This position is located in the Resource Mobilization and Donor Relations Unit (RMDR), Corporate Services Division at the Nairobi duty station. Under the direct supervision of Head of the Resource Mobilization and Donor Relations Unit, the incumbent will be responsible for the following duties: Responsibilities1. Contribute to the development and review of UNEPโs resource mobilization strategy and coordinate the global funding dialogues โข Contribute to the preparation/review of UNEPโs resource mobilization strategy and its implementation plan, and ensure coherence with decisions and guidance from the governing bodies. โข Coordinate the planning, organizing and execution of the global funding dialogues with Member States held at the Annual Sub-committee meetings of the CPR and possibly other fora. โข Follow up on recommendations related to resource mobilization from the meetings of the Member States such as the Committee of Permanent Representatives and the UN Environment Assembly. โข Explore the possibility of establishing a Member State-led group in support of funding for UNEP. 2. Coordinate and collaborate resource mobilization work at the regional level to increase financial support for UNEP, and the number of Member States providing core and other flexible funding. โข Lead the coordination and collaboration work with selected Regional Offices on resource mobilization, including identification of priority countries for targeted engagement. โข Identify opportunities and organize funding dialogue sessions at regional level, including capitalizing on the regional meetings of Environment Ministers organized by UNEP. โข Support expansion of the funding dialogue to regional/ political groups in Nairobi including organizing meetings and consultations with the groups as well as individual Member States. โข Maintain bilateral contact with Member States from selected regions, including ensuring timely and professional followup on queries from Member States. 3. Explore avenues for widening the outreach to Member States to secure funding for UNEP โข Engage with UNEPโs UN Country Team (UNCT) taskforce and colleagues to explore new options of reaching Member States that are also partner countries to engage in dialogue about the importance of core and flexible funding, and how the partnership with UNEP gives back to the countries, in order to encourage a wider funding base. โข Identify new opportunities and possibilities for outreach to Member States, e.g. engagement with Member States per interest groups (e.g. SIDS) and assess feasibility and action required. โข Assess possibilities for widening the funding base for the Planetary Funds and other mechanisms for softly earmarked funding. 4. Conduct research and analysis on the facts and provide guidance on arguments and evidence needed in support of organizationโs coherent resource mobilization efforts. โข Research, collect feedback and provide guidance on the content needed for UNEPโs value proposition to assure funding partners of UNEPโs value for moneyโ. โข Support identification of the results achieved with the support of core and flexible funding, in relevance to various global and regional contexts and including leveraging power of the Environment Fund to increase additional available funding for environment for countries. โข Provide strategic guidance and key facts and benefits related to the importance of the Environment Fund, Planetary Funds and other flexible funding and provide evidence on the consequences of receiving insufficient core and flexible funding. โข Provide guidance on funding partnersโ priorities and needs for appreciation/ visibility. โข Closely collaborate with other Divisions, including Governance Affairs Office, Policy and Programme Division, and Communications Division to ensure a coherent approach towards Member States with regards to resource mobilization. โข Support the capacity building of colleagues across the organization in resource mobilization. โข Research and analyze best practices and lessons learned from other UN organizations on resource mobilization. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 5. Proven experience in coordinating/managing partnerships and client relationships, including member states and donors is desirable. Proven experience working in international organizations and issues relating to the environment is desirable.
