BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP's Strategic Plan is guided by the Sustainable Development Goals (SDGs) set forth in the 2030 Agenda, in particular SDG 2 on ending hunger and SDG 17 on revitalizing global partnerships for implementation of the SDGs.
The most vulnerable and food insecure people live in fragile, resource-scarce, and degraded environments, in areas that are prone to climate disasters and exposed to frequent shocks. WFP's climate resilience programmes address immediate food needs through cash, vouchers, or food transfers, while at the same time, they build or rehabilitate productive household and community infrastructure, as well as promote livelihood practices and agricultural techniques that will improve long-term food security and resilience.
WFP Tanzania's climate resilience programme is under its country strategic plan (CSP 2022-2027) and works with communities and local institutions to support integrated resilience building that enables them to mitigate and prevent environmental degradation and promote climate change adaptation. In that line, WFP intends to offer opportunities to food-insecure individuals and households to participate in productive assets creation and regenerative resilience interventions while covering their immediate food and nutrition needs. Moreover, the programmes intend to strengthen the capacity of government officials and other stakeholders in climate change adaptation though integrated watershed management. Stakeholders including supported communities will be expected to engage in planning, rollout and monitoring of climate smart assets and public works as well as implementation of climate smart agriculture practices.
In this context, the Programme Unit within the Tanzania Country Office (CO) is looking for an Expert to lead the climate resilience portfolio that integrates Asset Creation, Livelihoods, climate smart public works and regenerative agriculture. The consultant will lead the existing landscape rehabilitation and natural resources management initiatives within the CO, and provide technical support to the teams and partners involved in climate resilience both in Tanzania mainland and Zanzibar. The consultant will also provide technical assistance on climate resilience and capacity strengthening activities under WFP Tanzaniaโs flagship programme Enhancing National Capacity to Increase Resilience to Climate Shocks through Adaptive Social Protection, linked to the Changing Lives Transformation Fund (CLTF).
ACCOUNTABILITIES/RESPONSIBILITIES:
Working under the supervision of the Strategic Outcome 3 Manager and guidance from the Head of Programme, the climate resilience consultant will carry out the following tasks:
1.Design and planning for asset creation and livelihoods activities:
Provide technical expertise and develop multi-year strategies for asset creation progression and graduation, including natural resources management (NRM) activities focused on soils, water, and landscapes.
Link NRM activities with biodiversity conservation, livelihoods, and resilience to disasters and climate impacts.
Develop and maintain effective communication and coordination with the government and other organizations involved in NRM, including WFP Cooperating Partners, to establish multi-year agreements for project delivery, undertake field visits, review implementation of project activities to ensure progress towards objectives and identify opportunities of further collaboration.
Use the Three-Pronged Approach (3PA) and other participatory tools to identify priority areas and activities, including disaster-prone regions (landslides, droughts, floods, etc.), coordinate community-level initiatives, and review tools and processes to ensure effective project implementation.
Support the definition, in close collaboration with the Head of Programme and relevant units in the CO, of an integrated resilience approach, and the role of asset creation activities within it.
Ensure gender and nutrition perspectives are embedded in programming to empower women, men, and marginalized groups.
2. Programme Strategy, Policy dialogue and Implementation coordination
Act as focal point for the implementation of the climate-smart public works outcome under the CLTF project and foster partnerships with donors, government, and research institutions for scale-up.
Strengthen collaboration with Tanzania Social Action Fund (TASAF) and local governments to enhance climate resilience and support the design and monitoring of public works under the PSSN programme.
Manage partnerships with research institutions and NGOs involved in regenerative agriculture and climate-smart initiatives, while fostering collaboration with global stakeholders.
Organize stakeholder trainings on climate change adaptation and integrate interventions such as social protection, anticipatory action, school feeding, and agri-value chains into climate resilience strategies.
Develop and review proposals for climate finance, climate-smart public works and agriculture, and strengthen partnerships with governments, UN agencies, NGOs, and academia to enhance resilience programmes.
3. Reporting and Knowledge Management
Develop and implement best practices about community-based natural resource management, produce knowledge and evidence-based products (e.g., briefs, case studies), and document lessons learned to promote a culture of learning and improvement.
Review resilience achievements and monitoring reports, propose corrective actions to meet targets, integrate updates into reporting SOPs, and perform additional tasks as assigned by supervisors.
Any other task as may be assigned by the supervisors.
QUALIFICATIONS &DESIRED EXPERIENCE:
8 to 10 years of postgraduate progressively responsible professional experience working on environment and/or development programming, rural development, natural resources management, climate smart agriculture, or other related fields.
Solid experience in engagement and advocacy with national and local governments, including on capacity strengthening, supporting policy and strategy design, with a proven ability to engage effectively with stakeholders at all levels, is required.
Field experience in working on food security, natural resource management and sustainable development, rural livelihoods and poverty reduction, asset creation, access to markets, value chains, climate change adaptation and disaster risk management with communities.
Demonstrable experience of understanding of sustainable development issues in developing countries is required. Experience of working on resilience building, sustainable rural development, climate change and/or disaster risk management with communities, local and national government in Sub-Saharan Africa will be considered an asset.
Previous work and knowledge of WFP's processes and procedures in the field of asset creation, soil fertility management, landscape rehabilitation, the Three-Pronged Approach (3PA), is considered an asset.
KNOWLEDGE &SKILLS:
ESSENTIAL:
Ability to lead and manage design and implementation of community-based projects with multiple partners.
Specialized technical understanding of rural livelihoods, sustainable development issues, natural resource management, disaster risk reduction and climate change adaptation programming. Experience with community based participatory approaches will be considered an asset.
Proven ability to write briefs, analytical and guidance documents to a high standard, and to present complex technical information analyses to technical and non-technical in simple and easily understandable way.
Experience with developing and facilitating trainings to a wide range of stakeholders. Strong organization and planning skills coupled with good interpersonal skills.
Ability to supervise and work in a team and establish effective working relations with people of different nationalities and cultural backgrounds.
Flexibility in accepting work assignments outside normal expectations.
Excellent interpersonal, networking, communication, negotiation, and facilitation skills.
Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and other standard software packages and systems
DESIRABLE:
Experience in the field of resilience and livelihood projects in developing countries in the areas of development and/or natural-resource management, water harvesting, and community development.
Previous experience with or knowledge of nutrition-sensitive programming is a plus.
General knowledge of UN system policies, rules, regulations, and procedures is considered a plus.
Working experience and good knowledge of project areas/country; context, culture, and norms.
EDUCATION:
Master's degree in soil science, geography or geographic information system, soils and environment management, agronomy, climate studies, or related disciplines, or bachelorโs degree with two additional years of relevant experience.
LANGUAGES:
Good knowledge of English both spoken and written.
Knowledge of the Swahili language is a plus
