    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP's Strategic Plan is guided by the Sustainable Development Goals (SDGs) set forth in the 2030 Agenda, in particular SDG 2 on ending hunger and SDG 17 on revitalizing global partnerships for implementation of the SDGs.

    The most vulnerable and food insecure people live in fragile, resource-scarce, and degraded environments, in areas that are prone to climate disasters and exposed to frequent shocks. WFP's climate resilience programmes address immediate food needs through cash, vouchers, or food transfers, while at the same time, they build or rehabilitate productive household and community infrastructure, as well as promote livelihood practices and agricultural techniques that will improve long-term food security and resilience.

    WFP Tanzania's climate resilience programme is under its country strategic plan (CSP 2022-2027) and works with communities and local institutions to support integrated resilience building that enables them to mitigate and prevent environmental degradation and promote climate change adaptation. In that line, WFP intends to offer opportunities to food-insecure individuals and households to participate in productive assets creation and regenerative resilience interventions while covering their immediate food and nutrition needs. Moreover, the programmes intend to strengthen the capacity of government officials and other stakeholders in climate change adaptation though integrated watershed management. Stakeholders including supported communities will be expected to engage in planning, rollout and monitoring of climate smart assets and public works as well as implementation of climate smart agriculture practices.

    In this context, the Programme Unit within the Tanzania Country Office (CO) is looking for an Expert to lead the climate resilience portfolio that integrates Asset Creation, Livelihoods, climate smart public works and regenerative agriculture. The consultant will lead the existing landscape rehabilitation and natural resources management initiatives within the CO, and provide technical support to the teams and partners involved in climate resilience both in Tanzania mainland and Zanzibar. The consultant will also provide technical assistance on climate resilience and capacity strengthening activities under WFP Tanzaniaโ€™s flagship programme Enhancing National Capacity to Increase Resilience to Climate Shocks through Adaptive Social Protection, linked to the Changing Lives Transformation Fund (CLTF).

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Working under the supervision of the Strategic Outcome 3 Manager and guidance from the Head of Programme, the climate resilience consultant will carry out the following tasks:

    1.Design and planning for asset creation and livelihoods activities:

    • Provide technical expertise and develop multi-year strategies for asset creation progression and graduation, including natural resources management (NRM) activities focused on soils, water, and landscapes.

    • Link NRM activities with biodiversity conservation, livelihoods, and resilience to disasters and climate impacts.

    • Develop and maintain effective communication and coordination with the government and other organizations involved in NRM, including WFP Cooperating Partners, to establish multi-year agreements for project delivery, undertake field visits, review implementation of project activities to ensure progress towards objectives and identify opportunities of further collaboration.

    • Use the Three-Pronged Approach (3PA) and other participatory tools to identify priority areas and activities, including disaster-prone regions (landslides, droughts, floods, etc.), coordinate community-level initiatives, and review tools and processes to ensure effective project implementation.

    • Support the definition, in close collaboration with the Head of Programme and relevant units in the CO, of an integrated resilience approach, and the role of asset creation activities within it.

    • Ensure gender and nutrition perspectives are embedded in programming to empower women, men, and marginalized groups.
