Mission and objectivesUNDP is the United Nationsโ lead agency on international development. We support countries and communities as they work to eradicate poverty, implement the Paris Agreement on climate change and achieve the Sustainable Development Goals. We advocate for transformative change, and we connect countries to the resources they need to help people build a better life. Additionally, UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDPโs policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network, a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Since 2022, UNDP Rome Centre and the Italian Ministry of Environment and Energy Security have started to work together on the policy areas of energy transition and youth-led climate action. The central purpose of the Rome Centre is to ensure the effective implementation and further development of the strategic partnership between UNDP and the government of Italy across the objectives of sustainable development and, in doing so, advancing the broader partnership between UNDP and G7 and G20 countries, having already worked alongside the Italian Presidency of the G7 throughout 2024.
ContextThe Rome Centre focuses on the critical policy areas of climate finance, youth engagement in climate action, and energy for development. These objectives are pursued through the effective implementation of its three main programmes: the Platform for Investment Support and Technical Assistance (PISTA); Youth4Climate; Energy for Growth. The Platform for Investment Support and Technical Assistance (PISTA) aims to mobilise finance for climate, energy and the environment. Specifically, PISTA aims to originate projects that contribute to the decarbonization efforts of developing economies and to their transition to climate-resilient economies, and it aims to catalyse international financial resources toward these initiatives. Matching impactful projects with investors and capital providers goes hand in hand with the engagement with financial institutions โ both institutional and private โ at Italian and global level. In its first Call for Applications, PISTA selected 16 projects, to which it will provide technical assistance throughout 2025 with the goal of strengthening their bankability โ from developing financial models, to enhancing environmental and social impact management, to more ad hoc project support. While its first call for proposals was opened to 23 countries in North and Sub-Saharan Africa, as it develops, PISTA will expand to other regions and continents. Youth4Climate promotes youth engagement in climate action, contributing to SDG13. Youth4Climate supports the implementation of youth-led and youth-inclusive solutions to environmental and climate challenges, both financially and through capacity development. It also gives young people around the world who are committed to fighting climate change a platform to engage with policymakers and global leaders. Energy for Growth (E4G) aims to promote access to sustainable energy in developing countries, contributing to SDG7. The goal of the initiative is to assist partner countries in unlocking finance to scale up the diffusion of clean energy solutions, increase access to energy and boost the energy transition. E4G aims to foster the mobilization of public and private capital toward projects aligned with the international policy agenda and the Sustainable Development Goals. It does so by connecting UNDP's capacity and connections in emerging economies and developing countries with the public-private ecosystem of Italy and other G7 countries, in the crucial sector of energy.
Task DescriptionThe Rome Centre for Climate and Energy needs to hire a Program & Partnerships Analyst to work in the Platform for Investment Support and Technical Assistance, with a specific focus on the Bilateral Cooperation Window. The Program & Partnerships Analyst will report to the PISTA team lead and in close coordination with the full PISTA team; She/he will engage with other Rome Centre colleagues as needed. The scope of work over the course of the period may vary depending on the specific assignment and development of the programme. โข Program Development and Strategy. Support in the further development and operationalisation of PISTAโs Bilateral Cooperation Window (BCW), in close coordination with the Italian government, through smooth coordination with UNDP Country Offices, regional bureaus, thematic hubs and other relevant teams in UNDP which aim at implementing projects in the areas of climate change, clean energy and the environment. Additionally, the National Volunteer will support in the operations linked to the PISTA programme as a whole, with work associated to the PISTA at large. โข Partnerships, Communication, and donor engagement. Support engagement with the Donor (Italian public administration), Country Offices, Regional Bureaus, and project teams, ensuring close coordination, smooth communication and partnership building. The Volunteer will assist in preparing workshops and presentations, both in terms of logistics and material. โข Reporting, monitoring and evaluation activities. Assist with any reporting associated to PISTA to ensure the alignment between objectives and results. This includes project-level activities, in coordination with relevant teams, and programme-level activities. Duties may include the timely publication and dissemination of reports against PISTA milestones and KPIs (Key Performance Indicators). โข Project Management. Assist in the engagement with UNDP Country Offices on specific projects and initiatives, liaising between Project teams and different UNDP or Donor teams (e.g. Operations, SES, Gender, among others) when required. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the PISTA Team, the Rome Centre, and the Organisation. Living conditions and remarksRome is the capital of Italy. It is a is predominantly Roman Catholic city, located in the central western portion of the Peninsula in the Lazio region. It is one of the most populous cities in Europe with 2,872,800 residents. It has a Mediterranean climate with cool, humid winters and warm, dry summers. Moreover, it offers a diverse population, with predominance of immigrants with Polish, Ukrainian and Albanian origins. Housing, particularly in the centre of cities, is very expensive, average price for one-bedroom apartment is between 700โฌ and 1.000โฌ per month. Utilities (gas and electricity) are usually not included in the rent. Crime levels are generally low but there are higher levels of petty crime. As a matter of general safety, it is best not to loiter around Termini Station or in metro stations at night, and donโt walk alone at night in unknown areas. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteerโs service.
