The Portfolio Director is a member of the Senior Management Team for the Middle East and North Africa, Eastern Europe and Latin America and the Caribbean (MENA-EE-LAC) regional office. This position has accountability for countries and projects in the MENA sub-region. The position also supports the entire MENA-EE-LAC region in the sharing of project data and knowledge and systematic collection and utilization of business intelligence and local insights. The position will report to the Vice President for the MENA-EE-LAC region.

Country and Project Oversight: The primary responsibility of the Portfolio Director is to develop, implement and oversee management of projects in the MENA sub-region. This includes ensuring operational and financial performance and project results, generating funding to sustain the organization and fulfill its mission, and maintaining compliance with relevant regulations and policies. The Portfolio Director provides operations oversight and is a primary FHI 360 representative across multiple sectors for the MENA sub-region. Liaises as appropriate with government agencies, country missions, local government(s), international organizations, and other funders and stakeholders. Contributes to FHI 360’s business and resource development efforts in the specified geography/countries and ensures or leverages landscape scoping and analysis and strategic planning. Provides program and project management services including mentoring, project management best practices, tools, and templates. Organizes cross-functional and inter-regional activities ensuring efficacy of the project(s)/programmatic objectives.
Project Knowledge, Business Intelligence and Local Insights, M&E and Communication: The Portfolio Director works across the MENA-EE-LAC region to enhance knowledge sharing, improve country and regional level insights, and ensure effective internal and external communication. Promotes effective use of data, identifies and facilitates sharing of key technical approaches, and collaborates with corporate teams as appropriate. Keeps abreast of country-level business intelligence across the MENA-EE-LAC region and communicates to Business Development and Partnership leads.
The MENA-EE-LAC Regional Office is a majority virtual unit. Candidates based in the Middle East and North Africa will be favorably considered.
Management:
Supervise Country Representatives and Project Directors/Chiefs of Party for a portfolio of projects as assigned (within MENA sub region)
Manage project knowledge and local insights, M&E, and communications staff aligned to FHI 360’s strategy and regional approach.
Regular communication with country representatives and country teams, both for oversight and management of projects in assigned portfolio and in support of knowledge sharing, communication, and use of data across the MENA-EE-LAC region.
Provide budgetary and financial management oversight across assigned portfolio, identify challenges, and coordinate resolution of issues in collaboration with MENA Project Management Unit and Finance team members.
Regular client feedback and interface.
Thought Leadership through Local Insights:
Initiate and manage regional knowledge exchange and thought leadership events
Participate in evaluations, needs assessments, and technical assistance visits as needed.
Support countries within MENA-EE-LAC region to develop tactical approaches to sharing knowledge derived from projects, adjusting if/when needed dependent upon country landscape and, when relevant, available funding.
Ensure appropriate channels and systems for sharing project knowledge and business intelligence throughout the MENA-EE-LAC region, both within the organization and through external thought leadership.
Provide oversight and quality assurance of project-level strategic information, monitoring and evaluation, implementing agency monitoring, and annual workplans (based on the defined technical strategy).
Support projects in defining and implementing research agendas, including ensuring appropriate submission of protocols to the Protection of Human Subjects Committee (PHSC).
Internal and External Communications:
With the Communications Specialist, ensure quality internal and external facing outreach and communications for the MENA-EE-LAC region.
Organize knowledge sharing events (internal and external)
Coordinate newsletter articles, success stories, and other creative approaches of sharing MENA-EE-LAC successes, insights, and lessons learned.
In coordination with the MENA-EE-LAC Vice President, host team building events such as storytelling and sharing approaches to solidify team spirit across the sub regions.
Business Intelligence and Development:
Actively engage with country leads across portfolio to track trends and opportunities.
Maintain active networking throughout the MENA sub-region
Develop tools, templates, or other approaches to track operational environments and opportunities across the portfolio, analyze findings, and communicate results and trends.
Review and participate in proposal development, particularly related to local context..
Contribute to bid pursuit decisions, based on technical and geographic priorities.
