Work LocationBeijing Expected duration18Aug-31Dec2025 Duties and Responsibilitiesโ€ข Under the overall supervision of the Partnerships and Financing for Development Officer, the contractor will support in strengthening the overall portfolio of the RC/UNCTโ€™s engagement with all its stakeholders. This will involve supporting activities under the China-Africa-UN Transformative Partnership Initiative (TPI), convening multi-stakeholder forums for programme development, project proposals in priority thematic areas for SDG acceleration especially through South-South Cooperation such as food systems transformations, green transitions, digital transformation, and climate change. โ€ข Support the supervisor in implementing activities outlined in the partnership arrangement with the Rockefeller Foundation, related to China-Africa-UN collaboration. Working through cross-functional teams, the contractor will support the strategic engagement of the RC with the Rockefeller Foundation especially in the areas of South-South Cooperation. โ€ข Support other tasks as assigned by the supervisor. Since 2022, the UN in China has collaborated with a broad range of stakeholders from the Government of China, Member States, international organizations, academia, foundations, and the private sector to co-create the China-Africa-UN Transformative Partnerships Initiative (TPI), that is aimed to support the implementation of outcomes from the Forum on China-Africa Cooperation (FOCAC). The first stage of the TPI focused on policy and technical discussions to identify concrete areas for project-based collaboration. Through several rounds of consultations, it was agreed to focus on agriculture development and food security, and climate change and energy transition, and to start with countries in the Horn of Africa (HoA). Currently, the TPI is at the project incubation and formulation stage. A few project ideas and proposals have been developed, through joint efforts of the UN Country Teams (UNCTs) in China and partner countries, in response to requests from relevant countries, including from the HoA and beyond. The RCO will continue to coordinate the UNCTโ€™s support to the African Ambassadorsโ€™ Group, to enhance the efficiency in implementing the outcomes from the FOCAC Beijing Summit that was convened in September 2024. The RCO is in urgent need of a dedicated contractor, to support regular contact with the UNCTs, other partners and stakeholders, in the preparation and revision of project documents, to access financing support from different partners and stakeholders; and these projects could potentially be considered and presented by the African Ambassadorsโ€™ Group in China, along with the UNCTs, as outcomes of the Beijing Summit. Similarly, the first stage of collaboration between the UN in China and the Rockefeller Foundation focused on China-Africa-UN collaboration, and contributed to the inauguration of the TPI. As the two sides proceeded to the second stage of collaboration, both substantive and logistic support is required to implement activities under this partnership. A dedicated technical support staff is needed, guided by the supervisor, to deliver high-quality services, in support of the flagship initiatives of the RCO, including the TPI, while it is transitioning from the conceptualization to the implementation stage. This will involve supporting the convening of meetings with stakeholders, conduct quality research and analysis, including on the country context and needs for the partner countries under the TPI, and provide substantive inputs to the formulation of quality proposals, to be jointly developed by the UNCTs and partners involved. Once the proposals are development, s/he will follow up with stakeholders, to review and revise the documents, submit to relevant authorities for approval and consideration for funding support, and continue to provide support and coordination throughout the implementation process. The same approach is applicable to the collaboration for the Rockefeller Foundation. The TPI is at the critical stage, transiting from conceptualization to implementation. A few project ideas and proposals are being explored and developed, to access financing from relevant stakeholders. The contractor is required to dedicate her/his time to support the UNCTs and other partners, to formulate, review, revise and submit the proposals, coordinate relevant stakeholders during the project implementation period, and summarize lessons learned for future reference. Similarly, for the second-stage collaboration between the UN in China and the Rockefeller Foundation, the contractor also needs to provide logistics and substantive support to deliver on agreed activities, in response to request from the donor. The contractor serves as the technical support to convene regular meetings, coordinate and support the implementation of agreed activities/deliverables, and draft documents as needed. The stakeholders for the project are the government of China, member states (including their embassies in Beijing, in particular the African Ambassadorsโ€™ Group in China), international organizations including the UN system, academia, foundations and the private sector. Qualifications/special skillsBachelorโ€™s degree or equivalent in international development studies, economics, statistics, political sciences or other related fields. Minimum one year of professional experience, preferably with international organizations Demonstrates strong analytical and writing skills. Understands the context of China-Africa-UN collaboration from the FOCAC perspective, and possesses knowledge of working with different stakeholders on a concrete project basis. Builds effective relationships with clients, focuses on impact and result. Consistently approaches work with energy and a positive, constructive attitude. Can work independently while also support teamwork. Knowledge of the UN system and its mandate would be considered an asset.
