ContextThe Sectoral Working Group on Environment, Climate and Green Transition (SWG on ECGT) is the technical coordination platform within the Development PartnersโGovernment of Ukraine aid architecture. Relaunched in 2024 to reflect post-invasion priorities, it convenes government institutions, development partners, civil society, and the private sector to plan, sequence, and monitor assistance for Ukraineโs green recovery and EU accession. Co-chaired by the Ministry of Economy, Environment and AgricultureEconomy, EnvironmentAgricultureof Ukraine, the Embassy of Sweden, and UNDP, the SWG aligns international support with national legislation and Cabinet of Ministers procedures, reduces duplication, and drives results-oriented delivery. Current SWG workstreams include climate governance (secondary legislation to the Law โOn the Basic Principles of State Climate Policy,โ No. 3991-IX), the Emissions Trading System (draft ETS law and implementation pathway), the long-term low-emission development strategy (LT-LEDS) and its approval order, international climate commitments under the UNFCCC and Paris Agreement (including NDC2 and Article 6), methane-emission reductions under the Global Methane Pledge, alignment with Chapter 27 of the EU acquis, climate finance (e.g., National Green Finance Strategy, carbon-tax reform, greening the financial system), and development of the national Climate Change Adaptation Strategy and related sectoral and regional programmes. Within this context, the UNDP Energy and Environment Portfolio seeks a Partnerships and Capacity Development Expert to bolster the SWGโs day-to-day operations. Working closely with national authorities, the Expert will coordinate donor and partner inputs across the above workstreams, lead stakeholder outreach and communications, and facilitate participatory engagement. The assignment will help ensure coherent planning, timely delivery, robust aid-information management, and transparent, inclusive decision-making that advances Ukraineโs resilience, climate action, and green transition.
Task DescriptionUnder the direct supervision of the Project Manager, the National UN Volunteer will serve as a Partnerships and Capacity Development Expert, with a central role in effective outreach, engagement, and collaboration with government institutions, civil society organizations, and international partners. In particular, the National UN Volunteer will coordinate and facilitate the work of international partners and technical assistance projects in close cooperation with national authorities to deliver donor-supported actions across the following workstreams. The role ensures alignment with national legislation and Cabinet of Ministers of Ukraine (CMU) procedures, on-time delivery of outputs, and high-quality stakeholder engagement. This function is essential to supporting transparent, inclusive, and evidence-informed decision-making within the Sectoral Working Group on Environment, Climate, and Green Transition. Key responsibilities include: โข Coordinate inputs to develop secondary legislation to the Law of Ukraine โOn the Basic Principles of State Climate Policyโ (No. 3991-IX of 09 October 2024), support drafting/processing of related CMU regulations and resolutions and organize consultations and expert reviews; โข Coordinate preparation and submission of the draft Law on the Greenhouse Gas ETS in Ukraine, steer finalization of the draft Law on the establishment of the ETS (including selection of the implementation pathway), align pilots, analytics and legal drafting among partners, in particular, GIZ and World Bank. โข Manage partner support to finalise the draft LT-LEDS, integrate comments and modeling results; coordinate drafting of the CMU Order on approval of the LT-LEDS; plan outreach and presentation events; โข Coordinate assistance for Ukraineโs UNFCCC/Paris Agreement deliverables, including preparation and inter-ministerial processing of NDC2 and related submissions, ensure consistency of analytical inputs and timelines across donors); โข Coordinate the implementation of the Action Plan on Methane Emission Reductions, organise analysis of compliance with EU Regulation (2020) 663, consolidate sector inputs and agree follow-up actions with competent authorities; โข Coordinate development, approval and adoption of the CMU Resolution on a pilot project for participation in cooperative approaches within the implementation of Article 6 of the Paris Agreement, align MRV, legal and procedural support from partners; โข Steer donor support for the transposition of over 100 EU acts by 2027 across sub-chapters of Chapter 27 (European Climate Law, Governance Regulation, ETS including ETS2/aviation/maritime, Social Climate Fund, Effort Sharing, LULUCF), maintain an implementation roadmap and risk log; โข Coordinate with international partners on the National Green Finance Strategy, facilitate reform of the environmental tax with respect to carbon taxation (COโ emissions), liaise on greening the financial system, organise analysis and proposals on the impact of carbon taxation on participation in relevant mechanisms/markets; โข Coordinate with international development partnersinternational development partners the development of the national Climate Change Adaptation Strategy in line with Law No. 3991-IX, including sectoral and regional/local adaptation programmes, organise consultations, drafting and approval processes.

Living conditions and remarksAs it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves. Entitlements of National UN Volunteer National UNV Expert >> USD 2076 The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract. Allowances: โข Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2076 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as โEโ. โข USD 400 entry lump sum, one-time payment. Medical and life insurance: โข Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. โข Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: โข Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. โข Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. โข Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. โข Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
