Org. Setting and ReportingThe Regional Programme Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the UN-Habitat Strategic Plan 2020-2025, the 2030 Agenda for Sustainable Development, and the UN-Habitatโ€™s overall future priorities to make sure that they are appropriate to the country context. UN-Habitatโ€™s Regional Office for Asia and the Pacific manages the UN-Habitatโ€™s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitatโ€™s organisational policies and strategic objectives and through its Regional Representative brings opportunities and challenges in the region to the attention of the Executive Management Committee (EMC), allowing for timely feedback and responses to urgent demands and requests from the Member States. UN-Habitat appointed a Habitat Programme Manager (HPM) for China in 2009, to manage the UN-Habitat China project office in Beijing under the supervision of UN-Habitat's Regional Office for Asia and the Pacific. The Ministry of Housing and Urban & Rural Development (MoHURD) is the focal point of UN-Habitat in China. UN-Habitat also collaborates with the Ministry of National Resources and the National Development and Reform Commission. UN- Habitat also has programmatic collaboration with several municipal governments, including Wuhan City, Xuzhou City, Chengdu City, Shanghai City and Shenzhen City. UN-Habitat also reaches out to research and academic institutions in China, as well as to the Chinese private sector. The UN-Habitat China project office oversees various technical cooperation initiatives in China, such as the People Oriented Urban Public Space Programme, the Sustainable Urban Planning Programme for China, the UN-Habitat China Future Cities Council Programme, and the Waste- Wise Cities Programme. It also engages in themes such as rural revitalization, green growth, child-friendly cities, and south-south collaboration. The focus of the position is to support UN-Habitat China project office to transition into a UN- Habitat China Office, with scaled-up recognition, functions and programming, in close collaboration with the Government of China. The position is located within UN-Habitatโ€™s Regional Office for Asia and the Pacific under the Regional Programme Division and is based in Beijing, China. Under the direct supervision of the Human Settlement Officer in the Regional Office for Asia and the Pacific overseeing the UN-Habitat China project office, the incumbent will perform the following duties and responsibilities: Responsibilitiesโ€ข Lead the UN-Habitat China project office support as required for the UN-Habitatโ€™s Executive Office and relevant high-level UN-Habitat-China events โ€ข Provide strategic guidance to ROAP and the HPM (China) in support of the transitioning of the UN-Habitat project office towards a functionally augmented UN-Habitat Office โ€ข Develop and support external partnerships and relevant resource mobilisation in coordination with the Government of China โ€ข Coordinate programmatic and business innovations of the UN-Habitat China project office augmenting collaboration within UN-Habitat regionally and globally โ€ข Develop and manage high-level knowledge management and capacity development. โ€ข Lead the UN-Habitat China project office support as required for the UN-Habitatโ€™s Executive Office and relevant high-level UN-Habitat / Government of China events Provide support to the relevant focal points in UN-Habitat to plan, coordinate and implement UN-Habitat / Government of China events (high-level missions, non-project meetings, high-level conferences, etc.) requiring the mobilisation of VIP participation from within UN-Habitat and from the Government of China. โ€ข Engage with Government counterparts in support for high-level UN-Habitat / Government of China events as required, in close communication with relevant UN- Habitat focal points. โ€ข Plan, budget, coordinate and oversee the mobilisation of the required human and operational resources from the UN-Habitat China project office in support of relevant UN-Habitat / Government of China events in China and elsewhere. โ€ข Plan, solicit and support follow-up for high-level invitations to UN-Habitat senior officials in Government of China and other relevant events, in close communication with relevant UN-Habitat and government counterparts โ€ข Plan, solicit and support follow-up for high-level invitations to Chinese government officials and experts as speakers and participants in significant UN-Habitat meetings and events, in close communication with relevant UN-Habitat and government counterparts. Provide strategic guidance to ROAP and the HPM (China) in support of the transitioning of the UN-Habitat project office towards a functionally augmented UN-Habitat Office โ€ข Provide strategic, legal, programmatic, operational and financial advice to UN-Habitat executive decision makers in support of the UN-Habitat China project office transitioning into a UN-Habitat China Office with augmented legal and programmatic functions, as agreed with the Government of China โ€ข Provide substantive support to UN-Habitat executive decision makers in support of a credible and convincing strategic vision for the UN-Habitat China Office that is aligned with UN-Habitat Strategic Plan 2020-2025 and the forthcoming Strategic Plan 2026- 2029. โ€ข Support the strategic design and the phased introduction of the UN-Habitat China Officeโ€™s staffing structure and other human resources, the augmented policy and programmatic workplan, the operational upgrading and the expanded non-project partnerships. โ€ข Facilitate the engagement of all partners and stakeholders, including at HQs and ROAP, and in discussions with external partners, especially the National Government of China; Develop and support external partnerships and relevant resource mobilisation in coordination with the Government of China โ€ข Initiates and coordinates effective working relationships with the Government of China at national level, for example, the Ministry of Housing and Urban-Rural Development, and with national and international public and private partners to facilitate knowledge sharing in support of UN-Habitat China Office Programme development, implementation, and monitoring and evaluation; โ€ข In close collaboration with the HPM, lead or participates in the formulation and implementation of the UN-Habitat China Office Partnership Strategy as well as the Resource Mobilization Strategy, and other initiatives in support of the Office; โ€ข Contribute to the design, formulation, implementation, monitoring and reporting of programming processes of the UN-Habitat China Office. โ€ข Contribute to strategic messaging and communication initiatives. Coordinate programmatic and business innovations of the UN-Habitat China project office augmenting collaboration within UN-Habitat regionally and globally โ€ข Lead the strategic development, formulation, resource mobilisation and high-level implementation of engagements of the UN-Habitat China project office with other UN- Habitat field programmes, especially country programmes in the Asia-Pacific region. โ€ข Support the strategic engagement, communication and proposal solicitation and follow- up for UN-Habitat development and humanitarian activities funded by Chinese and China-based Overseas Development Assistance and Multilateral Finance organisations, in close cooperation with all HQ divisions and with relevant Regional Offices. โ€ข Plan, develop and oversee innovative business support functions of the UN-Habitat China project office transitioning into a UN-Habitat China Office, in support of the country programme under ROAP. Develop and manage high-level knowledge management and capacity development partnerships with Government partners and other key knowledge stakeholders. โ€ข Facilitate knowledge management, strategic communication and capacity building initiatives within UN-Habitat and to partners making use of UN-Habitat China project office resources. โ€ข Coordinate the high-level components of project-based thematic activities and knowledge-sharing forums. โ€ข Lead the UN-Habitat China project office support to UN-Habitat supported good practice and urban monitoring initiatives in China and globally. โ€ข Facilitate the sharing of best practices, trends, knowledge and lessons learned within UN- Habitat and with external partners in China. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Ensures that requirements, background information used for data analysis are documented. A minimum of five (5) years of responsible experience for an international organization, as a senior advisor or senior team leader is desirable. Experience in supporting development and providing technical advice both in Asia and Africa is desirable. Experience in government functions or in senior advisory roles in support of government bodies is desirable. Experience in leading the organization of high-level events involving business and government is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable. Experience in resource mobilization, donor relations and/or outreach is desirable.
