Mission and objectivesThe United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is administered by the United Nations Development Programme (UNDP) and reports to the UNDP/UNFPA/UNOPS Executive Board.

ContextThe United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. The UNV Field Unit (FU) in Ukraine is mainly accountable for the mobilization and placement of UN Volunteers in UN Agencies, Funds, and Programs focused on emergency response to the war in Ukraine, development, and humanitarian needs. The Partnership & Mobilization Associate works to support the efforts of the Country Coordinator on increase of UN Volunteer volume in-country, ensure efficient and timely programme operations (financial, procurement, volunteer management support, etc.), assist with duty of care and satisfaction of the UN Volunteers.

Task DescriptionUnder the direct supervision of the Country Coordinator, the Partnership & Mobilization Associate will undertake the following tasks: Partnership Building and Promotion of Volunteerism: โ€ข Support the Programme Analyst (Country Coordinator) in maintaining and strengthening relationships with UN partners in the country to ensure an understanding of UNVโ€™s mandates, UNVโ€™s offers and the added values that UN Volunteer assignments bring in support to the achievement of their respective mandates. This includes positioning UNV as a go-to partner for promoting diversity, inclusion, innovation, and efficiency within the United Nations System's operations; โ€ข Contribute to maintaining business intelligence on UN agencies, UN joint programmes, identifying specific entry points to diversify partnerships with the aim of increased volunteer assignments and UN partner diversification; โ€ข Identify volunteer placement opportunities and present UNV value proposition and volunteer categories with the objective of maximizing international and national volunteer presence, including collaboration in the preparation of descriptions of assignments, with UN entities and other partners; โ€ข Support the Programme Analyst (Country Coordinator) in identifying and establishing relationships with potential UN clients, and engage with local development actors to strengthen partnerships and enhance programme outcomes; โ€ข Support data, evidence, best practices collection on UNV programme and UNV Strategic Framework outcomes for use in partnership meetings and external presentations; โ€ข Support the design and preparation of UNVโ€™s offer and mobilization proposals for Special Initiatives and/or joint UN programmes; โ€ข Support the Programme Analyst (Country Coordinator) in establishing, fostering and maintaining effective outreach and relationships with local civil society organizations, prioritizing those focused on volunteerism, to contribute to community-led sustainable development in the country; โ€ข Assist in identifying programme-related challenges and recommend solutions to enhance operational efficiency; โ€ข Temporarily assume leadership responsibilities in the absence of Programme Analyst (Country Coordinator), UNV FU, ensuring continuity of operations, team support and liaise with regional office as well as relevant HQ units; โ€ข Encourage and monitor serving UN Volunteers to embrace the ideals of volunteerism, act as advocates for volunteer action, and document their experiences in promoting volunteerism. UN Volunteer Mobilization and Management: โ€ข Act upon and follow-up on pipeline UNV assignments with partner agencies, particularly in the timely submission and quality assurance of Descriptions of Assignment, confirmation of funds, clearance of candidates, etc. โ€ข Liaise with relevant stakeholders for overall recruitment process of UN Volunteers and efficient volunteer management, bringing critical issues timely to the attention of the Programme Analyst (Country Coordinator), UNV Field Unit, and relevant sections in the RO; โ€ข Liaise with Host Entities to determine areas of support for enhancing the Volunteer experience, including guidance for supervisors, tailoring training needs (CDLFs) and ensure that incoming and outgoing UN Volunteers are adequately briefed, onboarded and debriefed, and extend timely support and guidance to UN Volunteers in the country; โ€ข Ensure comprehensive maintenance of records for all UN Volunteers assigned to the country, systematically organizing and updating files to include relevant correspondence and periodic reports in the UNV platform; โ€ข Monitor and maintain records of the contractual status of serving UN Volunteers in the country, flagging any required follow-up actions to the Volunteer Services Centre (VSC); โ€ข Assist on the logistical and travel arrangements of arriving UN Volunteers and his/her recognized dependents; โ€ข Ensure the fulfilment of all required conditions prior to the disbursement of final entitlements to UN Volunteers upon the completion of their assignments; โ€ข Ensure overall management and administrative support to UN Volunteers. Administration & Office Support: โ€ข Ensure overall management and administrative support to UN Volunteers. โ€ข Provide administrative and office support to the Programme Analyst (Country Coordinator) for maintenance of records of corporate annual budgets, procurement and other relevant functions. Support the Programme Analyst (Country Coordinator) in event management tasks like organizing International Volunteer Day or other relevant events.

Living conditions and remarksAs it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves. Entitlements of National UN Volunteer (Expert) The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract. Allowances: โ€ข Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2076 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as โ€œEโ€. โ€ข USD 400 entry lump sum, one-time payment. โ€ข USD 101.78 exit allowance (paid on successful completion of the assignment) for each month of assignment. Medical and life insurance: โ€ข Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. โ€ข Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: โ€ข Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. โ€ข Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. โ€ข Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. โ€ข Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
