This position is based in the Palestine Country Office (PAL CO), operating within WFPโs Supply Chain function. The incumbent will work under the direct supervision of the Head of Procurement and in close coordination with Programme, logistics, and other functional units to ensure timely and compliant procurement of food commodities and nonโfood goods and services. The role supports the delivery of WFPโs operations in a complex environment characterized by multiple stakeholders, diverse supply markets, and frequent emergency response requirements. The consultant is expected to operate with a high degree of independence in executing procurement actions, while adhering to WFP rules, regulations, and ethical standards, and to provide functional guidance to team members as needed to maintain continuity and efficiency.
JOB PURPOSE:
To collect, analyze and report on information to maximize efficiency of procurement operations and activities.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and WFP standards.
- Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services.
- Execute end to end procurement actions for both Food and Non-Food portfolios (GS/NFI, services, leases, simple works), from market research and solicitation through evaluation, negotiation/award and PO/contract issuance, in line with WFP rules and the Supply Chain strategy.
- Coordinate with inspection/superintendent firms and internal quality/logistics counterparts to ensure specification conformity, quantity/quality verification and timely resolution of non-conformities; escalate issues per SOPs.
- Produce timely category dashboards and market intelligence (prices, lead times, supplier performance) and contribute insights to procurement plans and risk registers to support operational decision making.
- Track and analyze data to provide recommendations for process improvement.
- Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
- Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
- Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc. to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
- Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed goods and services to affected areas at the onset of the crisis. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
- Temporary Delegation โ Officer-in-Charge (OiC) Head of Procurement.
- During periods of absence of the Head of Procurement, the incumbent may be designated as Officer-in-Charge (OiC), assuming oversight of the full procurement portfolio. This includes:
- Supervising procurement staff and ensuring continuity of operations.
- Representing the Procurement Unit in interdepartmental coordination and external communications.
- Approving procurement actions within delegated authority and ensuring compliance with WFP standards and donor requirements.
- Other as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Experience with procurement activities (purchasing, vendor research, etc.).
- Experience conducting cost analyses.
- Experience working with vendors or other partners.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional 2 years of related work experience and/or training/courses.
Experience: Minimum of three years of relevant postgraduate experience related to procurement activities.
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
