    DURATION: 11 months

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The WFP Country Office in Brazzaville is currently hiring an expert to provide oversight, management, and support to the Country Officeโ€™s resilience and climate change project activities.

    The Republic of Congo Country Strategic Plan (CSP) 2019-2024 approved by the WFP Executive Board in its first session of 2019 became effective on 25 February 2019. It aims to contribute to four Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 5 Activities are planned to be implemented to achieve the contributions to the four Strategic Outcomes.

    The Strategic Outcome (SO) 1 of the CSP emphasizes that food insecure people affected by shocks have access to adequate food all year. The activities under this SO are focused on assisting vulnerable people, including refugees, internally displaced persons, returnees, and indigenous people, affected by conflict, natural disasters or other shocks and stresses such as epidemics or climate shocks. Beneficiaries will be targeted based on their vulnerability as assessed through gender analyses; the specific nutrition needs and priorities of women, men, girls and boys will be addressed through nutrition-specific and -sensitive assistance.

    The relevant activity (1) refers to provide unconditional and/or conditional food and nutrition assistance to people affected by shocks. Each year, 75,000 crisis-affected vulnerable people in Pool, Bouenza and Likouala Departments receive unconditional or conditional food or cash-based assistance that meets their immediate needs and contributes to early recovery, thereby building and reinforcing social cohesion in these fragile areas. WFP is progressively incorporating locally sourced commodities in its food rations, thus creating linkages to strategic outcome 3. The selection of the transfer modality โ€“ cash-based transfers (CBTs) or food โ€“ is based on analyses of efficiency, effectiveness and equity and informed by assessments of markets, supply chains and gender dynamics in the areas of intervention. To support the early recovery of targeted people in areas affected by armed conflict or natural disaster, WFP is implementing food assistance for assets activities aimed at rehabilitating food production chains and supporting the transition to resilience building (strategic outcome 3). Nutrition-specific and -sensitive interventions will address the nutrition needs of vulnerable women, men, girls and boys. Supplementary nutritious foods will be distributed monthly for treating and prevention of moderate acute malnutrition among children aged 6โ€“59 months and pregnant and lactating women and girls in targeted communities.

    The Strategic Outcome (SO) 3 of the CSP emphasizes that targeted smallholder farmers and communitiesโ€™ benefit from productive and sustainable livelihoods that support nutrition value chains. Activities under this strategic outcome 3 will support smallholdersโ€™ farmers in moving up the value chain, and communities in adapting to climate change and managing climate and weather-related shocks and stresses.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Under the overall guidance of the WFP ROC Deputy Country Director/Head of Programme, the Consultant will be based in the WFP's Country Office in Brazzaville, Republic of Congo, heading the CO Nutrition team.
