Background
The Internal Displacement Solutions Fund (IDSF) supports strategic, collaborative and comprehensive engagement of United Nations country teams (UNCTs) under the leadership of United Nations (UN) Resident Coordinators (UN RCs) in managing internal displaced persons (IDPs)-centered initiatives aligned with national priorities, the 2030 Agenda, and Sustainable Development Goals (SDGs) achievement. IDSF priorities address causes of protracted internal displacement, ways of improving coherence and coordination in programming multi-dimensional solutions, and piloting methods of rapidly advancing IDP strategies and scaling them accordingly.
The IDSF was established in 2023 by the Office of the Special Adviser on Solutions to Internal Displacement as one of the commitments under the Secretary-General's Action Agenda on Internal Displacement. Launched in 2022, the Action Agenda sets out a common vision for stepped-up action to promote solutions to internal displacement, prevent future displacement crises from emerging, and ensure that individuals who are currently internally displaced have access to protection, assistance and early solutions.ย
IDSF stakeholders provide financing to leverage impact through:
Multi-sector, SDG-aligned and IDP-informed strategies that accelerate development planning and humanitarian responses for internally displaced people. Leveraging a whole-of-UN response using accountability frameworks and joint coordination mechanisms where peacebuilding, social cohesion, legal identity and economic inclusiveness are foundational elements. Deploying financing frameworks that link IDP solutions to long-term development planning and financing that is evidence-based.In line with the UN Secretary Generalโs Action Agenda on Internal Displacement, the Fund promotes national leadership and strategies that are fully inclusive in addressing the needs of IDPs, as well as leaving no one behind and respecting national SDG plans. Moreover, IDSF stakeholders support joint assessments, provide seed funding, pilot innovative solutions, support local partners in driving policy, legal, and institutional change.
Position Purpose
The Fund Secretariat hosted by the UN Development Coordination Office (DCO) is responsible for the operational functioning of the fund. The Secretariat provides technical and administrative support to the fundโs Steering Committee and follows up on all aspects of the allocation and project cycles within the fund as well as risk management and resource mobilization. The Fund Secretariat is embedded in the Hub for Coordination of Solutions to Internal Displacement hosted by DCO, as the successor arrangement following the end of the mandate of the Special Adviser on Solutions to Internal Displacement.ย
The Fund Programme Associate supports the Head of Secretariat (Fund Manager) in delivering on the overall responsibilities of the IDSF Secretariat. The incumbent will report to the Head of the Secretariat, working closely with the members of the inter-agency solutions Hub.

Facilitates learning and knowledge managementย
Assists the Fund Manager in capturing, codifying, synthesizing lessons and stimulating the uptake of best practices and knowledge, including the development of resource kits and other knowledge materials. Peer review, comment on, and seek to improve, the technical quality of projects, practices, guidelines, and the like. Works closely with the Solutions Adviser Facility member of the Hub to provide sound contributions to knowledge networks and communities of practice, organizing training and supporting knowledge management on solutions to internal displacement.Administrative and policy support to Fund Secretariat
Supports the Fund Manager in delivering the responsibilities of the IDSF Secretariat in line with the terms of references of the Fund.ย Provide guidance to Participating UN Organizations on project management, implementation, administrative procedures, oversight, and reporting, ensuring compliance with the Operations Manual. Supports preparation of narrative reports, overseeing the annual timelines and processes and guiding the Fund Manager accordingly.ย Drafts correspondence and assists in preparation of reports. Analyzes information on donors, collects background information for preparation of donorโs profile.Supports IDSF governing bodiesย
Assists in preparation of various presentations and background information on various Fund related matters.ย Coordinates and contributes to the development of briefing materials and reports.ย Organizes and prepares agendas and minutes of various meetings and tracks follow-up actions. Provides administrative and logistical support for events organized by the Fund. Coordinates the Technical Support Group, ensuring availability of required expertise and members, organizes technical review processes and conclude summary recommendations.ย Provides logistical and operational support to the IDSF Steering Committee.Supports the Fund Programme Cycleย
With the support of the Fund Manager, facilitates the fund programme cycle process from project proposal development, review processes and implementation and reporting.ย Provides coordination and validation support to the review of projects before final approval by the Steering Committee to ensure coherence, risk and quality management and to supervise the application of cross-cutting approaches of the Fund. Supports monitoring and control of operational risks, compile and synthesize monitoring results and outcomes for the Steering Committeeโs consideration. Supports consolidation of the narrative annual and final reports submitted by PUNOs. Supports the development and implementation of the monitoring, reporting and evaluation processes.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
