Mission and objectivesSince 70 years, UNICEF has been on the ground in 190 countries and territories to promote the survival, protection and development of children. ContextUNICEF Senegal must continuously and strategically place key issues related to children on the international scene, in the national dialogue and at the heart of the countryโ€™s public and political agenda. The Partnerships, Advocacy and Communications section supports the country officeโ€™s public and political advocacy, partnerships, strategic alliances and resource mobilization efforts with the aim of influencing public policies, fueling social engagement and directing private and public resources in favor of children. The section ensures that the organization is positioned as a credible and trusted voice for children and is perceived as relevant to guide and influence the dialogue on childrenโ€™s rights in Senegal. To support achievements of Country Programme expected results, UNICEF Senegal is seeking a motivated and committed Partnership and Resource Mobilization Specialist to proactively coordinate the development and implementation of a partnership strategy (public-private) in close collaboration with the programme team.

Task DescriptionUnder the guidance and supervision of the Chief of Partnerships, Advocacy and Communications, the Partnerships and Resource Mobilization Specialist positionโ€™s purpose is to deepen and strengthen partnerships with UNICEFโ€™ public and private sector donors and partners. The Specialist supports the Partnerships, Advocacy and Communications section on Resource Mobilization including support on quality assurance of donor reporting and proposals development in line with the donorsโ€™ guideline as well as support with writing/editing fundraising briefs. The Specialist also supports the implementation of the Country Office Resource Mobilization strategy/action plan. As such, the Specialist coordinates the various interventions within the office with partners, exchange knowledge, mobilize resources as well as advocate for funds to support UNICEF achieve results for children within the scope of assignment. The Specialist undertakes the following tasks: 1.Resource Mobilization: Support the Chief of section in reviewing and refining Country Office resource mobilization strategy to develop an action plan and support sections in developing programme-related action plans; contribute to the development and review of concept notes, project documents, briefs, investment cases and communication/advocacy strategies (content preparation/editing, layout) as required; coordinate with programmes and sections, including cross-sectoral teams, to ensure relevant inputs, data and information are received for project proposal and review process as per Standard Operation Procedures is being followed (budget, PME, PSEA, gender, climate, inclusion, etc.); support the development of effective concepts for engagement with donors and contribute to Country Office advocacy efforts; develop systems to monitor the financing levels and resource needs of the country programme against targets; support fundraising initiatives and donor engagement activities. 2.Partnership development and engagement: Scans and scouts external environment area for opportunities and risks and ensure compliance with UNICEFโ€™s procedures, including through coordination of UNISON platform; support the organization, preparation and documentation of meetings and missions with donors and partners and/or UNICEF senior management in conjunction with programme sections (briefing notes, presentations, documentation); increase engagement internally (PFP, PPD, WCARO) and externally (UNICEF National Committees, partners networks, private sector, UN agencies) to further UNICEFโ€™s advocacy, leveraging and influence with partners and ensure visibility of Country Officeโ€™s work and needs. Ensure compliance with UNICEF procedures, processes and standards for donor negotiations, agreements, amendments. 3.Donor reporting: Coordinate with programme sections to ensure timely submission of quality donor reports, including compliance with UNICEF quality standards and coherence between financial and narrative information; gradually build the capacity of programme section staff in charge of donor re-porting; Support Chief of section and Deputy Representative in strengthening grant management practices to ensure implementation fully complies with donor agreements; advise on the content of agreement with donors and liaise with the Regional Office, HQs, and financial and non-financial partners regarding clearance, finalization and signature of agreements; ensure that the communications section and programme section are fully aware of donor recognition requirements. 4.Innovative fundraising initiatives: Support the conceptualization and piloting of innovative fund-raising initiatives linked to public-private partnership, individual giving, and innovative financing, in close collaboration with the country team, regional office and partners, based on on-going monitoring; analyze current trends within designated partners and formulating recommendations for strategy approaches and message development; develop and maintains deep knowledge and familiarity with current and prospective partners in the field of innovative financing and childrenโ€™s rights and relevant stake-holders. 5.Donor engagement and visibility: Support the development and implementation of programmes/projects donor recognition and visibility plans, in cooperation with the communication team; support the communication section and contribute to the elaboration and editing of fundraising and partnership-related communication and visibility materials (factsheets, business cases, human-interest stories, newsletter, briefs, social media publications, reports, brochures, multimedia assets). The incumbent may be asked to perform other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed. The incumbent may need to undertake managing responsibilities, supervising a national UNV position specifically focused on private sector partnerships.

Living conditions and remarksThe assignment will take place in the nation's capital, Dakar, a family duty station (Hardship classification B) with missions to the region. Dakar is a liveable city. The spontaneous reception and hospitality of the Senegalese are among the characteristic features of this West African country. According to 2020 official estimates, the Dakar metropolitan area population reaches over 3,9 million people. The total population of Senegal is 16 705 608 inhabitants (ANSD 2020). Senegal is located on UTCI GMT. Senegal has a warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are, on average, around 30ยฐC. * The rainy season is in the northern hemisphere's summer/fall. The Security Level in Dakar is classified as Low (Level 2) as per the UN security management system in Senegal. Opportunistic thefts are the most prevalent crimes against UN Personnel. The accommodation facilities are in general good, and the choice is vast. It is possible to rent unfurnished and furnished accommodation from 450 to 2000 USD/month. Most children of international staff attend international schools with an academic system that is widely recognized abroad. There are many international schools and childcare options.
