Peace Building Fund - Assistant Project Coordination - Local Individual Contractor

General Background of Project or Assignment:

The project โ€œAt once! Transforming my communityโ€ funded by the United Nations Peacebuilding Fund will be implemented in El Salvador between February 2023 and December 2024 by UNHCR, the UN Refugee Agency, the International Labour Organization, ILO, and the United Nations Development Program, UNDP, in collaboration with the Office of the UN Resident Coordinator, as well as the Ministry of Foreign Affairs (MRREE), El Salvadorโ€™s Agency for International Cooperation (ESCO), and the Directorate for Social Cohesion.
Historical violence faced by communities in El Salvador caused cycles of exclusion that disproportionately affect young people, and which triggers displacement and violence. The consequences of these factors limit opportunities for young people, constraint the development of communities and the consolidation of peace.
The project, focused on promoting coexistence and peaceful conflict resolution, will help people, communities and institutions historically affected by violence, it will empower them, and it will strengthen their capacities. Furthermore, it will allow young people to become agents of change as co-creators of initiatives along community, institutions, the private sector, and other actors. The promotion of opportunities, the inclusion of the young population, and the institutional strengthening will boost dynamics contributing to prevent violence.
The intervention contributes to generate solutions for people affected by violence through a comprehensive approach that correlates the generation of individual and community-based resilience with the promotion of participation, cohesion, and opportunities.
The initiative will promote the creation or strengthening of safe spaces, empowered communities that contribute to the consolidation of peace and to the promotion of individual, collective and institutional transformations while considering the specific circumstances affecting young people, women, the LGTBIQ+ population, among others, to ensure no one is left behind.

Overall Purpose and Scope of Assignment:

Under the direction and supervision of the Lead Agency (UNHCR), the Project Coordinator will be responsible for all actions assigned to the Coordination Unit defined by the project document. The Coordination Unit will be located at UNHCR, as the leading agency for the joint programme. The Coordination Unit will receive the catalytic support of the specialized units of External Relations Protection and Operations to ensure the adequate achievement of its responsibilities.
The Coordination Unit will be responsible for the execution of this joint programme in accordance with the PBF guidelines, in coordination with the ILO and UNDP liaisons and in collaboration with the Office of the Resident Coordinator of the United Nations System in El Salvador and its Peace and Development advisor.
Under the supervision of the Unit Coordinator, the Coordination Assistant will provide support to all actions during the planning, implementation, monitoring and evaluation of the joint programme, included those related to the communications plan and reporting functions.

Responsibilities and duties:

She/he will be in charge of supporting the coordination of the project under the supervision of the Unit Coordinator. This implies being responsible for organizing and documenting processes, keep updated records of all actions and reports, support the monitoring and evaluation of implementation, and contribute to the performance of the Coordination Unit.

1) Support to Coordination and implementation
o Assist in the preparation of the project's Annual Operating Plan (POA), during the first three months of the calendar year, and the presentation to the Executive Committee, where the substantive and financial participation of the agencies receiving technical assistance is explained.
o Provide support to the Unit Coordinator during the planning, implementation, and monitoring of activities within the project, in coordination with the UN Agencies.
o Contribute to the review and analysis of operations plans, mid-year, and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures, and standards.
o Provide administrative assistance for meetings of the Project Board.
o Support the coordination related to the preparation of the semi-annual and annual reports.

2) Monitoring and evaluation:
o Assist in the monitoring of project implementation, based on the Results Framework and the deadlines established in the Project Document.
o Support the preparation of the Monitoring and Evaluation Plan (M&E Plan) in the format established by the PBF, within the first three months of project implementation.
o Support the development and implementation of activities established within the Monitoring and Evaluation Plan, as well as the quarterly update of the PBF Monitoring and Evaluation Matrix.
o Work collaboratively with the Programme Unit to generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
o Provide administrative support during meetings with the focal points of the Recipient Agencies.
o Assist in tasks related to field missions by the Executive and Technical Committee of the PBF.

3) Communication, visibility, and resource mobilisation
o Assist on the implementation of the Visibility and Communication Plan in coordination with External Relations.
o Assist in the communication with the donor and promote actions that favour the interest of additional donors.
o Under the supervision of the Unit Coordinator, and with the support of the External Relations unit, contribute to the efforts to mobilize catalytic resources for the sustainability and expansion of the initiative.
o Keep track and archive all products related to the project.

4) Programme management
o Assist in the compilation and integration of the results and inputs at a general and sectoral level to achieve the overall result.
o Support the preparation of mandatory and ad hoc reports on project achievements, taking as a guide the agreed indicators for the project.
o Participate and keep minutes of teleconferences and meetings with the team of the agencies involved in the execution of the project.
o Assist in the monitoring of achievement of targets set in annual work plans, report on project funds, and maintain related records.
o Assist in the monitoring of the execution of the budget allocated to the activities of coordination, monitoring, and evaluation of the project.
o Support any other tasks related to the financial management of the programme, in coordination with the Operations section.
And any additional task defined by the Leading Agency.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

Professional background
โ€ข Minimum three (3) years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
โ€ข Valuable work experience in UNHCR or other UN agencies in areas related to the programme cycle or project execution, and or communications or reporting.
โ€ข Work experience of at least 2 years in El Salvador or Central American countries. Experience in other Latin American countries will be valued positively.
โ€ข Verifiable work experience in the field to ensure knowledge of the problem and the humanitarian and conflict situation on the ground.

โ€ข Desirable: experience in programme, monitoring and evaluation, communication, human rights, peacebuilding, intercultural and or gender.

Skills and knowledge
โ€ข Knowledge and practical understanding of differential, gender, human rights, and do-no-harm approaches.
โ€ข Knowledge on programme cycle, monitoring and evaluation
โ€ข Desirable: knowledge of the United Nations System in El Salvador.

Languages: required fluent of spoken and written Spanish; working level of spoken and written English.
