documents necessary for project development, reporting, and donor liaison purposes.
- Support knowledge management and processes for internal learning and reflection, suggest key performance and learning questions, indicators and parameters for monitoring performance and achievements of programmes/projects, for comparing it to purposes and targets, and for preparing evaluations and using evaluation findings.
- Based on rolling analysis of M&E findings and reporting on performance of programming, provide recommendations on options aimed at enhancing effectiveness and efficiency, and achieving maximum strategic programme responsiveness as well as accountability to beneficiaries.
- Prepare and attend official meetings, seminars, conferences, training courses and undertake duty travels if required.
- Provide technical inputs for CO strategies, programme strategies and activities for strategy development, monitoring and review through a consultative process with senior management and programme staff, and coordinate distribution to donors, authorities, partners, other UN agencies and stakeholders.

- Proven experience in migration related research activities and drafting strategic and policy documents;
- Progressive experience in results-based project development and management, including monitoring and evaluation and reporting;
- Minimum two years of relevant professional experience in the field of migration;
- Experience in liaising with governmental authorities, national/international institutions and non-governmental organizations. Skills
