Job Overview: The IRC serves as โreplacement designeeโ for Kansas, administering the Refugee Cash and Medical Assistance (CMA) program and Refugee Support Services (RSS) program outlined in Office of Refugee Resettlement (ORR) regulations through the Kansas Office for Refugees (KSOR), based in Wichita. The Program Manager is responsible for maintaining program quality and ensuring client access for KSOR-funded partners in the implementation of ORR-funded programs. The Program Manager supports quality assurance activities, training, policy interpretation, monitoring, evaluation, and the provision of technical assistance. The Program Manager also provides critical support in assisting with the maintenance of program manuals, forms and materials, as well as drafting portions of donor reports. In addition, the Program Manager is responsible for implementing the Wilson Fish TANF Coordination project (WF TCP). This position reports to the Senior Program Officer and will work closely with other KSOR staff as needed.

Major Responsibilities:
Program Development
Support the strategic planning and design of ORRโfunded integration programs to meet the needs of refugees in Kansas. Assist in development of the KSOR Annual Outcomes Goal Plan and KSOR Annual Service Plan for submission to ORR. Support the development of content for funding applications, as appropriate. Contribute to the preparation and review of KSOR funding opportunities, partner plans of operations, proposed outcomes, and budgets. Coordinate with KSOR team to consider fiscal year funding allocation decisions. Remain current on all federal regulations related to the program portfolio and ensure that all programs operate within corresponding federal regulations and guidelines. Manage the implementation phase of the Wilson Fish TANF Coordination project for Kansas.Program Monitoring, Analysis and Evaluation
Ensure program quality and client access to KSOR-funded programs in Kansas. Ensure that the RSS and WF TCP programs operate within federal and state regulations. Ensure that KSOR program activities are monitored monthly; share analysis with KSOR staff and partners on a regular basis. Implement desk monitoring and quality control of sub-grantee activities. Immediately raise all compliance concerns with the Senior Program Officer. Actively participate in onsite and/or remote monitoring activities including conducting case file review, activity and service observations, staff and client interviews, exit meeting preparation, and report development. Collaborate with the Partnership department to ensure effective communication and resource sharing in underserved communities.Partner Training and Capacity
Serve as central point of contact for all stakeholders regarding a portfolio of programs. Support program implementation through regular, systematic review and update of procedural manuals and forms. Identify training needs related to the delivery of KSOR-funded programs in the state. Coordinate and facilitate training designed to improve program quality and service delivery. Provide technical assistance and troubleshooting related to RSS and WF TCP programs to partners throughout the development and life cycle of the contract. Meet regularly with partners to discuss progress and challenges relate tp meeting program goals.Reporting
Review all program reports and data to track program outcomes. Support the collection, organization, and analysis of statistics and trends related to contract deliverables for reporting purposes and identify partner technical assistance needs. Support the development of all program reports including the semi-annual report narratives, Annual Outcome Goal Plan, and Annual Service Plan.Community Engagement
General
Support office-wide administrative and critical initiatives. Other duties as assigned by supervisor.Job Requirements:
4โyear college degree in relevant field required. 2-3 years of experience with federal program oversight (preferably ORR programs), monitoring, compliance and reporting. 1-2 years of prior people management experience desired. Experience with refugee populations or other similarly vulnerable populations strongly preferred. Excellent diplomatic and crossโcultural skills, with the ability to work together with a variety of stakeholders across multiple teams. Program development and implementation skills desired. Excellent analytical skills; experience analyzing and interpreting data for program development and reporting purposes. Selfโstarter with excellent problemโsolving skills combined with the proven ability to multiโtask, prioritize duties and manage time effectively. Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred. Fluency in written and spoken English.Working Environment***:***
Standard work environment. Expectation to travel within local community for partner meetings and events. Expectation to occasionally travel and participate in meetings throughout the state.
Compensation: (Pay Range: $55,282 - $65,712) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
