Position Overview:

The Portfolio Lead works in collaboration with the Director of Policy and Partnerships to guide strategy, planning, implementation and performance monitoring across Partners In Health Liberia鈥檚 portfolio of grant funded projects.

The Portfolio Lead is a strategic partner to finance, clinical, nursing, community health, monitoring and evaluation leadership. S/he is accountable for building structures that support coordination and delivery of grant funded initiatives across departments. S/he is a problem solver and people person, able to transform challenges into opportunities that deepen partnerships, strengthen systems, support learning, drive innovations and project scale-up.

The Lead will directly backstop priority projects, positioning Partners In Health for impact and funding renewal. S/he will manage a portfolio officer and project manager(s).

Essential Duties and Responsibilities:

Portfolio Internal Management

Directs activities for a portfolio of projects spanning multiple geographic and technical areas, ensuring adherence to effective project management practices

Establishes a dynamic work environment that promotes team empowerment and shared accountabilities for functional design and delivery of projects within the assigned portfolio

Establishes portfolio performance metrics which support and measure the sustained delivery of services against organizational needs / objectives / strategies

Works closely with technical leads in other departments to troubleshoot issues as/when they arise

Acts as the main point of contact for resolution of escalated issues or sensitive, confidential matters with high risk and impact to the organization for assigned portfolio with the Director of Policy & Partnerships

Sets up knowledge management systems that ensure that learning is shared across the portfolio

New Leads & Proposals

Provides key informational input for to support go/no go decisions for proposals

Builds and maintains strong relationships with donors and works with P&P team to position Partners In Health for new projects that further advance the organization鈥檚 strategic plan

Ensures project teams have updated work plans that they actively implement

Serves as the Project Lead for new proposal development within the assigned Portfolio area, providing budget inputs, conducting budget reviews and developing management plans with Technical Leads

Mentors staff in portfolio team

Serves as technical writer for new proposals as needed.

Start-Up Activities

Oversees start-up of new grant funded projects, including grant launch meetings, onboarding of new project staff, etc.

Analyzes the feasibility and potential impact of new initiatives, process improvements, solutions; provides recommended course of action

Leads project management trainings for implementing teams

Implementation & Control Activities

Establishes and monitors portfolio level performance metrics which support sustained delivery in line with organizational strategy and theory of change

Ensures project teams are implementing and tracking quality standards that ensure deliverables are on time, within scope and budget and uphold PIHs reputation as a strong care delivery partner

Acts as key partner and contributor of deep knowledge expertise within assigned area for the development, design and delivery of effective programs, plans, policies and / or advice in support of broader functional and organizational strategies

Monitors and communicates the effectiveness of plans, programs and practices to Executive Leadership Team

Relationship Management

Develops and maintains strong relationships with donor and partners in the portfolio and serves as main liaison

Partners with portfolio officer, Resource Mobilization Lead and Grant Manager to establish and/or enhance working parameters/guidelines/processes and troubleshoot issues

Leverages partner coordination platforms and technical working groups to facilitate learning and exchange on program approaches, logistics and broader strategies

Close-Out Activities

Tracks close-out activities within portfolio to ensure they are managed according to internal processes and donor guidelines

Conducts After Action Reviews for closed out projects

Work with country/program teams to develop future funding scenarios as needed

Supervision

Supervises Portfolio Officer and Project Managers

Responsible for the management of team members providing leadership, guidance, coaching, mentorship and counselling where needed

Grows team expertise to align with organizational demand and direction while assessing team skills / capabilities and continually looking for ways to provide / enhance the value delivered

Leads a high-performing team and provides ongoing feedback and performance reviews

Tracks, monitors and effectively addresses performance of team members

Manages employees in compliance with all HR policies, procedures and guidelines of conduct
