About this job
The Department of Southern Cone Countries (CSC) is responsible for the strategic, programmatic, and operational relationship with Argentina, Brazil, Chile, Paraguay, and Uruguay. Likewise, the Department fulfills the function of coordinating and facilitating so that corporate and operational activities and processes are duly integrated and attended to in the administrative instances of the institution, including the Board of Directors, Senior Management, and the different departments of the IDB Group (IDBG). The Department is also responsible for monitoring the countries' macroeconomics and generating knowledge on strategic and operational issues.
The CSC operational team requires the services of a professional to fulfill the following responsibilities and tasks.

What you will do:

Effectiveness

Lead the department's development results agenda. Advise country teams in the implementation of initiatives to monitor and track development results throughout the project cycle. Lead and/or contribute to the generation and internal dissemination of operational knowledge / lessons learned in terms of effectiveness / capacity building.

Programming

Coordinate the preparation of inputs (data and sector analysis) that support the multi-year programming process led by the CSC manager and country representatives. Contribute to the sectoral strategic programming dialogues that are required. Advise and contribute to the preparation of the country programming document (CPD), ensuring its quality, consistency, and alignment with the objectives of the priority sectors of the country strategy and the Bank. Lead management actions to meet milestones and goals in relation to the loan operations program, in close coordination with the country offices (quality control of project documents within the framework of eligibility review meetings (ERM) and quality and risk review (QRR) processes with a focus on effectiveness, among others). Represent management at required meetings of the Board of Directors and senior management. Lead and/or contribute to the identification and prioritization processes of technical cooperation to support the operational and strategic work of management.


Portfolio management and monitoring

Analyze, report, and make recommendations on the status of the loan portfolio, and progress in disbursements / performance. Participate in portfolio reviews carried out in CSC countries. Lead and contribute to the review of Project Completion Reports (PCRs), emphasizing lessons learned, experiences that can be incorporated into the new operations design, as well as effectiveness issues (compliance and measurement of results).

Support to Management:

Coordinate and collaborate in the organization of relevant events for the development and promotion of the strategic products of the department. Lead and/or actively participate in innovative and special initiatives and projects that CSC and the Bank, at a corporate level, undertake and that impact the work of the department. At the request of management, represent the department in meetings and work groups with other units and teams of the Bank. Promote the exchange of operational lessons and experiences between CSC country offices. Strengthen the technical capacity of less experienced personnel by acting as a mentor.

What you will need:

Education: Master's degree in economics, administration, finance or related fields, preferably with postgraduate or doctoral studies in economics, public policy and/or management of economic development programs and projects. Experience: Experience of at least 10 years in public policy management and development programs in the public administration and/or international development organizations. Experience of at least 5 years in issues of effectiveness in the development and/or evaluation of projects. You have excellent analytical and strategic skills, as well as verbal and written communication skills. The position requires skills to handle multiple demands and priorities and ability to respond under pressure. Languages: Fluency in two of the following languages: Spanish, English or Portuguese.
