Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย 

UN Women Haiti is implementing its Country Strategic Note 2014โ€“2027, which aims to achieve the following results: (i) Legitimate and accountable institutions that guarantee the rule of law, good governance, and respect for human rights; (ii) The population, especially vulnerable and marginalized groups, gains improved access to equitable, inclusive, and high-quality basic social services, with a focus on respect for human rights, gender equality, and the inclusion of persons with disabilities, thereby contributing to the strengthening of the social contract; and (iii) A new inclusive and equitable economic model, fostering new investments, growth, and sustainability, and conducive to the rapid creation of decent jobsโ€”particularly for youth and womenโ€”capable of substantially reducing poverty and inequalities, is formulated, approved, and implementedย 

Under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the Programme Operation Specialist, the ICT Associate executes ICT services in the Haiti Country office, implement ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for reviewing and advice on the use of new technologies that will enhance the Country office productivity. The ICT Associate promotes a client-oriented approach.ย 

Scope of Work

1. Implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures:ย 

Provide inputs to the development and review of internal ICT policies and procedures as required;ย  Draft ICT annual work plan for the office.ย  Provide IT support in the use of Quantum (UN WOMENโ€™s implementation of Oracle Cloud ERP) functionality for improved business results and improved client services.ย 

ย 2.ย Ensure effective functioning of the Country office hardware and software:ย 

Install, operate, and maintain all Country Office hardware equipment;ย  Provide advice on the acquisition of hardware supplies,ย  Make routine repairs and change of hardware electronic components;ย  Plan, install and maintain all communication systems including mobile and satellite phones;ย  Install commercial and in-house developed software and related upgrades, anti-virus programmes;ย  Maintain an up-to-date inventory of the software and hardware.ย 

ย 3.ย Ensure efficient networks administration:ย 

Monitor the network connection on a daily basis to ensure stable and responsive network environment;ย  Configure network printers and provide user access as required;ย  Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;ย  Liaise with UNDP to trouble-shoot and monitor network problems; respond to user needs and questions regarding network accessย  Maintain up-to-date parameters of information for the network clients and electronic mail;ย  Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups;ย  Maintain measures for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities;ย  Liaise with other UN agencies or venders to Manage Local Area Network (LAN) in accordance with UN Women requirements

4. Provide web management services:ย 

Maintain the Country Office web site and Intranet.ย 

5.ย Provide administrative support regarding ICT issues:ย 

Provide technical support in the procurement of new ICT equipment for the Country Offices, provide technical specifications and information on best options in both local and international markets, review quotations and bids;ย  Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;ย  Process ICT equipment registration and disposal in Quantum asset module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports as required;ย  Provide ICT support to key events.ย  ย 

ย 6.ย Provide technical support and advice Country Officeย 

Diagnose, evaluate, and prioritize requests for assistance from staff in RO/COs/ Programme Presence offices experiencing problems with hardware, application software, operating systems, networking and other computer related issues;ย  Liaise with ICT Associate in HQ for support and guidance;ย  โ€ข ย Meet all ICT on-boarding requirements for new personnel.ย 

ย 7.ย Facilitate knowledge building and knowledge sharing in the Country Office:ย 

Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision;ย  Contribute to the organization of trainings for the CO staff on ICT issues;ย  Synthesize lessons learned and best practices in ICT.ย 

8.ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย

Functional Competencies:

Minimum Qualificationsย 

Education and Certification:ย 

Completion of secondary education is required. ย  Bachelor's degree in Computer Science is an asset ย  Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 monthsย 

Experienceย 

At least 6 years of working experience in network administration and use of hardware/software, telecommunications facilities.ย 

Languagesย 

Fluency in English and French is required.ย  Fluency in Spanish is desirable. Knowledge of another official UN language is desirable (Arabic, Chinese, Russian).ย
