The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) coordinates effective and principled humanitarian response and ensures that relief assistance reaches the people in need in a timely manner.
The Regional Humanitarian Fund for Eastern and Southern Africa (ESAHF) was established to strengthen timely response to affected communities by enablingย national and international NGOs and United Nations agencies to rapidly obtain funding for their humanitarian programs based on needs prioritized based on Humanitarian Response Plans and other strategic documents, and to fill gaps and/or begin to be operational. A Country Envelope was opened in Mozambique.ย Other funding envelopes for other countries could be established in the future, depending on the interest of donors, the capacities of operational partners, and humanitarian needs. Management of the Regional Fund and its accompanying Country Envelopes falls under the Regional Humanitarian Financing Unit (RHFU) based in OCHAโs Regional Office in Nairobi.
Position Purpose:ย
The Programme and Monitoring Officer will thus form part of the RHFU under the leadership of the Regional Fund manager, working on the Mozambique Envelope. Under the overall guidance of the OCHA ROSEA and the OCHA Mozambique HoOs and direct supervision of the Regional Fund Manager, the Program and Monitoring Officer will participate in the overall implementation of the Fundโs Accountability Framework and work in close collaboration with the Regional Office and the RHFU as well as with the OCHA Mozambique Office. He/she will be based in Pemba, Cabo Delgado and will be expected to travel extensively to the Fundโs project locations to assist with the implementation of the Fundโs Accountability Framework as well as provide support in partnersโ capacity building.
Key Duties and Accountabilities
1.) Contribute to the effective management and coordination of the ESAHF Mozambique Envelope
Under the supervision of the Regional Fund Manager, contribute to the planning and execution of the Fundโs eligibility process and capacity-building activities for ESA HF Mozambique partners and other stakeholders as required.ย Participate in the development and prioritization of humanitarian needs analysis to inform allocations. Support all stages of the project allocation process. This includes supporting and guiding the different stakeholders during allocation processes by providing information on procedures and good practices; assisting in the analysis of project proposals and the organization of strategic and technical review processes in accordance with the rules of the Fund's operational manual; and support in the finalization of project proposal and any other documents related to the allocation of funds to partners.ย Support with the ESAHF Mozambique Advisory Board meeting preparations, minutes, and follow up of relevant issues, in collaboration with the OCHA Country Office. Support in the overall management of the GMS and ensure that the system is up to date. Act as focal point for clusters, including supporting Cluster Coordinators and implementing partners on the fund tools and processes. This includes taking part in cluster meetings to ensure that the project selection process meets criteria of transparency, inclusiveness and objectivity. Participate and represent the RHFU at coordination meetings in Mozambique (e.g. ICCG, AHCT, sectoral meetings, etc.) Support in the preparation of evaluations, reviews and studies as requested by the HC and governing bodies, ensuring due consultation with the Regional Fund Manager, OCHA Mozambique office and relevant HQ sections; Provide translation English/Portuguese, including during training, meetings, of documents etc. and as needed Support and implement standardized policy in line with HQ guidance and decisions; Perform any other duties assigned by his/her supervisors.2.) Contribute to the implementation of the ESAHF accountability framework in Mozambique through cross-cutting support with the ESAHF assurance activities, focusing on achievement of the following results:
Contribute to ensuring compliance with the operational modalities and assurance activities in place for the Fund. This includes providing support in ensuring compliance with monitoring and reporting requirements at project level as well as organizing and conducting periodic field visits to Fund project locations, including promoting knowledge and supporting in the appropriate use of the Fund. Field visits should focus on key actors (i.e. OCHA field colleagues, recipient organizations, local governments, communities); Systematically provide information on project status to the Regional Fund manager, HoOs and the HC, donors, and relevant governing bodies of the Fund; Support in the drafting and updating of the ESAHF governance documents, programme manuals etc. as well as the Fundโs Annual Report.3.) Contribute to the external communications relevant to the ESAHF Mozambique Envelope:
In collaboration with the OCHA ROSEA and OCHA Mozambique Communications units as well as with support from relevant OCHA HQ sections, document and disseminate results and best practices of the Fund across internal and broader audiences through Annual reports and information and communication products/pieces (i.e. bulletins, feature stories, photographs/videos, web-sites, etc.) Liaise with OCHA field offices and recipient organizations in order to disseminate full information on Fund activities. Education:
Advanced University Degree (masterโs degree or equivalent) in International Relations, Political Science, Economics, Business Administration, Project Management or related Social Sciences is required.ย OR
Experience, Knowledge, and Skills:
Minimum of 2 years (with masterโs degree) or 4 years (with bachelorโs degree)ย of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, project management, budget management, monitoring and evaluation, or other related areas is required. Experience in the UN common system, humanitarian emergencies in the field, project management/supervision, monitoring and evaluation, and administration is desirable Experience in drafting project documents and guidelines pertaining to humanitarian assistance is desirable. Strong experience in the humanitarian cluster system particularly being part of a cluster secretariat at national or being a cluster focal point at state/field level is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling web-based management systems is desirable. Active exposure to pooled funding mechanisms is an advantage.Language Requirements:
