PROJECT BACKGROUND

In Pakistan, GGGI is supporting the development of a Long-Term Low Emissions Development Strategy (LT-LEDS) under a two-year project funded by GIZ. The overarching goal of this initiative is to strengthen the Government of Pakistanโ€™s ability to plan for low-emission, climate-resilient development through 2035 and beyond. The specific objective is to develop a robust, inclusive LT-LEDS framework through a participatory stakeholder consultation process. This strategy will outline clear pathways for transitioning toward a low-carbon and climate-resilient future, aiming to achieve climate neutrality while delivering multiple development benefits. The expected impact of the project is to enable Pakistan to strategically reduce greenhouse gas emissions, enhance resilience to climate change, and meet its climate commitments under the Paris Agreementโ€”all while advancing broader national development priorities.

OBJECTIVES OF THE ASSIGNMENT

To achieve the project objectives, GGGI seeks a qualified consultant to support the planning, organization, and implementation of national and provincial workshops and trainings for the Pakistan LT-LEDs project.

[1] Key Responsibilities:

Event Planning & Coordination

1) Develop a timeline and detailed event plan.

2) Submit cost quotations within one week of receiving a request.

3) Coordinate invitations, RSVPs, and stakeholder communications.

Venue Rental, Preparation & Catering

1) Identify and book venues based on best value for money.

2) Coordinate logistics, catering, and on-site staff.

3) Provide catering separately when required.

Event Implementation

1) Serve as main liaison for venue and service providers.

2) Ensure all staff are briefed and trained.

3) Oversee registration (online and onsite), participant communication, and protocol arrangements.

Venue Setup & Equipment

1) Manage audio-visual, furniture, internet, banners, branding, photography, and videography.

On-site Catering Management

1) Ensure sufficient, timely, and dietary-appropriate food service.

2) Supervise caterers during events.

Ground Transportation

1) Arrange transportation for participants, including field visits if required.

Daily Personal Expense (DPE) Allowance Disbursement

1) Disburse DPE based on GGGI guidelines and collect required documentation.

2) Manage eligibility, amount adjustments (based on provided meals), and maintain participant records.

Compliance with Green Events Guidelines

1) Prioritize sustainability by minimizing waste and promoting eco-friendly practices (e.g., digital documents, vegetarian meals, water dispensers, reusable cutlery).

1) Submit itemized event reports including:

Purpose and agenda Participant list with contact info Gender and sectoral stats Media (photos/videos) Financial report with DPE details

2) Reports must be in English and follow GGGIโ€™s format.

1) Support international event arrangements as needed (e.g., overseas venue bookings).

The Consultant will be responsible for the following key tasks:

1. Coordination with Project Partners

Support coordination with the Project Team, assisting in planning timelines and confirming logistics related to workshop activities.

2. Workshop Planning and Preparation

Help prepare detailed workshop plans based on stakeholder needs. Assist in drafting agendas, setting objectives, organizing materials, coordination with vendors etc., and arranging venues, equipment, and refreshments as needed.

3. Stakeholder Coordination

Assist with communication and coordination with workshop participants. Help distribute invitations, confirm attendance, and ensure stakeholders have the necessary information before each session.

Support the facilitation team during workshops. Will travel to the provinces to organize the workshops. Help set up the venue, manage materials and supplies, assist with group activities, and ensure the sessions run smoothly.

5. Use of Participatory Methods

Help apply basic participatory tools and exercises to engage participants. Support group discussions and collect feedback in an inclusive and respectful manner.

6. Documentation of Sessions

Take detailed notes during workshops, including capturing key points, participant feedback, and agreed actions. Assist in preparing workshop summaries, attendance sheets, and photo documentation.

7. Follow-Up Support

Help compile and organize stakeholder inputs and feedback for reporting purposes. Assist in tracking follow-up actions and sharing workshop results with relevant stakeholders.

8. Reporting and Deliverables

Support the preparation of final workshop reports, meeting minutes (MoMs), and presentation materials. Ensure all documentation is complete, accurate, and submitted on time.

DELIVERABLES AND PAYMENT SCHEDULE

The Individual Consultant must submit a countersigned Coversheet Form in which the Work Completion section was signed by the service requestor as the deliverable of each service.

The Consultants may also be required to produce additional output(s) as deemed necessary by GGGI, such as PowerPoint Presentation (PPTs), minutes of meeting (MoM), documentation, etc.

EXPERTISE REQUIRED

GGGI will enter into a contractual agreement for the delivery of tasks outlined in these Terms of Reference. The selected consultant will support workshop-related activities and stakeholder engagement under the Pakistan LT-LEDs project. The ideal candidate should meet the following qualifications:

QUALIFICATIONS AND EXPERIENCE
Bachelorโ€™s degree in international development, public administration, event management, or a related field. At least 4 years of relevant work experience in international development, workshop/event coordination, or stakeholder engagement. Demonstrated experience in organizing and supporting events, workshops, or meetings, preferably involving multiple stakeholders. Experience working with diverse groups, including government agencies, local communities, NGOs, and private sector actors in Pakistan. Ability to support the facilitation of workshops and group discussions to gather feedback and promote alignment with project goals. Strong organizational and coordination skills, especially in managing logistics and communications for events and workshops. Proven ability to synthesize information from discussions into clear and actionable summaries. Good analytical and problem-solving skills, with the ability to interpret and present information effectively. Proficient in Microsoft Office tools, especially Word and PowerPoint. Ability to work remotely with reliable internet access, email, and video conferencing tools (e.g., Zoom). Skilled in preparing documentation and reports that meet professional and formatting standards. High level of attention to detail, particularly in writing and editing. Fluent in Urdu with strong written and verbal communication skills. Proficient in English, both written and spoken. Ability to clearly communicate technical and non-technical information in a concise and user-friendly manner.
