Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.


The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.


Tasks and Responsibilities:

The OSCE Ethics/Mediation Co-ordinator has a direct reporting line to the Secretary General of the OSCE and supervises two Informal Resolution Officers. The selected candidate will be responsible for the development of new or modifying policies and practices in the Organization and provide expert advice concerning workplace ethics and mediation. More specifically, s/he will be responsible for:

Developing the OSCE ethical framework, through the codification and implementation of policies, designing, implementing relevant strategies and plans, including policy recommendations to deal with emerging Organizational needs; Providing confidential, independent ethics advice, especially in relation to compliance with the OSCE Code of Conduct, as well as enabling a culture to prevent and report misconducts of OSCE officials, including advice on defining the actions that could constitute misconduct under the OSCE ethics framework; this includes developing and up-dating policies; analyzing and assessing risks, complaints and allegations; exploring the causes of issues and engaging the relevant parties; Supporting management and staff in fostering an inclusive work environment of highest ethical standards and in full compliance with the OSCE regulatory framework and internationally accepted standards; including supporting management and staff to prevent, de-escalating and resolving conflicts in the workplace, to manage actual and perceived conflicts of interest, and to help prevent unethical conduct across the OSCE; Providing consultative advice related to the OSCE Code of Conduct, professional working environment, whistle-blower protection and protection from retaliation, as well as prevention and reporting of sexual exploitation and abuse; Developing substantive content for ethics training and information packages, giving these trainings and performing active outreach to increase awareness of the OSCE ethical framework, promotion of coherent and consistent ethical standards and professional working environment across the OSCE by building on best practices; Preparing a variety of reports and communications, including regular communications to senior leadership, managers, staff and other stakeholder groups; Representing the OSCE Ethics and Mediation Service at international, regional or national meetings and provide substantive expertise on issues. Necessary Qualifications:

Second-level university degree in law, public or business administration with a significant focus on public sector or administrative ethics, corporate ethics, human resources management, labor relations, industrial psychology or other relevant field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree; A minimum of eight years of progressively responsible professional experience in the field of law, public administration involving public sector ethics, business ethics, human resources management law or anti-corruption programmes is required. International experience is desirable; Experience in staff/management relations, mediation and negotiation skills, mainstreaming diversity, public administration; Proven conceptual, analytical and evaluative skills; and an ability to conduct independent research and analysis; Proven experience in the management of sensitive information, displaying the highest standards of integrity and discretion; Demonstrates commitment to OSCEโ€™s values and displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of other OSCE official languages is an asset; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is approximately EUR 8,840 with the actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
