ABOUT WFP

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted an Interim Country Strategic Plan (ICSP), which outlines the activities in the country for the next two years (March 2024-February 2026). To support the implementation of the ICSP and nourish WFP’s mandate in Moldova, WFP Moldova is now seeking to fill the position of Programme Policy Officer (Emergency Preparedness and Response).

What will you do in this position?

Under the supervision of the WFP Representative and Country Director, the Programme Policy Advisor (Emergency Preparedness and Response) will provide expert advice, analysis and be the technical lead on the integrated emergency preparedness and contingency planning and, if necessary, he/she will manage field emergency operations to ensure an effective response in terms of food assistance and/or service provision requirements.
He/she is the substantive and technical lead for WFP Moldova’s emergency preparedness and response including developing the internal, response policy framework and response modalities, host government engagement and interagency coordination, and contributing and strengthening thematic areas including situation analysis, localization, accountability to affected populations, the national emergency preparedness and response institutional framework and linkages with shock responsive social protection, with a view to a sustainable and responsible exit.

How can you make a difference?

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

• Lead WFP’s Emergency Preparedness and Response and support the broader national/local contingency planning in coordination with humanitarian actors, donor communities, relevant government entities, and humanitarian actors (including military, as required).
• Lead on developing key areas of WFP’s response framework and planning including targeting and appropriate response modalities and mechanisms, and supply chain and logistics requirements, initiating/complementing necessary assessments as required.
• Prepare guidance and Standard Operating Procedures (SOPs) and ensure compliance to quality assurance and risk management frameworks to ensure a dignified and risk managed response including but not limited to assessments, monitoring, accountability to affected populations, and localization.
• Participate in interagency and government working groups and technical committees, guiding, and advising humanitarian platforms, and generating consensus on WFP positions and approaches.
• Support and facilitate necessary contracting processes as aligned with EPR plans, including standby FLAs, FSPs, and suppliers, ensuring WFP is adequately prepared to respond to different shocks and response contexts.
• Take decisions on preparedness and response strategy based on gaps and needs, including on implementation arrangements, operational adjustments, and ensuring good practice in the Country Office's (CO) implementation.
• Make necessary adaptations and decisions responsive to field realities, monitoring outputs, the broader operational context, and provide options for management decision, including on business continuity.
• Ongoing capacity strengthening support with government, Cooperating Partners, and WFP staff, conducting trainings and simulations as required.
• Lead preparation of a transition plan for more sustainable emergency responses.
• Lead CO’s situation reporting and scenario development.
• Monitor emerging humanitarian and food security trends and potential socio-economic and political instability to identify risks and strategies for preparedness and risk reduction before crisis occurs.
• Provide regular situation reports to the Regional Bureau and other internal stakeholders as needed.
• Lead cross-functional analysis, including context analysis to inform emergency preparedness and response.
• Lead preparation of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for more sustainable emergency responses.
• Lead WFP’s technical assistance to national and decentralized authorities on national emergency preparedness & response institutional frameworks, including ensuring linkages with shock responsive social protection, with a view to a sustainable and responsible exit.
• Any other duty in line with these terms of reference as required.

To join us in saving and changing lives, you have:

Education: Master's degree in a relevant field, or a bachelor's degree in a relevant field additional years of related work experience and/or training/courses.

Experience: With a master's degree, at least 7 years of professional experience in humanitarian affairs, emergency preparedness and response, development and/or managing projects or other related area or 9 years of relevant experience with a bachelor's degree.
• Experience in supporting governments in emergency preparedness and response capacities is an asset.
• Strong knowledge of the Humanitarian Principles and the humanitarian framework required and familiarity with humanitarian-military interaction desired.
• Strong knowledge of gender, protection, accountability to affected populations, and the principles of risk managed emergency preparedness and response approaches and plans.
• Strong understanding of development and emergency contexts and their policy areas.

Language: Fluency in English is required (read, write, speak).
