Mission and objectivesUNDP works with the Government and people of Pakistan to develop local solutions to development challenges. ContextUNDP works to improve the lives of vulnerable communities, with the overarching objective of preventing loss of development gains, promoting human rights, and finding sustainable pathways to development. UNDP projects under the democratic governance portfolio aims to strengthen state institutions, support democratic development and the rule of law, ensure crisis prevention, support policy development, and integrate gender equality into all areas of work. UNDP works to support the human rights ecosystem by strengthening human rights institutions to promote and protect human rights for all. This UNV assignment is part of UNDP Pakistanโ€™s Decentralization, Human Rights and Local Governance (DHL) project. The DHL Project works to strengthen rights-based governance in Pakistan at national and sub-national levels. For this objective, the DHL project engages government entities, National Human Rights Institutions (NHRIs), private sector, civil society, academia, and other key stakeholders to protect, respect, and promote human rights. Furthermore, UNDP-DHL aims to empower local communities, human rights defenders, and vulnerable & marginalized populations to ensure an inclusive and participatory approach to the implementation of human rights laws, policies, and frameworks. UNDP-DHL has commenced a multi-year project supported by the European Union (EU) which will engage a diverse set of public and private institutions, along with civil society stakeholders, to advance human rights across Pakistan. The project will focus on four pillars, including governmental human rights structures, national human rights institutions, human rights education and business and human rights. Under the programme, UNDP-DHL continues its support to the Ministry of Human Rights and relevant government departments to strengthen their capacities, develop human rights policies, and national action plans and facilitated effective human rights data collection and reporting. UNDP-DHLโ€™s approach towards strengthening governmental human rights structures for human rights implementation, reporting and follow up is integrated into activities and consultative processes across the programme, ensuring a holistic approach. The overall goal is to enhance the fulfilment of human rights in Pakistan. The main objectives of the programme with regards to strengthening human rights structures are: โ€ข To improve the effectiveness of institutions and systems promoting, protecting, and fulfilling human rights. โ€ข To strengthen reporting and digitization capacities of national and sub-national governments to provide people centered, and inclusive services. The incumbent UNV will be stationed at the Ministry of Human Rights (MoHR) in Islamabad and will be responsible for supporting the Ministry with the implementation of the Huqooqโ€“eโ€“Pakistan II project.

Task DescriptionUnder the day-to-day direct supervision of Director (IC Wing) at MoHR, the Program Implementation Expert will support the MoHR in overseeing and managing the overall implementation of its activities under the \"Huqooq-e-Pakistan II\" project. The Program Implementation Expert will ensure effective implementation of programs and project initiatives, facilitate stakeholder engagement and coordination, monitor and report on progress under the project. The key responsibilities include: โ€ข Support Program Implementation under the Huqooq-e-Pakistan II Project โ€ข Serve as a focal point for the implementation of the HeP II project. โ€ข Develop detailed implementation plans for human rights project and initiatives, including timelines, workplans, and resource allocation. โ€ข Lead the operationalization of the projectโ€™s implementation plan, ensuring that all activities are executed in a timely, efficient, and high-quality manner. โ€ข Coordinate with the Project Coordination Expert to align implementation timelines with overall project coordination and stakeholder engagement efforts. โ€ข Work closely with federal and provincial government partners to ensure buy-in and technical inputs for activity roll-out. โ€ข Support the MoHR in implementation of the National Action Plan on Human Rights and for compliance of Universal Periodic Review and treaty body human rights reporting obligations. โ€ข Identify and develop collaborative opportunities with private sector partners for advocacy, and capacity-building. โ€ข Undertake Strategic Planning and Provide Policy and Research Support under the Huqooq-e-Pakistan II Project: โ€ข Contribute to the development and periodic revision of the projectโ€™s strategic implementation roadmap, ensuring it is evidence-based, context-sensitive, and responsive to stakeholder needs. โ€ข Identify implementation gaps, risks, and opportunities through continuous review of project data, partner feedback, and field observations, and propose strategic adjustments accordingly. โ€ข Conduct desk reviews, landscape analyses, and rapid assessments to inform activity design, partnership strategies, and geographic or thematic targeting. โ€ข Collaborate with provincial and federal stakeholders to generate context-specific insights that strengthen planning and localization of project interventions. โ€ข Contribute to the preparation of policy briefs, case studies, and internal learning products to support evidence-informed decision-making and donor reporting. โ€ข Develop linkages between several policy frameworks and initiatives developed by MoHR such as the National Action Plan on Human Rights and National Action Plan on Business and Human Rights. โ€ข Monitoring, Evaluation, and Learning: โ€ข Oversee the implementation of internal monitoring and tracking systems to ensure timely and accurate documentation of project activities, outputs, and milestones. โ€ข Work closely with the Monitoring and Evaluation Specialist to ensure that data collection tools, reporting templates, and indicators are aligned with the projectโ€™s implementation needs and timelines. โ€ข Review monitoring data and progress reports for quality and completeness and provide strategic feedback to improve data relevance and usability for decision-making. โ€ข Support the integration of real-time monitoring insights into implementation planning, enabling adaptive management and course corrections where needed. โ€ข Facilitate periodic internal learning reviews, including after-action reviews and reflective sessions with program teams and partners, to capture lessons learned and good practices.
