1. Objective of the assignment
The assignment is located in the Office of the Deputy Director General (ODDG) of the Regional and National Development Sector. The ODDG supports the Deputy Director General (DDG) to enable him to fulfill his functions smoothly and effectively.
The Regional and National Development Sector leverages its unique knowledge of and engagement with Member States and regions to reinforce the more effective use of IP for growth and development. ย It does this by connecting the expertise, services and tools that WIPO offers with the needs and priorities of our Member States and national and regional stakeholders.
The Program Consultant facilitates the coordination of the work of the Sector and contributes to the management of the ODDG.
The incumbent will work closely with colleagues in the ODDG as well as in the Department for Development Cooperation, WIPO Academy, the Development Agenda Coordination Division and the Division for External Offices and Least-Developed Countries, Land Locked Developing Countries and Small Island Developing States in support of the effective and efficient functioning of the Sector.ย
2. Deliverables/services
a. Oversee the preparation of Deputy Director General's diplomatic and other engagements with stakeholders in Geneva, particularly external stakeholders including Member States.
b. Coordinate and plan visits of the Deputy Director General outside of Geneva, including the final approval of briefings and talking points prepared by technical areas and ensure timely follow-up on commitments made.
c. Draft speeches and/or talking points for Deputy Director Generalโs interventions in official events.
d. Facilitate the information flow across the Sector and contribute to mandate implementation through the provision of advice and recommendations on proposals and memoranda from RNDS Divisions.
e. Coordinate the preparation of the Sector's planning and budgeting processes in line with WIPO's results-based framework, ensuring compatibility with work priorities and objectives, coherence, and quality.
f. Provide expert advice for the effective implementation of RNDS communication tools and messages within RNDS and/or on RNDS/institutional and governance issues, working closely with WIPO's media team.
g. Oversee the preparation of programmatic documents and reports, including WIPO performance report, risk assessments, annual work plans, and program and budget reports.
h. Work for the effective financial utilization of resources allocated under the Office of the Deputy Director General and ensure the required financial closure, according to WIPO rules and regulations.
i. Support the Deputy Director General as part of the core team in delivering successful high level and governing body meetings, including the WIPO Assemblies.
j. Support to the Deputy Director General of RNDS as required.
3. Profileย
Education (Essential)
- University degree in Law, Public or Business Administration, International Relations, Economics, Communication studies, Social Sciences, Development, or a related discipline.ย
Experience (Essential)
- At least 4 years of relevant professional experience, including in the areas of project management or program coordination.
Experience (Desirable)
- Experience of working with senior management or in a front office environment.
- Experience working with a range of countries, including developing and least-developed countries and emerging economies.
Language (Essential)
- An excellent knowledge of spoken and written English.
Language (Desirable)
- Knowledge of another UN language.

5. Duration of contract and payment
The length of the consultancy will be 8 months (April 1 to December, 2025). Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).
