ORGANIZATIONAL CONTEXT
WFP defines โidentity managementโ (IDM) as the principles, standards, processes, capabilities and technology solutions that we use to identify people and to store and utilize their information. This applies both when we assist people through our own programme activities and when we provide assistance on behalf of governments or other partners. Our principles and standards aim to put the people we assist at the center of our programmes, empowering them and protecting them. The registration, enrolment, verification, delivery, and assurance processes aim to enable the delivery of quality programmes while the capabilities, including skill sets, technology, services, and partnerships, enable WFP to meet the principles and standards.
In Gaza, WFP has rolled out robust digital IDM solutions such as the self-registration tool, data assurance tool, and payment instrument tracking tool. The incumbent of this role will work within the WFP Gaza Programme unit, working closely with relevant technical colleagues in the Area Office, Country Office (CO), and Headquarters (HQ).
JOB PURPOSE
The objective of this role is to lead IDM data management and analysis activities for all programmes and modalities. This role is crucial for ensuring WFP is able to identify, understand, and act upon insights generated through IDM activities.
This position will be based in Gaza and reports to the Consultant Programme Policy.
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the IDM Associate will be responsible for the following duties:
Coordinate regular IDM operations, acting as the main focal point for all established IDM standards, processes, and systems with relevant delegations as needed.
Follow-up on implementation of regular IDM operations with WFP staff and CPs, ensuring timely support and feedback on achievements, gaps, etc. This may include, for example, ensuring upload and processing of all distribution requests from cooperating partners before the start of a new cycle.
Proactively communicate with senior team members and HQ on challenges and support required to overcome bottlenecks, contributing to smooth running of operations.
Lead development, review, and periodic update of Standard Operating Procedures (SOPs) and Guidance for established WFP IDM standards, processes, and solutions.
Lead all IDM-related capacity development of CPs/WFP staffs at the AO/SOs. This includes, but is not limited to, organizing training, refresher sessions, and supporting onboarding of new staff.
Provide project management support for clearly defined IDM initiatives, including:
Identifying and analysing business requirements, ensuring these are clearly documented and prioritized in the format of user stories.
In close collaboration with technical teams, develop and track progress against implementation timelines.
Liaise with relevant stakeholders such as WFP teams in AO, CO, HQ, and external technical teams, to ensure effective collaboration and coordination.
Undertake field visits as required to support and monitor implementation of IDM operations and initiatives, such as the use of payment instrument tracker by CPs during distribution.
Contribute to strategic planning of IDM activities, including support to periodic review of regular operations against evolving context and WFP assurance best practices for all programmatic activities and modalities.
Contribute to regular engagements with UN sister agencies, INGOs, NGOs, and cluster on IDM topics, including registration, deduplication, and assistance coordination.
Support analysis preparation as required.
Support junior team members as and if required.
Any other business.
STANDARD MINIMUM QUALIFICATIONS
Education: Bachelorโs degree in a relevant area, such as data analytics, social science, social worker, computer science, internet technology, etc.
Experience: Minimum 6 years of relevant working experience.
Language: Fluency (level C) in in oral and written communication in Arabic and in English.
Knowledge & Skills
Knowledge of SQL and understanding of database concepts
Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
Experience working on cash projects
Strong communication and listening skills
Multitasking, organization, and prioritization skills
Proficiency in SQL, ability to code โ preferred
Knowledge of WFP Identity Management standards โ preferred
Experience with WFP tools and systems โ preferred
