Work LocationHome-based with travel Expected duration01 January to 30 June 2026 Duties and ResponsibilitiesAbout 90 percent of the worldโ€™s cargo is transported in maritime containers, but customs authorities physically inspect less than 2 percent of these shipments. Successful interdiction is difficult due to the sheer volume of containerized trade, alongside the constant evolution of sophisticated concealment measures and diverse routings adopted by organized crime groups. This creates significant opportunities for illicit activity, ranging from duty evasion and quota circumvention to the smuggling of protected timber, wildlife, nuclear materials, weapons, and narcotics. Likewise, increasing global aviation connectivity presents risks, as organized criminal groups exploit air passenger and cargo channels. To effectively manage these risks, the only viable approach is through intelligence-based risk analysis combined with detection technologies; this enables authorities to target high risk consignments and passengers and conduct physical inspections only where necessary. In 2025, the Passenger and Cargo Control Programme (PCCP) was established by merging the UNODC WCO Container Control Programme (CCP) with the INTERPOL WCO Airport Communication Programme (AIRCOP). The programmeโ€™s objective is to improve the capacity of Member States and their law enforcement agencies active at air, sea and land borders, to disrupt illicit flows of containers, cargo and mail, intercept high-risk passengers and identify victims of trafficking, while facilitating legitimate trade and the movement of people. To this end, PCCP builds high-risk cargo and passengers risk assessment, identification and inspection capacities through establishment of nationally owned Port Control Units (PCUs), Air Control Units (ACUs) and Land Control Units (LCUs), staffed by customs, police, and other law enforcement officers. The programme is rolled out in multiple phases from initial technical needs assessments, through establishment of specialist units, to training and ongoing operational support, with a strong emphasis on intelligence-sharing and interagency cooperation at both national and international levels. The consultant will provide targeted assistance to the MENA team. This will include drafting and finalizing donor reports for the regional programme, developing funding proposals and concept notes to sustain and expand activities, and providing operational and drafting support for implementation of PCCP in Lebanon. This includes dedicated fundraising support for the MENA region, as well as technical drafting, communication outputs, and operational support for the implementation of activities in Lebanon under the recently extended German-funded project, including gender-focused components. Qualifications/special skillsAn advanced university degree (Masterโ€™s degree or equivalent) in the fields of social science, criminology, humanities, law or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work experience A minimum of two years professional experience in the area of crime prevention, corruption, criminal justice, organized crime, law or related areas is required. Work experience with the United Nations or related organizations is desirable. Demonstrated experience in research on crime, illicit drugs, corruption, the rule of law, supply chain security, including the issue of smuggling in shipping containers, or related areas is desirable. Excellent drafting, organizational, and interpersonal skills are desirable. Coursework in programme management, logical frameworks, workplans and fundraising is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
