Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit Sohag and Aswan. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egyptโ€™s Country Strategy focuses on five strategic objectives. Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that โ€œChildren, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of changeโ€.

ROLE PURPOSE

The Greater Cairo & Delta Programme Area Manager is accountable for the delivery of a portfolio of Greater Cairo & Delta specific projects and supports the delivery of multi-PA projects, ensuring project objectives are achieved and resources are optimised by strengthening and promoting effective communication between CO and Greater Cairo & Delta program area office on all operational support deemed necessary for efficient project delivery/implementation. The Greater Cairo & Delta Programme Area Manager will also be responsible for managing the local stakeholdersโ€™ relationships including partners as well as community engagement. The Programme Area Manager will lead a multi-functional team based in Greater Cairo & Delta Programme Area and is expected to contribute to the Country Office strategy.

As a staff member of a child-centred international development and humanitarian organisation, the Programme Area Manager will commit to complying with Plan Internationalโ€™s standards and policies related to Safeguarding and PSHEA (Preventing Sexual Harassment, Exploitation and Abuse), gender equality, inclusion and diversity. DIMENSIONS OF THE ROLE

The Greater Cairo & Delta Programme Area Manager oversees the delivery of the area specific projects. He/she is responsible for managing the sponsorship participants (caseload) and sponsorship communications in the area as well as the development of equal and sustainable partnerships and relationships with local stakeholders:

Directly manage project managers and project coordinators for projects that are implemented in Greater Cairo & Delta, ensuring that they have the required support, guidance and resources to implement the projects according to organisational standards and project management best practices. Represent Plan International Egypt on local forums, venues and events with local partners, the Governorate and communities, ensuring the key strategic messages are conveyed in accordance with the Country Strategic Plan as well as Plan International principles and policies Use an integrated approach in project delivery ensuring the project resources in Greater Cairo & Delta and the Programme Area resources are optimised. Ensure that the operational costs to run Greater Cairo & Delta Programme Area are planned and allocated into the different projects for the location effectively, using a fair share costs basis Coordinate the different projects in Greater Cairo & Delta in a manner that optimises impact on the lives of the boys and girls in the communities (so that the whole is greater than the sum of the parts). Coordinate work with the country office department leads to ensure organisational requirements and procedures are met by the Programme Area team Ensure that the projects results and Planยดs Commitments to impact the lives of sponsored children and families are fulfilled, following the respective policies, procedures and systems Ensure the approved sponsorship participant plan (caseload plan) of Greater Cairo & Delta area is met in accordance with business rules and guidelines Contribute to the development of the country strategy and the annual planning process Ensure risks and issues arising from Greater Cairo & Delta Programme Area Operations are resolved, and, when necessary, escalated to the Country Leadership Team

ACCOUNTABILITIES

1. Programme Area portfolio management

Ensure that all projects in Greater Cairo & Delta Programme area, are implemented on time, on budget and within scope and in accordance with the organisational project management manual, tools and the project management standards Participate in the design of all projects to be implemented in Greater Cairo & Delta, aligning the intervention with the Country Strategy Programmesยด results and objectives and the area needs. Work with the Head of Programmes to create and effect matching of sponsorship and grant funding to maximise impact for sponsored communities Manage directly a team of project managers and project coordinators Coordinate the work of the support departments for Greater Cairo & Delta to meet the requirements of projects needs in a planned, organised and participative manner. Engage with the strategic stakeholders that are involved in cross cutting projects for Greater Cairo & Delta to facilitate project delivery and partnership development When required, represent Plan International in project forums, venues and events based on the requirement of the project Verify and, when needed, establish corrective actions to ensure the organisational systems (SAP, PMERL) are up to date In collaboration with Project managers and coordinators manage Greater Cairo & Delta project risks & issues ensuring mitigation measures and corrective actions are agreed with project teams and optimised across projects Escalate proactively projects risks and issues to the Country Leadership Team Support the Annual Plan and Budget development process by accurately determining Greater Cairo & Delta programme Area running and support staff costs to be added to the projects Ensure that the projects in Greater Cairo & Delta meet donorโ€™s requirements, agreements and contracts Ensure all projects are delivered according to the Organisational Safeguarding and PSHEA and Gender, Inclusion & Diversity policies

2. Stakeholder Management & Engagement and Influencing

Represent Plan International Egypt in any local forum, council, government venue, etc. to maximise programme and influence actions in Greater Cairo & Delta. Participate in the identification and assessment of strategic partners together with the Localization Manager and the Greater Cairo & Delta Programme Area Team Strengthen partners relationships by participating in annual partnership meetings and working together outside of the projects cycle. Collecting project ideas from partners and communities Proactively communicate Plan International Egypt results, achievements and objectives to strategic local stakeholders to maximise programme impact Define and establish the influence and advocacy objectives for the area Ensure influencing and advocacy objectives are incorporated into projects objectives

3. Sponsorship Management

Reach the sponsorship communication indicators and KPI for Greater Cairo & Delta to ensure NO sponsors satisfaction and retention. Manage Greater Cairo & Delta Programme Area sponsorship participants in accordance with the Country Office Caseload Plan Lead the integration of sponsorship and program to maximise impact Lead on any Phase in or Phase out planned for Greater Cairo & Delta according to the organisational sponsorship policies and Country Strategy and sponsorship participant ten year plan. Ensure the commitment to reach the communities where sponsored families live with programmes is achieved annually

4. Leadership & Staff management

Manages directly Greater Cairo & Delta Programme Area Team and promote a healthy, respectful and diverse work environment Resolve conflicts that may arise in Greater Cairo & Delta among project and departmental teams Lead the collaboration between Greater Cairo & Delta Programme Area and the Country Office Teams with a streamlined and clear communication approach For multi-location projects, support the delivery of projects that are directly managed by the Head of Programmes or other management representatives

Technical expertise, skills and knowledge

Qualifications/ experience essential:

A degree in Social Sciences, Development Studies or similar field. At least 7 years managerial experience with a proven record of success at a similar level preferably in an INGO sector. Understanding of integrated development issues, trends, challenges, opportunities and implications to community development Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization. Experience in leading team, coaching and mentoring, especially managing a large team.
