    Introduction

    The โ€˜Achieving reduction of child labour in support of education: Programme to reduce the worst forms of child labour in agricultureโ€™ (ARISE) project aims to contribute to the reduction and elimination of the worst forms of child labour in the agricultural and rural communities in Asia by strengthening the education and training systems to be more resilient, with provisions to better education and training opportunities to children, especially those in post-conflict zones and crisis environments. The project also aims to promote economic empowerment opportunities to the vulnerable and disadvantaged youth, including their extended families. The project supports efforts and facilitates reform at policy and regulatory framework for broad national impact and sustainability in these two countries: Myanmar and Philippines. At the same time, the project works towards ensuring impact at the individual level by contributing to poverty reduction and addressing inequality, especially in the worst forms of child labour. While each of the target countryโ€™s component adopts tailored strategy to address country-specific needs and goals, the target countryโ€™s components fall within the way forward in the fight against child labour as reported by Alliance 8.7[1] [2].

    The project receives technical overview and guidance from ILOโ€™s IPEC+ Flagship Programme. The objective of the IPEC+ Flagship Programme โ€“ in line with target 8.7 of the 2030 Sustainable Development Agenda, is to provide ILO leadership in global efforts to eradicate all forms of child labour by 2025 and all forms of contemporary slavery and human trafficking by 2030. As such, the project approach aims to encompass the following: (a) public policies and governance; (b) empowerment and representation; (c) partnerships and advocacy; and (d) knowledge and data provisions. In alignment and in view of the local context, the projectโ€™s interventions in Myanmar and the Philippines are designed to cover the three pillars as follows: (i) child labour reduction through improvements in the education services and opportunities; (ii) economic empowerment and social mobilization of farming communities; and (iii) improvement of the regulatory framework and institutional development for the elimination of child labour. In both countries, emphasis will be on children in the post-conflict zones and agriculture and rural communities, as child labour is prevalent in these environments and circumstances.

    The project also includes a regional component to facilitate the sharing of knowledge, experience and lessons learned not only among the two countries but also more broadly in the region to build a regional alliance against child labour.

    Within the policy and procedural requirements established by the ILO and the ILO/Japan Multi-Bilateral Programme, the Programme and Operations Officer will be responsible for the day-to-day management of the implementation and support towards the development and execution of any future programmes and activities to be developed. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the projectโ€™s financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas.

    Reporting Line

    The Programme and Operations Officer will be based in Manila, Philippines and work under the supervision of the Chief Technical Advisor and Coordinator of the ILO/Japan Multi-bilateral Programme (hereinafter referred to as CTA-Japan) and overall guidance of the Country Director of the ILO Country Office of the Philippines (CO-Manila). The Programme and Operations Officer will receive technical guidance and advice from the relevant Specialists in the Decent Work Technical Support Team for East and Southeast Asia and the Pacific (DWT-Bangkok) and FUNDAMENTALS.

    Description of Duties

    1. Assist the CTA in the planning and implementation of project activities in conformity with the project strategy, logical framework and plan of work and in accordance with ILO development cooperation and programming policies and guidelines as well as administrative and financial procedures.

    2. Monitor, coordinate and expedite project activities through exchange of information and discussions with technical, substantive and project staff, regular calls, virtual and face-to-face meetings with colleagues in DWT-Bangkok and relevant Country Offices in particular CO-Manila and ILO-Yangon, field visits, analysis of progress reports, and participation in reviews and evaluations. Prepare reports based on the information obtained as an input to corrective decision making and revisions.

    3. Design, monitor, evaluate and report on project activities and ensure effective coordination in collaboration with regional and country level programmes, to ensure integrated and comprehensive interventions.

    4. Participate in and organize national and sub-regional workshops on technical issues, identify training partner agencies for national and sub-regional activities, assist team in the design of action programmes, and monitor, backstop, evaluate and adapt them where appropriate.

    5. Conduct, revise and finalize, in collaboration with the DWT-Bangkok Specialists, the training manual development, survey on child labour.

    6. Establish, develop and design information systems covering ILO technical activities under the project and economic and social issues of relevance to the project, prepare periodic and ad hoc reports on the status of the planning and implementation, establish coordination with concerned ILO departments and programmes. Communicate the results of the project and set up systems for sharing knowledge through various communication channels.

    7. Under the guidance of the Country Director and CTA-Japan, maintain close liaison with the concerned Governments and employers and workerโ€™s organizations, private sector, civil society organizations, academia, and the donor, in the planning and implementation of activities under the project.

    8. Coordinate research and other knowledge development activities in consultation with the Sector Specialists and Technical Specialists from Headquarters departments as well as with colleagues in DWT-Bangkok and the ILO Country Offices, in particular CO-Manila and ILO-Yangon.

    9. Draft Terms of Reference for the recruitment of consultants for specific project outputs, assist in preparing related contracts, and monitor implementation.

    10. Provide thematic support to the IPEC+ Flagship Programme. Promote ILO policies regarding child labour and forced labour, equality of opportunity and treatment for women and men, and the relevant International Labour Standards. Support the production of tools and guidance for ILO constituents and stakeholders to advance decent work in elimination of child labour.

    11. Oversee the work of administrative and other support staff of the ARISE project, national officers, and any other international and local consultant hired during the course of the project.

    12. Monitor and expedite programme implementation funded by Japanese government under the guidance of the CTA-Japan and Director of CO-Manila.

    13. Conduct any other activities in line with the projectโ€™s objectives and plan of work and as may be assigned by the CTA-Japan and Director of CO-Manila.

    Required qualifications

    Education

    Advanced university degree in a discipline relevant to the position such as but not limited to a social science field, law, or economics. A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required seven years of experience stated below, will be accepted in lieu of an advanced university degree.

    Experience

    At least five years of relevant professional experience. Experience with development cooperation projects in developing contexts would be an advantage. Familiarity with ILO policies and procedures, including experience working with ILO constituents, development partners and international organizations at the global, regional and country level would be an advantage.

    Languages

    Excellent command of English.

    Competencies

    In addition to the ILO core competencies, this position requires excellent interpersonal and communication skills, good computer skills and good knowledge of project cycle management and procedures, from design to implementation and to monitoring, reporting and evaluation techniques and practices. It also requires:

    • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
    • Good knowledge of the role and operations of UN system activities for development.
    • Ability to negotiate persuasively with donor representatives. Ability to justify requirements and approaches to problem resolution.
    • Ability to draft well project documents and evaluation reports. Draft clearly and concisely, both for the purposes of preparing communication materials and project proposals, providing advisory services and preparing reports and studies.
