Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments and facilitating nuclear security working and advisory groups. The Section assists in capacity building in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Divisionโ€™s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

Main Purpose

Under the supervision and guidance of the Section Head, the Nuclear Security Officer (Convention on the Physical Protection of Nuclear Material) will develop and implement a wide range of activities within the framework of international nuclear security law, with particular focus on the CPPNM and its Amendment. The Nuclear Security Officer (CPPNM) will also work on activities to respond to General Conference resolutions in which Member States have affirmed the central role of the IAEA in strengthening the nuclear security framework globally and in coordinating international cooperation in nuclear security through technical meetings and liaison activities with international organizations, initiatives, and States.

Role

The Nuclear Security Officer (CPPNM) is: (1) a planner and coordinator, developing, planning and implementing the IAEA's activities on strengthening international legal framework related to nuclear security, including the universalization of the CPPNM and its Amendment, including as part of a consolidated plan of action towards the five-yearly A/CPPNM Review Conferences; (2) a facilitator, implementing activities with international organizations, initiatives and States to better coordinate activities in nuclear security to avoid duplication of efforts; (3) a technical officer, acting as a point of contact within the Division for the CPPNM and its Amendment, developing, planning and organizing activities to raise awareness of the importance of the CPPNM and its Amendment, to promote their universalization and to interact with the Points of Contact in Member States.

Functions / Key Results Expected

  • Develop, plan, and implement activities, including training events and missions, to strengthen international legal framework for nuclear security, particularly to promote the universalization and implementation of obligations under the CPPNM and its Amendment;
  • Develop and implement technical, training and outreach materials related to international legal framework for nuclear security, particularly to promote the universalization of and implementation of obligations under the CPPNM and its Amendment;
  • Coordinate IAEA response to requests for assistance pertaining to the ratification or implementation of obligations under the CPPNM and its Amendment;
  • Manage preparations for the five-yearly Review Conferences to review the A/CPPNM and act as co-Scientific Secretary of the Conference;
  • Liaise and coordinate activities between the IAEA and other international organizations, initiatives and States with activities in nuclear security, including planning and implementing regular meetings to coordinate activities, and represent the IAEA at relevant events hosted by these organizations, initiatives and States, contributing to the continued high standing and recognition of the IAEA;
  • Assist in the design and delivery of relevant projects included in the Integrated Nuclear Security Sustainability Plans (INSSP) for individual countries, develop annual work plans, identify funding needs, and monitor implementation results;
  • Analyze relevant input from INSSP's for the structured planning of future potential projects related to international legal framework for nuclear security.

    Qualifications, Experience and Language skills

    Bachelor's Degree - University degree in International Relations, Law or a related area

    At least five years of experience in nuclear security related activities, with the ability to demonstrate a knowledge of organizations and initiatives involved in nuclear security and an understanding of the basic principles of physical protection.
    Proven national experience in nuclear security in relation to the legal instruments within the international legal framework for nuclear security.
    At least three years of experience working with international organizations on the matters of nuclear security.
    Experience of drafting communications and policy or information notes for internal audiences, including senior audiences, and external contacts.
    Experience in planning and implementing of training activities in the area of nuclear security.
    Experience in project and quality management.
    Experience of drafting, interpreting, or providing guidance around legal texts would be an advantage.
    Good knowledge and understanding of the challenges for the implementation of IAEA's Nuclear Security Plan are desirable.

    Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

    Remuneration

    The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28085*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.         Appointment information

        • Appointment is subject to a satisfactory medical report.
        • Staff members may be assigned to any location.
        • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
        • The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
