Org. Setting and ReportingThis position is located in the Leadership Support Section (LSS). The Programme Officer reports directly to the Chief of Section. The Leadership Support Section (LSS) supports the identification and appointment of quality leadership in UN field-based operations (Peacekeeping Operations and Special Political Missions). The Section is located in the Office of the Coordination and Shared Services (OCSS) in the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). OCSS enables, directs, and coordinates departmental efforts to ensure the effective integration and management of both Departments. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Participate in the development, implementation, and evaluation of programmes and projects related to the leadership field with a particular focus on outreach, gender parity, and geographical diversity efforts; monitors and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions. โ€ข Supports the identification and selection process of candidates for Heads and Deputy Heads of Mission positions and other political appointments. โ€ข Serves as the principal gender focal point of the Section, developing strategy and policy and providing guidance, and support to mainstreaming of gender considerations throughout the Sectionโ€™s activities. โ€ข Serves as the Secretary-Generalโ€™s Global Call Manager and leads the Sectionโ€™s outreach and pool-building efforts and manages the leadership database and the review of Senior Leadership Talent Pool applicants. โ€ข Designs and undertakes communication and outreach activities; participates in workshops, seminars, and makes presentations on leadership and gender-parity related issues, etc. โ€ข Researches, analyzes, and presents information on leadership trends gathered from diverse sources and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. โ€ข Designs data collection tools; reviews, analyzes, and interprets responses; identifies problems/issues; prepares conclusions; and develops internal reports to communicate the outcome. โ€ข Assist in policy development, including the development of Standard Operating Procedures. โ€ข Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc., including in relation to leadership and gender parity. โ€ข Provides substantive support to consultative and other meetings, conferences, etc., with key stakeholders, including UN member states, regional and international (governmental and non-governmental) organizations, and leadership networks to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Serves as the first reporting officer of more junior staff working on gender parity and outreach activities. โ€ข Perform other duties as required. Work implies frequent interaction with the following: Counterparts, senior officers, and technical staff in relevant Secretariat units and UN funds, programs, and other UN specialized agencies. Representatives and officials in national governments, international organizations, and consultants. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in international relations, political science, human rights, development, or a related field. A first-level university degree, in combination with two additional years of qualifying experience maybe accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage. Job - Specific QualificationNot available. Work ExperienceA minimum of five years of progressively responsible experience in political affairs, policy analysis, coordination, project or programme management, administration or related area is required. Experience working with or supporting senior leadership in UN peace operations and engagement with Member States is required. Experience in talent acquisition, campaign management, and leading outreach and partnership-building activities is required. Knowledge of the peace and security pillar of the United Nations, as well as familiarity with the integrity and accountability framework, is desirable. Experience in policy development and communications is desirable. Experience with CRM systems, including 2 years or more of experience in data analytics or related areas, is desirable. Experience in developing and managing donor-funded projects is desirable. Proficiency in MS Office (Word, Excel, Power Point, PowerBI), Canva, and web design is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required.
