The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does โ€” in programs, in advocacy and in operations. The Sustainable Development Goals (SDGs) commit all governments to comprehensive, integrated and universal transformations by 2030. Countries are required to mobilise efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind. Without adequate and sustained investments in health, the SDGs will not be realised. One way of doing this is to influence the size, equity, efficiency, effectiveness, and transparency of public spending at national and sub-national level. In UNICEF, this is done through the Public Finance for Children (PF4C) stream of work, which is central to UNICEFโ€™s work globally. Many of the obstacles to improving child outcomes can be directly traced to public financial management (PFM) challenges, which makes it relevant to all programmatic pillars. As financial sustainability is one of the cornerstones to achieve durable and efficient systems of public programmes, UNICEF engages with governments to influence the mobilization, allocation and utilization of domestic financial resources for greater, more equitable results for children. UNICEF Supply Divisionโ€™s Financing Partnerships and Solutions Strategy specifically supports governments to increase and improve the use of public financial resources to achieve a successful transition towards sustainable self-financing of essential supplies for children (โ€œCountry Supply Financingโ€). With the reduction in aid globally, the emphasis is now on not only mobilising domestic financing for essential supplies but also ensuring efficient use of available resources. One way of achieving this is by creating efficiencies in procurement of child health commodities.

UNICEF has developed a Toolkit for creating efficiency savings in health supplies, which contributes to the expansion of fiscal space. This involves a four-staged process; (i) value for money agenda, (ii) identifying inefficiencies in both procurement and PFM challenges, (iii) developing a roadmap for addressing the challenges and (iv) ringfencing the accrued savings for health. The Toolkit has been piloted in Rwanda and Zanzibar, Tanzania and now needs to be expanded to at least two additional countries, including at least one francophone country.

There is moreover growing interest to customise the Toolkit to the education sector. The education sector spends significant resources on education supplies and creating efficiency savings would enhance the utilization of available funding in countries. However, the existing efficiency savings Toolkit is only applicable to health commodities, and UNICEF would like to explore applicability and customisation to the education sector.

Scope of Work:
Under the general guidance of Procurement Services Manager โ€“ Planning and Financing, UNICEF Supply Division, and in consultation with relevant colleagues from Regional and Country Offices (including but not limited to Health, Education, Supply and Social Policy sections), the consultant will be expected to:

Analyse impacts of macroeconomic context on health financing in each selected country and propose appropriate strategic engagement with governments and partners to increase and improve use of domestically mobilized resources for essential health supplies. Advocate for the application of the Procurement Efficiency Savings Project in at least two countries, including articulation of domestic financing options for sustainable health supply financing. Participate in identifying and onboarding of at least 2 countries to advocate for and implement the Procurement Efficiency Savings Project based on the UNICEF-developed methodology. Convene consultative meetings with government and technical experts of partners, exploring procurement and Public Financial Management bottlenecks and solutions. Engage and strengthen the capacity of the government to plan, forecast and budget for supplies to influence appropriate budget allocation and optimization of the spending of essential supplies for children. Apply UNICEF-developed methodology to identify potential procurement efficiency savings in selected countries, and work with country and regional colleagues/partners towards protecting the savings for child-related interventions in future budgets. Planned activities, among others, will include: Value For Money analysis (VFM) and support to policy development, Identification of procurement inefficiencies and solutions to address these to achieve efficiencies, Monitoring, measuring and reporting on procurement efficiency savings, Identification of pathways to protect and reinvest savings towards child-related interventions. Document the conducted analysis, key pilot interventions and outcomes, including identification of lessons learned Based on the outcomes/results of the assessments (including previously conducted assessments in Zanzibar, Tanzania and Rwanda), revise the previously developed methodology and approach if necessary. Engage with education colleagues at UNICEF HQ, regional and country offices to customise the efficiency savings methodology to the education sector.

To qualify as an advocate for every child you will haveโ€ฆย 

An advanced university degree (Masterโ€™s or higher) in Economics, Public Finance or Development Studies.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.ย  A minimum of 10 years of relevant professional experience inย financing in the health or social sectors. Experience in supply financing analysis Analytical skills both quantitative and qualitative Experience in supply chain systems will be an added advantage Experience in resource tracking and health costing Experience in Public Financial Management in the social sectors Proven experience interacting with national government ministries Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.ย
