BACKGROUND

Plan International is an independent development and humanitarian organization that advances childrenโ€™s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia was established as a national entity of Plan International in Indonesia. YPII is currently implementing it's Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the countryโ€™s purpose is in line with the global Plan Internationalโ€™s Purpose โ€œto advance childrenโ€™s rights and equality for girlsโ€. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programs and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of the VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, an NGO like Plan Indonesia, has to adapt and innovate to ensure that we stay relevant, impactful, and sustainable.

ROLE PURPOSE

The Programme Quality, Development & Partnership Director is a strategic and critical post to ensure that Plan Indonesia stays relevant, impactful, and financially sustainable. This post plays a central role in ensuring that Plan Indonesiaโ€™s development program and influencing are relevant to the needs of children and young people, especially girls and young women, in Indonesia, and the common agenda of development actors and donors. This post is designed to ensure that Plan Indonesia and all its staff, youth champions, and volunteers are able to show evidence of Plan Indonesiaโ€™s programs and influencing impact. We envisioned that this post would strengthen Plan Indonesiaโ€™s position as the strategic partner of choice of key development and humanitarian stakeholders. Lastly, the post is a crucial element to realize Plan Indonesiaโ€™s ambition to be a learning organization.

DIMENSIONS OF ROLE

  • The post holder reports to the Executive Director of Plan Indonesia
  • This position is part of the Country Leadership Team (CLT) and plays a key role in ensuring the achievement of CS5
  • The post holder will be accountable for the quality assurance of the development and reporting of Plan Indonesiaโ€™s programs, which are gender transformative and child /youth-centered, in coordination and collaboration with the Programme Implementation Director. There is a focus on strategic partnerships, learning, and innovations for developing a more coherent cross-thematic, tech-savvy, and nexus (development-humanitarian) programming.
  • S/he will play a key role, together with the ED, and supported by the Partnership Cluster, in external engagement to position with strategic partners such as government, allies and major donors, youth organizations, private sectors, institutions, universities, both local and international, including other Plan International NOs, Regional Hub, and Global Hub.
  • The post holder contributes to the achievement of management objectives and to YPIIโ€™s regional and global agendas, as well as adherence to YPIIโ€™s policies especially related to Safeguarding Children and Young People and Gender and Social Inclusion (GESI).
  • S/he will have 6 direct reports and manage some departmental budget
  • The role requires strong conceptual and analytical thinking, high ability to communicate effectively with a diverse range of stakeholders, openness and appetite for learning, as well as understanding of the importance of compliance.

    KEY ACCOUNTABILITIES

    Quality Assurance of CS5, Programme Delivery and Grant Management

    • Lead CS5 reporting, review and evaluation as well as annual plans and quarterly and annual reporting according to CS5, ensuring coordination of all relevant internal stakeholders.
    • Provide oversight with the establishment and maintenance of monitoring and evaluation (M&E), accountability and information-management systems, as well as research and learning processes and products to inform adaptive management and promote thought leadership.
    • Provide oversight to ensure grants reports and evaluation are of high quality and submitted timely
    • Promote understanding and adherence of all units to Planโ€™s management standards, and coordinates the reporting of these standards
      • Work together with the other Departments to ensure that projects are being managed according to Plan Indonesiaโ€™s business process
      • Work with the CLT to foster and champions a culture of evidence gathering and learning across the organisation

        Programme Development and Innovation

        • Provide oversight the development of high-quality, competitive and impactful proposals, contributing to gender transformative changes and sustainable and measurable impacts on the lives of CAY especially girls and their communities.
          • Direct the innovation of new program development and solicit inputs for the same both internally and externally;
            • Lead the collaboration with the Resource Mobilisation Department to access new business development through innovative financing mechanisms
              • Lead the Partnership Cluster and work together with other CLT members and advisors to analyse current industry trends to identify new product development to strengthen Plan Indonesiaโ€™s financial sustainability

                Leading Strategic Partnership

                • Define Plan Indonesiaโ€™s Partnership Strategy
                • Oversee that all departments/units establish good practices of partnership management aligning with Planโ€™s Guidelines for Building Better Partnership, and following Plan Indonesiaโ€™s business process, from partner assessment process, contracting to reporting, capacity building and evaluation of partnership
                • Provide strategic direction for partnerships with governments, private sectors, major donor, youth organisations, universities, institution, partner agencies, local and international NGOs; and National Offices, Global initiatives relevant to programme needs
